OBSERVED VIOLATIONS:
.0838(j) Septage shall be transferred to and from a detention system in a manner that prevents leaks or spills of septage
onto the ground surface or exterior surface of the detention system, including septage in pipes used for transferring waste
to and from vehicles. Tank 102 (one of the permitted septage tanks) overflowed the night before and the waste (mixed
with rain water) collected in the concrete containment area. Clean up efforts were underway during this inspection. To
prevent vector attraction the concrete containment area shall be thoroughly cleaned of any liquid waste and all
waste residuals, including the sides of tanks. There are indications that overflow spills have occurred previously from
both of the two permitted septage tanks (#101 & #102) – corrective actions shall be taken by Liquid Environmental
Solutions to install adequate measures & procedural changes to prevent any overflow spills from occurring in the
future.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The two permitted septage tanks (101 & 102) appear structurally sound and are located within a concrete
containment area.
2. The required “No Trespassing” sign is posted at the gate entrance and the access road is adequate.
3. The approved setbacks are being met.
4. The required 5 foot cleared radius (free of excess vegetation or debris) is present around the facility.
5. Discussed the permit renewal to occur at the end of 2020 when the new discharge permit is issued by the City.
Discussed items that will be needed at that time. Reviewed the last tank list & diagrams that were previously
submitted for accuracy in regards to the permit renewal. No apparent changes on site since the last inspection
except that the old horizontal tanks have been removed.
