@Powell, David C‐  The contractors for land clearing are at the site now.  The burning should occur soon—(the 
contractor is also the Fire Chief for Pinehurst) and will only burn after rainy conditions.   I have already sent notice 
mailed notice to area neighbors that burning was expected to occur.  911, all local fire departments,  and Moore County 
Public Safety also received a reminder email last week.

Mr. Lambert, 

Thank you for notifying the Solid Waste Section of your intent to burn debris generated during land clearing and 
grubbing activities at the Moore County landfill borrow area in accordance with the information provided in the email 
below and as indicated on the attached map.  This activity is approved by the Section.  The Section will not require

continuous gas monitoring as we believe the stream indicated on the map will provide a natural barrier between the 
borrow area and landfill.  However, if there is any indication of the presence of landfill gas at the borrow area, please 
cease any burning activities immediately.  Please inform Mr. David Powell of our Fayetteville Regional Office (copied) 
when you get started and if you encounter any problems.

Today the contractors have started clearing the land debris.  I went ahead and sent written notice to neighboring 
properties (35 unique property owner names) that we would be burning during appropriate weather conditions 
throughout July and August.  I also updated the Burn Permit to start from today until 7/24/2020.  I sent another email to 
the fire departments of Aberdeen, Pinebluff, and Pinehurst (along with our Moore County’s 911 Supervisor) in case they 
were to get any calls.  

Just wanted to update you.

Ms. Stanley, 

I am attaching some information regarding permission to burn—but I thought that I would just email you directly to limit 
confusion—or any misunderstandings.  I appreciate your review.  

General Information and Fire monitoring: 
We are looking to burn approximately 12 acres of land clearing debris  (no mulch or other vegetative materials) at the 
landfill on 456 Turning Leaf Way. Moore County is contracting with Cole Excavating to complete the work.  They will also 
be assisting with the fire.  Jason Cole is a principal and will be doing the work for clearing and fire monitoring.  He is a 
firefighter with the Pinehurst Police Department and also served as its chief for a number of years.  He has conducted 
several burns in the Pinehurst, Southern Pines, Aberdeen area within the last 10 years or so.  We expect the work to 
begin in June and the burning to occur in July.  We discussed with the contractor and we will not be burning during dry 
conditions.  

 I have checked with Air Quality—there is no further action needed form them.  Please see attached email. 
 Moore County Fire Marshall‐ Bryan Phillips (Fire Marshall) has approved the burn 
 I have attached two permits from the NC Forestry Service. One was issued on 5/4 (for dates between 5/4 and 
6/2)  The second was issued on 6/3 for dates (6/3 through 7/2).    I anticipate that I will do a third permit to 
cover all of July.  The simple and immediate permitting process for the Forestry service only allows you to get a 
permit for the next 30 days.  We will not burn on days not covered by this permit. 
 We will be providing public notice to adjacent properties and in a press release.  We will also include an insert in 
the bills from the Moore County weigh station.  
 I think it was determined by the SWM that gas monitoring would not be necessary.
