May 19, 2020 13 HYDRO ENGINEERS Proposed Leafspring Cornelius • Cornelius, Mecklenburg County, North Carolina Project Number 190751.31 B: EXECUTIVE SUMMARY The subject property is located at 18100 Statesville Road in Cornelius, Mecklenburg County, North Carolina. The area of concern is the former underground storage tank (UST) pit on the southeast side of the residential structure. One approximately 500-gallon, bare -steel heating oil UST, installed at an unknown date, was removed from the subject property on April 24, 2020. A soil samples was collected from the excavated area and submitted to a laboratory for chemical analysis. The soil sample associated with the Heating Oil UST system was above applicable action levels for soil contamination. The soil sample, collected beneath the UST at approximately 20-feet below ground surface, exceeded the action level for total petroleum hydrocarbons — diesel range organics (TPH-DRO) and Massachusetts Department of Environmental Protection (MADEP) volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons (EPH) C9-C22 Aliphatics. Excavation of soil beyond 20-feet below the current ground surface was not feasible due to equipment limitations. The approximate coordinates of the former UST are 35.460462,-80.868541. Site reconnaissance during the closure activities did not identify any private use water wells within 150 feet of the UST excavation. The subject property is located in a mixed -use area. The approximate site location and UST pit location are shown on Figures 1, 2, and 3. UST Owner/Operator Information: The former UST owner/operator and dates of operation is unknown. Bazow Holdings Cornelius is in negotiations to purchase the property from Bruce Franklin Grigg. 2. UST Information: The last known contents of the UST were heating oil used for residential heating purposes. The tank was of bare steel construction and approximately 500-gallons in capacity. The UST was removed from the ground on April 24, 2020. A tank disposal manifest is included in the Appendix. 3. Non -UST Spills at the Site: No non -UST spills are known to have occurred at the site. 4. Description of Release: The UST system was discovered during a Phase I Environmental Site Assessment performed in August of 2019. During the removal of the UST, holes were observed at each end of the UST and the soils at the bottom of the tank pit appeared to be impacted. 5. Site Characteristics: The subject site, located at 18100 Statesville Road, is currently vacant and inactive. The site is of currently of residential use, and surrounding properties are of mixed residential and commercial use. A residential structure is present on the subject site. The area surrounding the residence is mostly grassed with a paved driveway. The subject site is located in the Piedmont Physiographic Province of North Carolina. Based on review of the Geologic Map of North Carolina, 1985, the site is located in the Charlotte Belt of the Piedmont Geologic Province of North Carolina. Soils in this area have been formed by the in -place weathering of the underlying crystalline rock, which accounts for their classification as "residual" soils. Residual soils near the ground surface, which have experienced advanced weathering, frequently consist of red brown clayey silt (ML) or silty clay (CL). The thickness of this surficial clayey zone may range up to roughly 6 feet. For various reasons, such as erosion or local variation of mineralization, the upper clayey zone is not always present. With increased depth, the soil becomes less weathered, coarser grained, and the structural character of the underlying parent rock becomes more evident. These residual soils are typically classified as sandy micaceous silt (ML) or silty micaceous sand (SM). With a further increase in depth, the soils eventually become quite hard and take on an increasing resemblance to the underlying parent rock. When these materials have a standard penetration resistance of 100 blows per foot or greater, they are referred to as partially weathered rock. The transition from soil to partially weathered rock is usually a gradual one and may occur at a wide range of depths. Lenses or layers of partially weathered rock are not unusual in the soil profile. Partially weathered rock represents the zone of transition between the soil and the indurated metamorphic rocks from which the soils are derived. The subsurface profile is, in fact, a history of the weathering process which the crystalline rock has undergone. The degree of weathering is most advanced at the ground surface, where fine grained soil may be present. And, the weathering process is in its early stages immediately above the surface of relatively sound rock, where partially weathered rock may be found. May 19, 2020 16 HYDRO ENGINEERS Proposed Leafspring Cornelius • Cornelius, Mecklenburg County, North Carolina Project Number 190751.31 The thickness of the zone of partially weathered rock and the depth to the rock surface have both been found to vary considerably over relatively short distances. The depth to the rock surface may frequently range from the ground surface to 80 feet or more. The thickness of partially weathered rock, which overlies the rock surface, may vary from only a few inches to as much as 40 feet or more. Groundwater in the Piedmont is typically found in two separate but interconnected water -bearing zones. A shallow water -bearing zone is typically found in the residual soils layer. A deeper water -bearing zone occurs within the underlying bedrock. Groundwater was not encountered during excavations at the subject site. Topography at the subject site generally slopes down to the west-southwest. Surface water bodies are not present at the subject site. No water supply wells were observed on the subject property or adjoining properties. Review of the Mecklenburg County GIS website for wells in the area of the subject site revealed four groundwater monitoring wells were mapped at a site approximately 300-feet west of the subject site, and two permanently abandoned wells were mapped at a site approximately 1,000-feet from the subject site. A copy of the Mecklenburg County GIS wells map is included in the Appendix. 6. Initial Abatement Actions, Assessment Activities, and Corrective Actions: Geo-Hydro was contracted by Bazow Holdings Cornelius LLC to provide UST system removal, soil sampling, and reporting services. Geo-Hydro subcontracted Zebra Environmental and Industrial Services to perform the UST removal activities. The heating oil UST was removed from the ground on April 24, 2020. Field screening with a photoionization detector (PID) was performed by Geo-Hydro during removal and excavation activities. Based on the results of field screening procedures, over -excavation was determined to be necessary and the UST pit was over -excavated to a depth of approximately 20 feet below land surface. Soil samples were collected and submitted for laboratory analysis at the base of the excavation in general accordance with NC DEQ UST STIRA Guidelines. E: CLOSURE PROCEDURE 1. Preparations for Closure: Based on the the UST being a Non -Regulated, Noncommercial UST, a UST-3 Form was not submitted to the NC DEQ UST Section prior to closure activities. The tank was purged of liquid and sludge material via vacuum -truck and rendered inert with dry ice after purging. 2. Closure Procedures: Overburden soils on the top and sides of the UST were excavated until the tank could be removed. The UST was then removed with a track -mounted excavator. After removal, the tank was inspected for holes, corrosion, and pitting. The tank was determined to be in good condition with the exception of holes that were observed at each end on the tank bottom. Impacted soils were observed below the tank. Due to signs of a release, samples were collected beneath the tank to a depth of 20-feet. Due to the heating oil contents, the UST pit sample was submitted for laboratory analysis for volatile organic compounds (VOCs) via USEPA Method 8260B, semi volatile organic compounds (SVOCs) via USEPA Method 8270D, total petroleum hydrocarbons -gasoline range organics (TPH-GRO), TPH- DRO, MADEP EPH, and MADEP VPH analysis. However, due to a laboratory sample preparation error, SVOCs were unable to be analyzed Excavated soil was loaded directly into dump trucks during excavation activities. The tank pit was backfilled with clean soil fill material that was brought in from offsite and was compacted with the excavator bucket during backfill activities. Soil disposal waste manifests are included in the Appendix. 3. Residual Material in UST: 1000-gallons of petroleum contact water and sludge were removed from the UST and UST pit prior to the UST removal. Although the capacity of the UST was 500-gallons, it appears that additional sludge and petroleum contact water were brought into the UST from the UST pit through holes in the bottom of the UST. Petroleum contact water and sludge were transported to Zebra Environmental & Industrial, Inc., located in High Point, North Carolina. Petroleum contact water and sludge disposal manifests are included in the Appendix. 4. Soil Excavation Activities: After removal of the UST and over excavation, the base of the excavation was approximately 20-feet below ground surface. Excavated soil was loaded directly into dump trucks during excavation activities. Approximately 19 tons of soil were excavated from the UST pit and transported to AES of North Carolina, a permitted Soil Treatment Facility, located in Thomasville, North Carolina. The tank pit was backfilled with clean soil fill material that was brought in from offsite and was compacted with the excavator bucket during backfill activities. Soil disposal waste manifests are included in the Appendix. F: SITE INVESTIGATION 1. Field Screening: Post -removal soil sampling was conducted at the base of the tank pit. Soil screening was performed in the field by placing a soil grab sample in a Ziploc bag and screening the headspace of the bag with a PID. Based on field screening observations, over -excavation was necessary at the time of removal. Side walls were also screened continuously during the excavation. While screening the sidewalls, no readings were detected on the PID above 10 parts per million (PPM). Calibration of the PID was performed by the rental provider, Enviro-Equipment, Inc. Soils in the tank pit were classified in the field as sandy silt. 2. Soil Sampling Information: A grab soil sample was collected from the base of the tank pit from the excavator bucket. The soil sample was collected into a Ziploc bag, screening the headspace of the bag with a PID, and then immediately sampled by collection in laboratory supplied sample containers. 3. Groundwater and Surface Water Sampling: Groundwater and surface water were not encountered at the subject site. 4. Quality Control Procedures: The soil sample was placed on ice immediately following collection and transported under standard chain -of -custody procedures to Pace Analytical of Huntersville, NC. A clean pair of nitrile gloves was worn for collection and handling of the sample. 5. Investigation Results: Soil sampling results, outlined in Table A, indicated that the soil sample associated with the UST exceeds applicable NC DEQ UST Maximum Soil Contaminant Concentrations (MSCCs). May 19, 2020 18 HYDRO ENGINEERS Proposed Leafspring Cornelius • Cornelius, Mecklenburg County, North Carolina Project Number 190751.31 Soil sampling results, outlined in Table A, indicated the soil sample collected beneath the UST, TP-1, contained TPH-DRO concentration at 2,970 milligrams per kilogram (mg/kg), exceeding the action level of 100 mg/kg. Also outlined in Table A are several volatile organic compounds (VOCs) that exceed the NC DEQ Soil -to -Groundwater Maximum Soil Contaminant Concentrations (MSCCs). None of the VOCs exceeded the Residential Soil MSCCs. Soil sampling results, outlined in Table B, indicated the soil sample collected beneath the UST, TP-1, contained MADEP VPH and EPH C9-C22 Aliphatics concentrations at 599 mg/kg, exceeding the action level of 469 mg/kg for residential MSCCs. Also outlined in Table B are MADEP VPH and EPH C9-C 18 Aliphatics and C9-C22 Aliphatics concentrations at 1,430 mg/kg and 599 mg/kg, exceeding the NC DEQ Soil -to -Groundwater MSCCs of 540 mg/kg and 31 mg/kg, respectively. Semi -volatile organic compounds (SVOCs) were also requested to be ran on the soil sample; however, due to a laboratory preparation error, SVOCs were unable to be analyzed. G: CONCLUSIONS AND RECOMMENDATIONS The heating oil UST closure procedures outlined in this report were performed in accordance with the NC DEQ Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement for UST Releases document. TPH-DRO, MADEP VPH and EPH C-9 C-18 Aliphatics and C9-C22 Aliphatics, and several VOCs were all detected above the applicable NC DEQ action levels or MSCCs. Based on the results of soil analysis of the post -removal soil sample related to the UST, Geo-Hydro Engineers requests the NC DEQ provide guidance for any additional sampling and monitoring that may be needed in order to issue a No Further Action determination for the UST system at the 18100 Statesville Road in Cornelius, Mecklenburg County, North Carolina.
