The Site consists of two adjacent parcels (Parcel Identification Nos. 3585994581 and 3585996351) separated by a north-south trending railroad corridor. The two Site parcels total approximately 41 acres of undeveloped land and are located in a mixed residential and commercial use area in North Belmont approximately one-mile north of Interstate 85. A Site location map is provided as Figure 1, and the Site and surrounding area are shown in Figure 2. The PD plans to redevelop the Site with one approximately 395,600 square foot (sq ft) industrial warehouse building in the western and central portions of the Site and one approximately 188,700 sq ft industrial warehouse building in the eastern portion of the Site. Redevelopment activities will also include installation of new paved access drives, parking areas, and landscaped areas. The proposed redevelopment plans are shown in Figure 3. 1.1 Background By the late 1910s, portions of the Site located west of the railroad corridor were developed with multiple single-family residences and the Acme Spinning Company cotton textile mill facility. Acme Spinning Company operated the textile mill from construction until the mid-1980s. Parkdale Mill occupied the mill facility for yarn spinning operations from the mid-1980s until approximately 2002. The mill buildings and single-family residences were razed by 2006 and the Site has remained undeveloped land since that time. The approximate footprints of the former residences and mill facility buildings are shown in Figure 2. 2 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc Portion of the Site located east of the railroad corridor have historically consisted of undeveloped land. In 2015, a gravel covered equipment staging and parking area for the railroad was constructed in the in eastern portion of the Site. 1.2 Previous Assessment Activities ECS Southeast, LLP (ECS) completed Phase I Environmental Site Assessment (ESA) activities for the western portion of the Site in September 2014. The results of the Phase I ESA identified the following environmental concerns in connection with the western portion of the Site:  Historical uses in western portions of Site have included textile mill operations including Acme Spinning Mill and Parkdale Mills. ECS considered the potential for impact associated with uses of dyes and solvents as part of historical textile mill operations to represent an environmental concern for the Site and recommended additional assessment.  Soil impacts were discovered at the Site in 1992 (Incident No. 16354) during closure activities associated with an approximately 10,000-gallon heating oil underground storage tank (UST). Following completion of assessment activities conducted in 2007, the North Carolina Department of Environmental Quality (DEQ) issued a No Further Action (NFA) letter dated October 30, 2007 and closed the incident. Based on the regulatory closed status of the release incident with no restrictions, ECS identified the 1992 UST incident as a Historical Recognized Environmental Condition and no further assessment was recommended. Following Phase I ESA activities, ECS completed limited soil and groundwater assessment activities at the Site in October 2014. ECS advanced four (4) soil borings (B-1 through B-4) within the footprint of former mill buildings and collected a soil sample for laboratory analysis from each boring to evaluate the potential for impacts associated with historical milling operations. In addition to the soil sampling activities, three temporary groundwater monitoring wells were installed within the borings and groundwater samples (B-1GW, B-3GW, and B-4GW) were collected for laboratory analysis to evaluate subsurface conditions. The soil and groundwater samples were submitted for analysis of volatile organic compounds (VOCs) and 3 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc semi-VOCs (SVOCs). The October 2014 soil and groundwater assessment activities are documented in a Limited Soil and Groundwater Assessment report prepared by ECS and dated October 20, 2014. The locations of the ECS soil borings are shown in Figure 3, and a brief summary of the sampling results is provided below.  Laboratory analytical results for soil samples B-1 and B-3 indicated that low levels of polynuclear aromatic hydrocarbons (PAHs) including benzo(a)anthracene (up to 2.1 milligram per kilogram [mg/kg]), benzo(a)pyrene (up to 1.8 mg/kg), benzo(b)fluoranthene (up to 2.1 mg/kg) , dibenzo(a,h)anthracene (up to 0.24 J mg/kg), and indeno(1,2,3-cd)pyrene (up to 1.2 mg/kg) were detected at concentrations exceeding the DEQ Inactive Hazardous Sites Branch (IHSB) Preliminary Soil Remediation Goals (PSRGs). No other compounds were detected at concentrations exceed the IHSB PSRGs in the soil samples.  Groundwater sample results indicated that the chlorinated solvents tetrachloroethylene (PCE; 250 microgram per liter [µg/L]) and trichloroethylene (TCE; 5.4 µg/L) were detected in groundwater sample B-4GW at concentrations exceeding the North Carolina 15A NCAC 2L Groundwater Quality Standards (2L Standards) and DEQ Division of Waste Management (DWM) Non-Residential Vapor Intrusion Groundwater Screening Levels (GWSLs). No other compounds were detected at concentrations above the 2L Standards or Non-Residential GWSLs in the groundwater samples. In December 2014, H&H conducted soil and soil vapor sampling activities at the Site to further evaluate impacts associated with historical textile milling operations. H&H collected nine (9) soil samples for laboratory analysis from seven (7) soil borings (HHSB-1 through HHSB-7) in the vicinity of former mill buildings. The soil samples were submitted for VOC and PAH analysis. In addition to soil sampling activities, H&H installed four (4) permanent soil vapor monitoring points (VMP-1 through VMP-4) and collected soil vapor samples for laboratory analysis to evaluate the potential for structural vapor intrusion into future buildings. The soil vapor samples were submitted for laboratory analysis of PCE, TCE, 1,1-dichloroethene (DCE), and vinyl chloride based on results of the previous groundwater assessment activities. The soil and soil vapor assessment activities are documented in a Phase II ESA report prepared by H&H 4 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc and dated January 19, 2015. The December 2014 soil boring and permanent soil vapor monitoring point locations are shown in Figure 3, and a brief summary of the sampling results is provided below.  Laboratory analytical results for shallow soil samples HHSB-2 (0-2 ft), HHSB-3 (0-2 ft), and HHSB-7 (2-4 ft) indicated that low levels of PAHs including benzo(a)anthracene (up to 5.53 mg/kg), benzo(a)pyrene (up to 4.22 mg/kg), benzo(b)fluoranthene (up to 3.81 J mg/kg), benzo(k)fluoranthene (up to 4.37 mg/kg), and indeno(1,2,3-cd)pyrene (up to 2.25 J mg/kg) were detected at concentrations exceeding IHSB PSRGs. No other compounds were detected at concentrations above the IHSB PSRGs in the soil samples.  Soil vapor sampling results indicated that low levels of PCE (up to 13 micrograms per cubic meter [µg/m3]) were detected in each of the four soil vapor samples at concentrations well below the DWM Non-Residential Vapor Intrusion Sub-Slab and Exterior Soil Gas Screening Level (SGSL) of 3,500 µg/m3. In addition, trace levels of TCE (up to 0.40 J µg/m3) were detected in two of the four soil vapor samples at concentrations well below the Non-Residential SGSL of 180 µg/m3. No other compounds were detected at concentrations above the laboratory reporting limits in the soil vapor samples. To address environmental impacts identified during previous assessment activities, the PD entered the Site into the DEQ Brownfields Redevelopment Now Program and received eligibility in a letter dated August 27, 2019. Following review of available environmental assessment reports and the proposed redevelopment plans for the Site, the DEQ Brownfields Program requested that additional soil and soil vapor assessment activities be completed at the Site in an email dated October 16, 2019. H&H subsequently prepared a Brownfields Assessment Work Plan (Work Plan) and revisions to the Work Plan based on DEQ comments. The Work Plan received DEQ Brownfields Program approval in an email dated January 9, 2020. 5 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc 2.0 Brownfields Assessment Activities In February 2020, H&H completed Brownfields assessment activities at the Site to further evaluate for potential impacts associated with historical on-Site and nearby off-Site operations. The assessment activities included soil and soil vapor sampling activities and were performed in general accordance with the DEQ-approved Work Plan, the DEQ IHSB Guidelines for Assessment and Cleanup of Contaminated Sites (Guidelines) dated January 2020, the DEQ DWM Vapor Intrusion Guidance (VI Guidance) dated March 2018, and most recent versions of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures guidance. Prior to conducting field activities, H&H contacted North Carolina 811, the public utility locator, to mark subsurface utilities at the Site. H&H also contracted with a private utility locator to mark utilities which were not identified by the public locator. The private utility locator also utilized ground penetrating radar (GPR) survey techniques to identify and mark the location of sub-surface utilities. H&H directed the drilling contractor to hand clear each boring to a depth of approximately 5 feet (ft) below ground surface (bgs) to further screen the boring locations for the presence of subsurface utilities. Details of the soil assessment activities are provided in Section 3.0; details of the soil vapor assessment activities are provided in Section 4.0; and summary and conclusions based on results of the assessment activities are provided in Section 5.0. 6 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc 3.0 Soil Assessment Activities On February 5, 2020, H&H advanced four (4) soil borings (HHSB-2A, HHSB-3A, HHSB-4A, and HHSB-7A) at the Site to further evaluate for potential impacts in the areas of previously collected soil samples HHSB-2, HHSB-3, HHSB-4, and HHSB-7. In addition, H&H advanced twenty-five (25) shallow soil borings in the vicinity of former residences in the northern and western portions of the Site for collection of five (5) composite soil samples (COMP-1 through COMP-5) to evaluate potential impacts from possible use of lead-based paints. Soil boring locations are shown in Figure 3, and details of the soil sampling activities and results are provided in the following sections. 3.1 Soil Sampling Methodologies H&H utilized a decontaminated stainless-steel hang auger to advance soil borings to an approximate depth of 5 ft bgs in the areas of previous soil borings HHSB-2, HHSB-3, HHSB-4, and HHSB-7 (Figure 3). Continuous soil samples were collected from each boring from the center of the hand auger bucket. The soil samples were logged for lithological purposes, inspected for the presence of staining and odors, and field screened for the presence of volatile organic vapors using a calibrated photoionization detector (PID). Boring logs including lithologic descriptions and field screening results are provided in Appendix A. As shown in the boring logs, field screening results did not indicate obvious evidence of impacts to soil. Therefore, H&H collected a soil sample for laboratory analysis from the 2 to 4 ft bgs depth interval from each soil boring to be consistent with the depths of the previous soil samples collected from the HHSB-2, HHSB-3, HHSB-4, and HHSB-7 locations. Soil samples selected for laboratory analysis were collected directly into dedicated laboratory supplied sample containers, labeled with the sample identification, date, time, and requested analysis and placed in a laboratory supplied cooler with ice. The soil samples were submitted to Pace Analytical (Pace) under standard chain of custody protocols for analysis of Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020/7471/7199. 7 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc In addition to the soil samples described above, H&H also collected five (5) composite soil samples from twenty-five (25) shallow soil borings to evaluate impacts associated with possible use of lead-based paint on the former residences located in the northern and western portions of the Site (Figure 3). Five aliquot soil samples were collected from the center of the hand auger bucket at each composite soil sample location and were combined and homogenized to form one composite soil sample representative of shallow soil conditions in the areas of the former residences. Soil samples were logged for lithological purposes, inspected for the presence of staining and odors, and field screened for the presence of volatile organic vapors using a calibrated PID. Field screening results did not indicate obvious evidence of impacts to soil. Boring logs including lithologic descriptions and field screening results are provided in Appendix A. Composite soil samples selected for laboratory analysis were placed directly into dedicated laboratory supplied sample containers, labeled with the sample identification, date, time, and requested analysis, and placed in a laboratory supplied cooler with ice. Two (2) of the composite soil samples (COMP-1 and COMP-3) were submitted to a Pace under standard chain of custody protocols for analysis of RCRA metals plus hexavalent chromium by EPA Methods 6020/7471/7199. The remaining three (3) composite soil samples (COMP-2, COMP-4, and COMP-5) were submitted to Pace for lead analysis by EPA Method 6020. Following sampling activities, the soil borings were properly abandoned and the surfaces were repaired similar to pre-drilling conditions. Additionally, the soil sample locations were estimated using a hand-held global positioning system (GPS) unit. 3.2 Soil Sampling Analytical Results A tabular summary of the soil sample analytical results is presented in Table 1, and the laboratory analytical reports and chain of custody record are provided in Appendix B. The laboratory analytical results were compared to the DEQ IHSB Industrial/Commercial PSRGs dated December 2019. 8 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc As expected, several metals were detected at concentrations above laboratory method detection limits in the soil samples collected at the Site including arsenic (up to 6.02 mg/kg), barium (up to 107 mg/kg), cadmium (up to 1.06 mg/kg), trivalent chromium (up to 99.3 mg/kg), hexavalent chromium (up to 1.61 mg/kg), lead (up to 69.4 mg/kg), mercury (up to 0.0787 mg/kg), and selenium (up to 1.29 mg/kg). The detected concentrations are consistent with naturally occurring levels for the Site area and are considered to be representative of background conditions. 9 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc 4.0 Soil Vapor Assessment Activities As noted above, permanent soil vapor monitoring points VMP-1 through VMP-4 were installed in the western portion of the Site in December 2014 to evaluate the potential for vapor intrusion into future structures. H&H observed the December 2014 permanent soil vapor monitoring points for physical damage and seal integrity. Field observations indicated that permanent vapor monitoring points VMP-2, VMP-3, and VMP-4 were likely compromised. On February 7 and February 8, 2020, H&H completed soil vapor assessment activities at the Site to further evaluate the potential for structural vapor intrusion into the industrial warehouse buildings in the western and eastern portions of the Site. Soil vapor assessment activities in the western portion of the Site included the following:  collection of a soil vapor sample for laboratory analysis from permanent vapor monitoring VMP-1;  installation and sampling of temporary vapor monitoring points VMP-2A, VMP-3A, and VMP-4A as replacement sample locations for the compromised permanent monitoring points; and  installation and sampling of an additional temporary vapor monitoring point (TVMP-1) near the southern side of the proposed warehouse building. Soil vapor assessment activities to evaluate the potential for vapor intrusion into the industrial building proposed for the eastern portion of the Site included the following:  installation and sampling of two temporary vapor monitoring points (TVMP-2 and TVMP-3) within the footprint of the eastern proposed warehouse building. The soil vapor sample locations are shown in Figure 3, and details of the soil vapor sampling activities and results are provided in the following sections. 4.1 Soil Vapor Sampling Methodologies Under the direction of H&H, Mid-South Environmental (Mid-South) advanced six (6) soil 10 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc borings to depths ranging from 6.5 and 10 ft bgs for installation of temporary soil vapor monitoring points. Due to recent precipitation in the Site area, perched water was observed in the VMP-3A soil boring at a depth of approximately 4 ft bgs. Therefore, H&H off-set the VMP-3 replacement soil vapor monitoring point to the south in an area of higher elevation within the proposed western warehouse building footprint. The initial 5 ft of each soil boring was advanced using a decontaminated stainless-steel hand auger to clear for subsurface utilities. Beyond the initial 5 ft bgs, the soil borings were advanced using a track-mounted drill rig capable of direct push technology (DPT) drilling methods. Continuous soil samples were collected from the center of the hand auger bucket or from acetate lined DPT macrocore sleeves from each soil boring. Soil samples were logged for lithological purposes, inspected for the presence of staining and odors, and field screened for the presence of volatile organic vapors using a calibrated PID. Field screening results did not indicate obvious evidence of impacts to soil samples collected from the soil vapor borings. Once at depth, a six-inch stainless-steel vapor implant screen point fitted with ¼-inch diameter Teflon® tubing was installed at the base of each borehole. Filter sand was then placed from the base of the boring to approximately 6 inches above the top of the stainless-steel screen. The sampling points were completed by placing hydrated bentonite from the top of the filter sand to the ground surface. The soil vapor boring logs with temporary soil vapor monitoring point construction details are provided in Appendix A. At each temporary soil vapor monitoring point and at permanent vapor monitoring point VMP-1, a laboratory supplied 6-Liter Summa canisters and airflow regulator was connected to the Teflon® sample tubing using a brass nut and ferrule assembly to create an air tight seal. The airflow regulators were calibrated by the laboratory to allow the Summa canisters to fill slowly at a rate no greater than 200 milliliters per minute (mL/min). Once the sample train was assembled, a leak check was conducted by constructing a shroud around the sampling system and flooding the air within the shroud with helium gas. Helium concentrations inside the shroud were measured using a calibrated helium gas detector. Using a 11 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc syringe and three-way valve, the sand filter pack, vapor implant screen, and Teflon® tubing were purged of approximately three sample volumes. Once the soil vapor monitoring points were properly purged, a sample was collected from the sample tubing outside the shroud and analyzed using the helium gas detector to confirm helium concentrations were less than 10% of the helium concentrations measured within the shroud. Each of the seven soil vapor monitoring points passed the leak check criteria. Following the successful field leak check, the intake valve on the airflow regulators were fully opened to begin collection of the soil vapor samples. Vacuum readings for each Summa canister was recorded by H&H personnel prior to and following the sampling period to ensure adequate sample volume was collected. In accordance with laboratory protocols, a vacuum was maintained within each canister at the end of the sampling period. Upon collection of the sample, the airflow regulator valves were closed and disconnected from the Summa canisters. The canisters were placed in a laboratory supplied shipping container, properly labeled, and transported via courier under standard chain of custody protocols to Pace for analysis of VOCs by EPA Method TO-15. Following soil vapor sample collection, the locations of each soil vapor monitoring point was estimated using a hand-held GPS unit. The temporary soil vapor monitoring points were properly abandoned and the surfaces were repaired similar to pre-drilling conditions. 4.2 Soil Vapor Sample Analytical Results A tabular summary of the soil vapor sample analytical results is provided as Table 2. The laboratory analytical report and chain of custody records are provided in Appendix B. The analytical results were compared to DEQ DWM Non-Residential Vapor Intrusion SGSLs dated February 2018. Laboratory analytical results indicate that several compounds were detected at concentrations above the laboratory method detection limits in each soil vapor sample. Consistent with the 12 S:\AAA-Master Projects\Belmont Industrial\Brownfields Assessment\Report\Final to DEQ\23045 - Brownfields Assessment Report_Acme Spinning Mill.doc December 2014 soil vapor assessment results, no compounds were detected at concentrations above the DEQ DWW Non-Residential Vapor Intrusion SGSLs in the recently collected soil vapor samples. A comparison of concentrations for select compounds between the December 2014 and the February 2020 sampling events is provided as Figure 4. 4.3 Vapor Intrusion Evaluation The DEQ DWM Vapor Intrusion SGSLs are conservative and based upon a lifetime incremental cancer risk (LICR) of 1 x 10-5 for potential carcinogenic effects and a Hazard Quotient (HQ) of 0.2 for potential non-carcinogenic effects. The DEQ and EPA acceptable risk levels for potential carcinogenic risks is cumulative LICR less than 1 x 10-4 and the acceptable risk level for non- carcinogenic risks is a hazard index (HI) less than 1. Although no compounds have been detected at concentrations above the DEQ DWM Vapor Intrusion Non-Residential SGSLs in soil vapor samples collected at the Site, H&H utilized the DEQ Risk Calculator (December 2019) to confirm there are no significant risks for structural vapor intrusion into the proposed industrial warehouse buildings. H&H calculated the cumulative risks for the soil vapor to indoor air vapor intrusion pathway using the highest concentration of any compound detected in any soil vapor sample collected at the Site to evaluate the potential for vapor intrusion under a hypothetical “worst-case” scenario assuming a non-residential land use scenario. Risk calculator results indicate that under a hypothetical worst-case scenario the cumulative LICR is 3.6 x 10-6 and the cumulative HI is 0.0074. Risk calculator results do not exceed acceptable risk levels under a non-residential use scenario and confirm there is no significant risk for structural vapor intrusion into the proposed industrial warehouse buildings. The assessment activities were conducted in accordance with the DEQ-approved Work Plan dated January 9, 2020. Brownfields assessment activities included soil and soil vapor sampling activities to evaluate for potential impacts and to assist in management of Site media during proposed redevelopment activities. A brief summary of the Brownfields assessment activities is provided below.  With the exception of background levels of arsenic, no metals were detected at concentrations above the DEQ IHSB Industrial/Commercial PSRGs in the February 2020 soil samples collected at the Site. Results of soil assessment activities indicate that metals concentrations in the areas of former milling operations and in the areas of former residences are consistent with naturally occurring levels.  Results of the February 2020 soil vapor assessment activities are consistent with the December 2014 soil vapor assessment activities and indicate that no compounds were detected at concentrations above the DEQ DWM Non-Residential Vapor Intrusion SGSLs. In summary, results of soil assessment activities completed at the Site indicate that soil can be safely managed on Site during redevelopment in accordance with a DEQ-approved Environmental Management Plan (EMP). Results of soil vapor assessment activities completed at the Site and results of hypothetical worst-case scenario Risk Calculator results for the soil vapor to indoor air vapor intrusion pathway indicate that the potential risk for structural vapor intrusion into proposed industrial warehouse buildings is not a significant concern.
