The purpose of this letter is to provide a summary of the monitoring activities conducted on your property, along with a summary of the analytical results. April 2020 Monitoring Activities On April 14, 2020, Jacobs sent you an email requesting access to your property to collect samples from soil vapor monitoring points SV-10R2, SV-12R, and SV-13R (see attached figure). On April 22, 2020, leak checks were conducted on soil vapor monitoring points SV-10R2, SV-12R, and SV-13R prior to collecting a vapor sample. These soil vapor monitoring points passed the leak check and were purged with an electric sampling pump prior to sample collection. Soil vapor samples were then collected using vacuum canisters and sampling syringes with charcoal tubes. The samples were submitted to Eurofins TestAmerica in Knoxville, Tennessee for analysis of benzene, toluene, ethylbenzene, and xylenes (BTEX), naphthalene, and 2-methylnaphthalene. Analytical Results The analytical data from the April 22, 2020, monitoring event are summarized in Table 1, and the complete laboratory report is included in Attachment A. When reviewing the laboratory analytical report, please note the sample identifications for your soil vapor monitoring points are SV-10R2-042220, SV-12R-042220, and SV-13R-042220. Data from historical monitoring events are shown in Table 2. The analytical results show that the samples collected in April 2020 were significantly lower than North Carolina Department of Environmental Quality (NCDEQ) and U.S. Environmental Protection Agency (EPA) regulatory screening criteria, as shown in Table 1. The purpose of these soil gas criteria is to "screen" site data to help identify areas, contaminants, and conditions that may require further evaluation or attention. Mr. and Mrs. Nicholas Nestora May 29, 2020 Page 2 The results of the April 2020 monitoring event are generally consistent with the results of the previous monitoring events. As shown in Table 2, some variability is apparent when comparing the data from the historical monitoring events. In general, soil vapor monitoring results are expected to vary due to several factors, including seasonal temperature changes, changes in barometric pressure, changes in water table elevations, changes in subsurface conditions due to precipitation prior to a monitoring event, changes in subsurface conditions due to operation of the remediation system, and variations in the contaminant source concentrations. Also, because the soil vapor monitoring points have been replaced (SV-10R was replaced by SV-10R2 in 2014, SV-12 was replaced by SV-12R in 2012, and SV-13 was replaced by SV-13R in 2014), they are currently installed in slightly different locations compared to the original monitoring points. Soil Vapor Monitoring Plan The next semiannual monitoring event is planned for October 2020. A Jacobs representative will contact you separately to coordinate this monitoring event. As discussed in the Meeting Summary and Rebound Monitoring Plan Letter that Jacobs submitted to NCDEQ on May 30, 2019, the biosparging and soil vapor extraction (SVE) systems were turned off at the end of April 2019 for rebound monitoring. Introduction The purpose of this memorandum is to present the results of the data validation process for the soil vapor samples collected at the Plantation Pipe Line Company (PPL) Poplar Tent Road Site located in Concord, North Carolina. The samples were collected in April 2020. Samples were submitted to Eurofins TestAmerica, Knoxville in Tennessee for the following analyses: • TO15 SIM Volatiles • TO17 VolatiLes These data were validated for compliance with the analytical method requirements. This process included a review of these data to assess the accuracy, precision, and completeness based upon procedures described in guidance documents such as the Environmental Protection Agency (EPA) National Functional Guidelines for Organic Data Review (EPA 2017) and the USEPA, Compendium of Methods for the Determination of Toxic Organic Compounds in Ambient Air, Second Edition (EPA 1999). The Quality assurance/quality control (QA/QC) summary forms and data reports were reviewed and the resulting findings are documented within each subsection that follows. During the data validation, if QA/QC parameters were not within the acceptance limits, associated sample results were appended with a primary qualifying flag that indicated a possible anomaly with these data. The qualifying flags originated during the data review and validation processes. This qualification also included the use of secondary sub -qualifier flags. The secondary qualifiers provide the reasoning behind the assignment of a qualifier to these data. The definitions of the primary qualifiers are presented below. Data Validation Summary — Plantation Pipe Line Poplar Tent Road Site Soil Vapor 2. Validation Flag Definitions The following primary qualifiers were used to qualify the data: [=]: Detected. The analyte was analyzed for and detected at the concentration shown. [J]: Estimated. The analyte was present but the reported value may not be accurate or precise. [U]: Undetected. The analyte was analyzed for but not detected above the method detection limit. [UJ]: Detection limit estimated. The analyte was analyzed for but qualified as not detected; the detection Limit is estimated. [R]: Rejected. The data are not useable. [X]: Excluded. Data were not used due to another value being more appropriate. 3. Organic Parameters 3.1 Quality Control Review The following list represents the QA/QC measures that were reviewed during the data quality evaluation procedure for organic data: • Holding Times. The holding times are evaluated to verify that samples were extracted and analyzed within holding times. • Blank samples. Method blank samples were provided for this project. Blank samples enable the reviewer to determine if an analyte may be attributed to sampling or laboratory procedures, rather than environmental contamination from site activities. • Surrogate Recoveries. A surrogate compound is added to each sample and the recovery is used to monitor lab performance and possible matrix interference. • Lab Control Sample (LCS). These samples are a "controlled matrix", such as humidified nitrogen, in which target compounds have been added prior to extraction/analysis. The recoveries serve as a monitor of the overall performance of each step during the analysis, including sample preparation. • Matrix Spike/Matrix Spike Duplicate (MS/MSD) Samples. Spike recovery is used to evaluate potential matrix interferences, as well as accuracy. Precision information is also determined by calculating the reproducibility between the recoveries of each spiked parameter. • Field Duplicate Samples. These samples are collected to determine precision between a native and its duplicate. This information can only be determined when target compounds are detected. 4. Volatile Organic Compound Analyses The QA/QC parameters for VOC analyses by EPA Methods TO-15 and TO-17 for all samples were within acceptable control limits with the exceptions listed below. A brief overview of the data evaluation follows: 4.1 Holding Times (and Sample Receipt) All holding time requirements were met. Data Validation Summary — Plantation Pipe Line Poplar Tent Road Site Soil Vapor 4.2 Analytical Blanks No target analytes were detected in the blanks. 4.3 Recoveries — Surrogates, MS/MSD, LCS/LCSD Surrogates and LCS/LCSD recoveries all met acceptance criteria. A MS/MSD set was not collected for this event. 4.4 Field Duplicates Duplicate field samples were collected and submitted to the laboratory for analysis. There are two conditions under which the native and field duplicate are deemed outside acceptance criteria. For condition one, if a result for the native and field duplicate are less than five times the reporting limit, the two results must be within one times the reporting limit to meet acceptance criteria. In condition two, if the result is greater than five times the reporting limit, the two results must agree to within 20 percent relative percent difference to meet acceptance criteria. All acceptance criteria were met. 5. PARCC Precision is defined as the agreement between duplicate results, and was estimated by comparing duplicate LCS recoveries, and field duplicate sample results. The precision between the native and field duplicate sample results for all analyses were within acceptable criteria indicating that the sample matrix did not interfere with the overall analytical process. Accuracy is a measure of the agreement between an experimental determination and the true value of the parameter. In the case of organic analysis, each of the samples were spiked with a surrogate compound with a known concentration before preparation. The surrogate data provides a measure of the matrix effects as they may affect accuracy and precision of the analytical method. The LCS results demonstrate accuracy of the method. Spike recoveries were within the method acceptance limits, showing no evidence of matrix interferences that affect the usability of the data. Representativeness criteria are a qualitative measure of the degree to which sample data accurately and precisely represent a characteristic environmental condition. Representativeness is a subjective parameter and is used to evaluate the efficacy of the sampling plan design. Representativeness was demonstrated by providing full descriptions in the project scoping documents of the sampling techniques and the rationale used for selecting sampling locations. Comparability is another qualitative measure designed to express the confidence with which one data set may be compared to another. Factors that affect comparability are sample collection and handling techniques, sample matrix type, and analytical method. Comparability is limited by the other PARCC parameters because data sets can be compared with confidence only when precision and accuracy are known. Data from this investigation are comparable with other previous data collected at the site due to the laboratories use of EPA or appropriate methods to analyze the samples and supported by the results of the laboratory's analytical reports. Completeness is defined as the percentage of measurements that are judged to be valid compared to the total number of measurements made. The purpose of this letter is to provide a summary of the monitoring activities conducted on your property, along with a summary of the analytical results. April 2020 Monitoring Activities On April 14, 2020, Jacobs sent you an email requesting access to your property to collect samples from soil vapor monitoring points SV-5R and SV-14R (see attached figure). On April 22, 2020, leak checks were conducted on each soil vapor monitoring point prior to collecting a vapor sample. Both soil vapor monitoring points passed the leak check and were purged with an electric sampling pump prior to sample collection. Soil vapor samples were then collected using vacuum canisters and sampling syringes with charcoal tubes. The samples were submitted to Eurofins TestAmerica in Knoxville, Tennessee for analysis of benzene, toluene, ethylbenzene, and xylenes (BTEX), naphthalene, and 2-methylnaphthalene. Analytical Results The analytical data from the April 22, 2020, monitoring event are summarized in Table 1, and the complete laboratory report is included in Attachment A. When reviewing the laboratory analytical report, please note the sample identifications for your soil vapor monitoring points are SV-5R-042220 and SV-14R-042220. Duplicate samples were collected from soil vapor monitoring point SV-5R as part of a standard practice to measure field and laboratory precision, as well as to provide an indication of the comparability of the results. The duplicate sample identification is SV-5RD-042220. Data from historical monitoring events are shown in Table 2. The analytical results show that the samples collected in April 2020 were significantly lower than North Carolina Department of Environmental Quality (NCDEQ) and U.S. Environmental Protection Agency (EPA) Mr. and Mrs. Derek Wilson May 29, 2020 Page 2 regulatory screening criteria, as shown in Table 1. The purpose of these soil gas criteria is to "screen" site data to help identify areas, contaminants, and conditions that may require further evaluation or attention. The results of the April 2020 monitoring event are generally consistent with the results of the previous monitoring events. As shown in Table 2, some variability is apparent when comparing the data from the historical monitoring events. In general, soil vapor monitoring results are expected to vary due to several factors, including seasonal temperature changes, changes in barometric pressure, changes in water table elevations, changes in subsurface conditions due to precipitation prior to a monitoring event, changes in subsurface conditions due to operation of the remediation system, and variations in the contaminant source concentrations. Soil Vapor Monitoring Plan The next semiannual monitoring event is planned for October 2020. A Jacobs representative will contact you separately to coordinate this monitoring event. As discussed in the Meeting Summary and Rebound Monitoring Plan letter that Jacobs submitted to NCDEQ on May 30, 2019, the biosparging and soil vapor extraction (SVE) systems were turned off at the end of April 2019 for rebound monitoring. Introduction The purpose of this memorandum is to present the results of the data validation process for the soil vapor samples collected at the Plantation Pipe Line Company (PPL) Poplar Tent Road Site located in Concord, North Carolina. The samples were collected in April 2020. Samples were submitted to Eurofins TestAmerica, Knoxville in Tennessee for the following analyses: • TO15 SIM Volatiles • TO17 VolatiLes These data were validated for compliance with the analytical method requirements. This process included a review of these data to assess the accuracy, precision, and completeness based upon procedures described in guidance documents such as the Environmental Protection Agency (EPA) National Functional Guidelines for Organic Data Review (EPA 2017) and the USEPA, Compendium of Methods for the Determination of Toxic Organic Compounds in Ambient Air, Second Edition (EPA 1999). The Quality assurance/quality control (QA/QC) summary forms and data reports were reviewed and the resulting findings are documented within each subsection that follows. During the data validation, if QA/QC parameters were not within the acceptance limits, associated sample results were appended with a primary qualifying flag that indicated a possible anomaly with these data. The qualifying flags originated during the data review and validation processes. This qualification also included the use of secondary sub -qualifier flags. The secondary qualifiers provide the reasoning behind the assignment of a qualifier to these data. The definitions of the primary qualifiers are presented below. The analyte was analyzed for and detected at the concentration shown. [J]: Estimated. The analyte was present but the reported value may not be accurate or precise. [U]: Undetected. The analyte was analyzed for but not detected above the method detection limit. [UJ]: Detection limit estimated. The analyte was analyzed for but qualified as not detected; the detection Limit is estimated. [R]: Rejected. The data are not useable. [X]: Excluded. Data were not used due to another value being more appropriate. 3. Organic Parameters 3.1 Quality Control Review The following list represents the QA/QC measures that were reviewed during the data quality evaluation procedure for organic data: • Holding Times. The holding times are evaluated to verify that samples were extracted and analyzed within holding times. • Blank samples. Method blank samples were provided for this project. Blank samples enable the reviewer to determine if an analyte may be attributed to sampling or laboratory procedures, rather than environmental contamination from site activities. • Surrogate Recoveries. A surrogate compound is added to each sample and the recovery is used to monitor lab performance and possible matrix interference. • Lab Control Sample (LCS). These samples are a "controlled matrix", such as humidified nitrogen, in which target compounds have been added prior to extraction/analysis. The recoveries serve as a monitor of the overall performance of each step during the analysis, including sample preparation. • Matrix Spike/Matrix Spike Duplicate (MS/MSD) Samples. Spike recovery is used to evaluate potential matrix interferences, as well as accuracy. Precision information is also determined by calculating the reproducibility between the recoveries of each spiked parameter. • Field Duplicate Samples. These samples are collected to determine precision between a native and its duplicate. This information can only be determined when target compounds are detected. 4. Volatile Organic Compound Analyses The GA/QC parameters for VOC analyses by EPA Methods TO-15 and TO-17 for all samples were within acceptable control limits with the exceptions listed below. A brief overview of the data evaluation follows: 4.1 Holding Times (and Sample Receipt) All holding time requirements were met. Data Validation Summary — Plantation Pipe Line Poplar Tent Road Site Soil Vapor 4.2 Analytical Blanks No target analytes were detected in the blanks. 4.3 Recoveries — Surrogates, MS/MSD, LCS/LCSD Surrogates and LCS/LCSD recoveries all met acceptance criteria. A MS/MSD set was not collected for this event. 4.4 Field Duplicates Duplicate field samples were collected and submitted to the laboratory for analysis. There are two conditions under which the native and field duplicate are deemed outside acceptance criteria. For condition one, if a result for the native and field duplicate are less than five times the reporting limit, the two results must be within one times the reporting limit to meet acceptance criteria. In condition two, if the result is greater than five times the reporting limit, the two results must agree to within 20 percent relative percent difference to meet acceptance criteria. All acceptance criteria were met. 5. PARCC Precision is defined as the agreement between duplicate results, and was estimated by comparing duplicate LCS recoveries, and field duplicate sample results. The precision between the native and field duplicate sample results for all analyses were within acceptable criteria indicating that the sample matrix did not interfere with the overall analytical process. Accuracy is a measure of the agreement between an experimental determination and the true value of the parameter. In the case of organic analysis, each of the samples were spiked with a surrogate compound with a known concentration before preparation. The surrogate data provides a measure of the matrix effects as they may affect accuracy and precision of the analytical method. The LCS results demonstrate accuracy of the method. Spike recoveries were within the method acceptance limits, showing no evidence of matrix interferences that affect the usability of the data. Representativeness criteria are a qualitative measure of the degree to which sample data accurately and precisely represent a characteristic environmental condition. Representativeness is a subjective parameter and is used to evaluate the efficacy of the sampling plan design. Representativeness was demonstrated by providing full descriptions in the project scoping documents of the sampling techniques and the rationale used for selecting sampling locations. Comparability is another qualitative measure designed to express the confidence with which one data set may be compared to another. Factors that affect comparability are sample collection and handling techniques, sample matrix type, and analytical method. Comparability is limited by the other PARCC parameters because data sets can be compared with confidence only when precision and accuracy are known. Data from this investigation are comparable with other previous data collected at the site due to the laboratories use of EPA or appropriate methods to analyze the samples and supported by the results of the laboratory's analytical reports. Completeness is defined as the percentage of measurements that are judged to be valid compared to the total number of measurements made. There were no data rejected and or seen as not usable due to quality control or sampling issues. Data Validation Summary — Plantation Pipe Line Poplar Tent Road Site Soil Vapor 6. Conclusion A review of the laboratory's analytical data submitted regarding the investigation of PPL Poplar Tent Road soil vapor sampling event in April 2020 by Jacobs has been completed. As part of this monitoring, samples were collected in April 2020 from the water supply well located on your property. For the purposes of our monitoring activities, we have designated this well as WSW-13. The samples were analyzed by SGS North America, Inc. of Scott, Louisiana and Eurofins TestAmerica of Pittsburgh, Pennsylvania for benzene, toluene, ethylbenzene, xylenes (BTEX), and naphthalene using U.S. Environmental Protection Agency (EPA) Method 8260B. The BTEX and naphthalene compounds are found in petroleum products and serve as an indicator of petroleum contamination in the environment. The following is a summary of the April 2020 analytical results: The samples collected on April 22, 2020, from well WSW-13, did not contain detectable concentrations of BTEX or naphthalene. Introduction The purpose of this memorandum is to present the results of the data validation process for the water supply well samples collected at the Plantation Pipe Line Company (PPL) Poplar Tent Road. The samples were collected in April 2020. Samples were submitted to SGS North America Inc. in Scott, Louisiana and Test America Laboratories in Pittsburgh, Pennsylvania for the following analyses: • SW8260B Volatile Organic Compounds (VOCs) These data were validated for compliance with the analytical method requirements. This process included a review of these data to assess the accuracy, precision, and completeness based upon procedures described in guidance documents such as the Environmental Protection Agency (EPA) National Functional Guidelines for Organic Data Review (EPA 2017). The Quality assurance/quality control (QA/QC) summary forms and data reports were reviewed and the resulting findings are documented within each subsection that follows. During the data validation, if QA/QC parameters were not within the acceptance limits, associated sample results were appended with a primary qualifying flag that indicated a possible anomaly with these data. The qualifying flags originated during the data review and validation processes. This qualification also included the use of secondary sub -qualifier flags. The secondary qualifiers provide the reasoning behind the assignment of a qualifier to these data. The definitions of the primary qualifiers are presented below. 2. Validation Flag Definitions The following primary qualifiers were used to qualify the data: [_]: Detected. The analyte was analyzed for and detected at the concentration shown. [J]: Estimated. The analyte was present but the reported value may not be accurate or precise. Data Validation Summary — Plantation Pipe Line Poplar Tent Road Site [U]: Undetected. The analyte was analyzed for but not detected above the method detection limit. [UJ]: Detection limit estimated. The analyte was analyzed for but qualified as not detected; the detection Limit is estimated. [R]: Rejected. The data are not useable. [X]: Excluded. Data were not used due to another value being more appropriate. 3. Organic Parameters 3.1 Quality Control Review The following list represents the QA/QC measures that were reviewed during the data quality evaluation procedure for organic data: • Holding Times. The holding times are evaluated to verify that samples were extracted and analyzed within holding times. • Blank samples. Method blank and trip blank samples were provided for this project. Blank samples enable the reviewer to determine if an analyte may be attributed to sampling or laboratory procedures, rather than environmental contamination from site activities. • Surrogate Recoveries. Surrogate Compounds are added to each sample and the recoveries are used to monitor lab performance and possible matrix interference. • Lab Control Sample (LCS). These samples are a "controlled matrix", laboratory reagent water, in which target compounds have been added prior to extraction/analysis. The recoveries serve as a monitor of the overall performance of each step during the analysis, including sample preparation. • Matrix Spike/Matrix Spike Duplicate (MS/MSD) Samples. Spike recovery is used to evaluate potential matrix interferences, as well as accuracy. Precision information is also determined by calculating the reproducibility between the recoveries of each spiked parameter. • Field Duplicate Samples. These samples are collected to determine precision between a native and its duplicate. This information can only be determined when target compounds are detected. 4. Volatile Organic Compound Analyses The QA/QC parameters for VOC analyses by SW-846 8260B for all samples were within acceptable control Limits with the exceptions listed below. A brief overview of the data evaluation follows. 4.1 Holding Time All holding time requirements were met. 4.2 Field Duplicates Duplicate field samples were collected and submitted to the laboratory for analysis. There are two conditions under which the native and field duplicate are deemed outside acceptance criteria. For condition one, if a result for the native and field duplicate are less than five times the reporting limit, the two results must be within one times the reporting limit to meet acceptance criteria. In condition two, if the result is greater than five times the reporting limit, the two results must agree to within 20 percent relative percent difference to meet acceptance criteria. No field duplicates were included in this data set. Data Validation Summary — Plantation Pipe Line Poplar Tent Road Site 4.3 Recoveries - Surrogate, MS/MSD and LCS/LCSD Surrogates, MS/MSD, and LCS/LCSD recoveries all met acceptance criteria with the exception of naphthalene for spiked sample WSW-13. Naphthalene exhibited a high recovery in the MSD for SDG J105052-1. Sample result was not detected, therefore no data were affected. 4.4 Analytical Blanks No target analytes were detected in the blanks. 5. PARCC Precision is defined as the agreement between duplicate results, and was estimated by comparing duplicate MS recoveries, and field duplicate sample results. The precision between the duplicate and MS recoveries were within acceptable criteria indicating no matrix interference. Accuracy is a measure of the agreement between an experimental determination and the true value of the parameter. Each of the samples were spiked with a surrogate compound with a known concentration before preparation. The surrogate and MS/MSD data provides a measure of the matrix effects as they may affect accuracy and precision of the analytical method. The LCS results demonstrate accuracy of the method. Spike recoveries were mostly within the method acceptance limits, showing no evidence of matrix interferences that affect the usability of the data. Representativeness criteria are a qualitative measure of the degree to which sample data accurately and precisely represent a characteristic environmental condition. Representativeness is a subjective parameter and is used to evaluate the efficacy of the sampling plan design. Representativeness was demonstrated by providing full descriptions in the project scoping documents of the sampling techniques and the rationale used for selecting sampling locations. Completeness is defined as the percentage of measurements that are judged to be valid compared to the total number of measurements made. There were no data rejected and or seen as not usable due to quality control or sampling issues. Comparability is another qualitative measure designed to express the confidence with which one data set may be compared to another. Factors that affect comparability are sample collection and handling techniques, sample matrix type, and analytical method. Comparability is limited by the other PARCC parameters because data sets can be compared with confidence only when precision and accuracy are known. Data from this investigation are comparable with other previous data collected at the site due to the laboratories use of EPA or appropriate methods to analyze the samples and supported by the results of the laboratory's analytical reports. 6. Conclusion A review of the analytical data submitted regarding the investigation of PPL Poplar Tent Road sampling event in April 2020 by Jacobs has been completed. The information we covered regarding rebound monitoring results will be presented in the next Annual Monitoring Report. We typically submit the Annual Monitoring Report by the end of September; however, your recent letter dated April 3, 2020, requested the report by May 31, 2020. As we discussed, we are requesting an extension to submit the report by the end of July. An extension request is attached. As discussed, the biosparging and soil vapor extraction system has worked extremely well to address the large-scale impacts over the last four years but is no longer the right fit to address the remaining few areas of dissolved -phase concentrations, namely near MW-3 and MW-10. Plantation has an opportunity to relocate this system to another one of their critical sites in North Carolina where it would be more beneficial than at this site. As we discussed, Plantation intends to continue to address the remaining areas of contamination using an alternate approach, as discussed below. Would you please reply with your concurrence to remove the system from the site? The system conveyance piping and electrical service will remain in place in case focused biosparging is determined to be the best alternative to address remaining contaminant concentrations in the future. Prior to the next semiannual monitoring event in October, we plan to prepare and submit an updated, proposed monitoring plan to right -size the gauging and sampling efforts for the current conditions. The plan will likely present a reduction in the number of wells to gauge and sample, the addition of natural attenuation parameters for select wells, an update to the soil vapor monitoring program on Lots 6 and 7, an update to the surface water monitoring program, and an update to the water supply well monitoring program on the adjacent (Duffey) property. Plantation will evaluate the additional data collected over the course of approximately one year and will formulate a path forward that could include longer -term monitored natural attenuation or a focused remedial approach for the MW-3 and/or MW-10 areas.
