REGAN Secretary MICHAEL SCOTT Director July 17, 2020 Ray's Amoco Attn: Larry Welch 17817 McKee Road Charlotte, NC 28278 (via email) Re: Notice of Regulatory Requirements 15A NCAC 2L .0407(b) Risk -based Assessment and Corrective Action for Petroleum Underground Storage Tanks Ray's Gulf 1501 S Mint Street, Charlotte Mecklenburg County Incident Number: 8608 Risk Classification: Intermediate Dear Mr. Welch: The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the May 20, 2020 Monitoring Reports on June 10, 2020. The report recommending additional assessment prior to conducting additional remedial actions. was reviewed and approved on June 24, 2020. The electronic copy has been loaded to the DWM's electronic document storage system (Laserfiche). The report states: • No water supply wells or surface water bodies have been identified within 1,500 feet of the site; • LNAPL was not measured in the wells before or after the MMPE, nor at the time of sampling. However, during the post MMPE sampling event a film of LNAPL was observed in the bailer while purging monitoring well MW-1; • Approximately 4,782 gallons of water and approximately 15.86 pounds (2.58 gallons) of VOCs in the vapor phase were removed from MW-1 during the MMPE event. Monitoring North Carolina Department of Environmental Quality I Division of Waste Management Mooresville Regional Office 1 610 East Center Avenue, Suite 301 1 Mooresville, North Carolina 28115 704.663.1699 well DMW-1 was connected to the MMPE system for four hours on the second day of the MMPE event; • During the MMPE event, groundwater levels in wells MW-2 and MW-3 decreased by 0.6 feet and 5.05 feet, respectively, suggesting groundwater flow toward well MW-1 during the MMPE event. • The concentration of benzene exceeded the GCL in monitoring well MW-I and the concentration of MTBE exceeded the GCL in DMW-1; • Other contaminants were detected at concentrations exceeding their 2L Standards in all wells sampled; • The depth to groundwater ranged from approximately 11.5 to 12 ft-bgs on April 14, 2020; and • Groundwater is estimated to flow to the northwest. Per this Notice of Regulatory Requirements: • The next sampling event shall be conducted near the end of August 2020. The Letter Monitoring Report for the August 2020 sampling event is due no later than September 30, 2020. Please note that sampling and correction action must be conducted in accordance with the Guidelines for Assessment and Corrective Action for UST Releases. Failure to comply in the manner and time specified may result in the assessment of civil penalties and/or the use of the other enforcement mechanisms.
