The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on July 17, 2020.
2. The facility's hours of operation are Monday through Saturday, 8:00 am to 4:00 pm.
Records Review
3. North Carolina Certified Landfill Managers:

5. Semi-annual groundwater monitoring was conducted on April 23-25, 2019, October 23-24, 2019 and October
29, 2019 and the results were submitted to the section and are available for review on Laserfiche document
management system.
6. Tonnage records submitted in the DWM Facility Annual Report were reviewed. The report indicated the
facility landfilled 23,159.72 tons from July 1, 2019 to June 30, 2020.
7. Landfill Gas Monitoring records from the first quarter of 2020 (February 13, 2020) were supplied by email and
no exceedances were noted.
Operations Inspection of the MSWLF Unit (8807-MSWLF-1990)
8. The facility is currently filling on the east side of Phase 5 and making the connection to Phase 4.
9. Windblown material was minimal and was well managed at the time of inspection.
10. Edge of waste markers were installed and visible around the landfill cells.
11. The working face was of manageable size, compact and no banned waste was observed. The top of the cell and
slopes on the south side of Phase 5 had adequate soil cover and no erosion was observed.
12. The facility has placed eight inches of soil on the western slopes of phase 5 and then added a layer of mulch
over the soil cover to prevent slope erosion.
13. Slope drains had been installed on the south slope to manage storm water from the top of the cell.
Other Comments
14. The wood waste stockpile is located to the east of Phase 5. No unapproved material was observed in the
stockpile at the time of inspection.
15. Scrap tires are collected in two van trailers located to the east of the scale house and sent to US Tire in Concord,
NC for processing.
16. Electronics are collected adjacent to the scrap tires. Electronics are separated, stacked on pallets, loaded into a
van trailer and sent to Electronics Recyclers International (ERI) in Badin, NC for processing.
