(CESI) requests an extension to the preparation of a Monitoring Report for the assessment of groundwater impacted with petroleum from the underground storage tank (UST) system formerly located at the Property. On February 14, 2020, the North Carolina Department of Environmental Quality (DEQ) issued a Notice of Regulatory Requirements (NORR) to the owner requesting continuation of groundwater monitoring, identification of water supply sources within 1,000 feet of the affected area, and several other tasks. A copy of the NORR is attached t this letter. CESI sent certified return -receipt requested letters to all land owners within 1,000 feet of the Property. The letters included letter surveys requesting information about water supply wells. The attached table summarizes the current status of information received from the mail survey. CESI will fill gaps in the mail survey information with telephone calls and, in some cases, with face to face meetings. Based on our fielding of telephone calls generated by the mail survey, the majority of well owners expressed a positive reaction to the concept of being placed on city water service. We will finalize the water well survey information and then prepare to sample groundwater from all wells within 1,000 feet of the Property. Our goal is to sample these wells and the Property monitoring wells during the same field mobilization. Concord, NC 28025 (via email) Dear Mr. Glover: NORTH CAROLINA Environmental Quality February 14, 2020 Re: Notice of Regulatory Requirements 15A NCAC 2L .0407(b) Risk -based Assessment and Corrective Action for Petroleum Underground Storage Tanks Six-O-One Stop 5661 South Highway 601, Concord Cabarrus County Incident Number: 40338 Risk Classification: High The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the March 16, 2018 Monitoring Reports on February 12, 2020. The report recommending preparation of a full scale CAP designed to reduce dissolved groundwater concentrations to below the 2L standard was reviewed and approved on February 12, 2020. The paper report copies will be maintained in the MRO. The electronic copies have been loaded to the DWM's electronic document storage system (Laserfiche). The report states: • On January 21, 2018, CESI collected groundwater samples from eight monitoring wells (MW-1, MW-2, MW-3, MW-4, MW-5, MW-6, MW-7, and MW-8). Analysis of groundwater samples from the monitoring wells revealed gasoline parameters greater than the North Carolina Administrative Code (NCAC) 15A 2L standard in wells MW-1, MW-2, MW-7, and MW-8. The benzene concentration in well MW-2 was reported at a concentration greater than the GCL for benzene. None of the other tested parameters exceeded GCL's. No parameters were reported above the sample detection limit. CESI attempted to retrieve a water sample from the onsite water supply well (well 1) but was unable to lower a bailer because of interference from the downhole pump cable and discharge line. This well is disconnected from the electrical supply and has reportedly not been used for many years. The owner of water well number 3 refused CESI access to the water well. The owner of water well number 4 stated that the well is not used and is not accessible. Interviews with the owners of water supply wells 2 and 3 on January 21, 2018, stated that they did not want to connect to municipal water. • Depth to groundwater measurements at the site revealed depth to water approximately 23 feet below grade. Groundwater flow direction is toward the east. • Free product has not been observed onsite. Based on the groundwater analytical results of samples collected January 21, 2018, the areal extent of dissolved hydrocarbons appears to be defined except to the south for benzene and MTBE and to the west for MTBE. However, based on the low concentrations on the perimeter wells, it appears that the dissolved hydrocarbon plume has not migrated offsite. The vertical extent of impact has been defined in the deep screen well MW-8. • No remediation has been implemented at this site. Per this Notice of Regulatory Requirements: • Continue semi-annual groundwater sampling/monitoring. Sample monitoring wells and all water supply wells within 1,000 feet of the release. • The next sampling event for the Monitoring Report shall be conducted in March 2020. The next Monitoring Report is due no later than April 30, 2020. • Please update the plume stability analysis in the next monitoring report. Include the March 2020 groundwater data in the stability analysis. • Information was received reporting that a water line does not exist along Cold Springs Road. The water supply source for these properties remains unclear. Please update the receptor information to identify all water supply wells within 1,000 feet of the release and provide clarification for water usage at each property. Include this information in the April 30, 2020 Monitoring Report. • Connections to public water must be evaluated as a potential cost effective alternative moving forward to help determine whether corrective action through active remediation is necessary. The goal of public water connections is to minimize the risk to potentially threatened water supply wells on nearby properties. You must reasonably attempt to obtain agreements for connections to public water supply wells used for potable purposes located within 1,000 feet downgradient of the source area. Additionally, an attempt must be made to obtain agreements with owners to abandon all water supply wells within 250 feet of the release. • Obtaining public water connection agreements is the first step towards determining the feasibility of a water line extension. Further evaluation will be requested at a later time if water connections and/or abandonments cannot be completed and alternative active remediation options would likely be necessary. Please note that sampling and correction action must be conducted in accordance with the Guidelines for Assessment and Corrective Action for UST Releases. Failure to comply in the manner and time specified may result in the assessment of civil penalties and/or the use of the other enforcement mechanisms.
