JOYCE Project No. 890.1601.12, Tasks No. 04 Dear Ms. Drummond: On behalf of Republic Services of North Carolina, Joyce Engineering (JOYCE) presents this report on the results of a soil assessment conducted at the Yancey-Mitchell Transfer Station, Permit # 100-03T in response to a Notice of Violation (NOV) issued by the North Carolina Department of Environmental Quality (DEQ) on December 4, 2015. BACKGROUND The Yancey and Mitchell Counties Transfer Facility is owned by Yancey County and operated by Republic Services, Inc. (d.b.a. Garbage Disposal Services, Inc. (GDS)). The transfer station is located near Burnsville, North Carolina. During an inspection of the facility on December 4, 2015, the DEQ inspector observed a release of leachate from the north end of the transfer station receiving bay across the access road and into to the stormwater ditch. The December 4th NOV called for the Owners/Operator to Submit a Plan for review and approval to the Solid Waste Section that details a proposed soil assessment for the area impacted by the leachate release. A soil assessment Plan was submitted on February 12, 2016 and was approved by the NCDEQ on the same day February 12, 2016. SOIL SAMPLING JOYCE collected soil samples from the site in accordance with the approved Soil Assessment Plan on February 18, 2016. The attached (Figure 1) shows the locations of the four soil samples. Soil samples were collected from three locations in and about the apparent leachate impact area. At the three locations (SS-1, SS-2, and SS-3), JOYCE collected samples from a depth of approximately 16 to 20 inches below the ground surface. In addition, JOYCE collected one soil sample from an upgradient location (SS-4) to represent background soil conditions, thus a total of four soil samples were collected. All sampling was conducted under the supervision of a licensed professional geologist. Ms. Jackie Drummond March 14, 2016 Page 1 of 3 The soil samples were collected using a stainless-steel hand auger. The sampling equipment was decontaminated before sampling and between samples using standard decontamination procedures. The background sample was collected first. The apparent impact area was sampled in presumed order from the least to most contaminated soil. The sequenced sampling locations are shown on Figure 1. The samples were placed in laboratory-prepared containers and put immediately into a cooler with ice for transport to the laboratory. SOIL ANALYSES The samples were transported to Pace Analytical Services, Inc. in Huntersville, North Carolina under chain-of-custody control for analysis. The soil samples were analyzed for the NC Appendix I list of solid waste constituents, including total metals by EPA Method 6010, and volatile organic compounds (VOCs) by EPA Method 5035/8260, as well as for laboratory pH. The results are summarized in the attached table (Table 1A) and the complete laboratory analytical report and chain of custody are also attached. DISCUSSION There were no VOCs detected in any of the soil samples. If the soil samples were significantly impacted by leachate, one would expect to see at least some evidence of VOCs. These results indicate that either there was no VOC impact, or possible VOCs have volatilized between the time of the spill and the sampling event. The pH of the soil samples ranged from 5.06 to 6.49. The slightly acidic pH of the samples is within normal range indicates no significant impact by leachate. Four metals cadmium, chromium, cobalt, and vanadium, were detected in the samples; however, these were total metals analyses and the metals are typically naturally occurring in the mineralogy of the soils (Reid, 1993). Although all results for detected metals were above the NC Preliminary Soil Remediation Goals (PSRG) comparison of the metals concentrations in the soils from the impact area (SS-1, SS-2, and SS-3) with the background sample (SS-4) shows similar concentrations (within an order of magnitude) for all the metals except chromium which was not detected in the background sample (Table 1A). Naturally occurring concentrations of the detected metals from Reid (1993) are shown on the right-most column on Table 1A. The values on Table 1B represent concentrations in the impact area samples divided by the concentration in the background sample. The laboratory test results do not support contamination of the apparent impact area by the leachate release noted in the Notice of Violation (NOV) issued by the North Carolina Department of Environmental Quality (DEQ) on December 4, 2015. It is possible that the elevated metals concentrations in the soil are a result of impact from the leachate spill; however, the fact that the background metals concentrations are high, there were no VOCs, and no anomalous pH values, makes this unlikely. Ms. Jackie Drummond March 14, 2016 Page 2 of 3 The apparent impact area is by a paved road with daily truck traffic to the transfer station; there is no nearby surface water or storm water discharge that could feasibly be impacted; the nearest surface water is the North Toe River located over 2,000 feet northeast of the apparent impact area, and groundwater is estimated at 60 feet deep in the vicinity of the apparent impact. Based on the information presented herein, we believe there is little or no chance of the metals in the soil impacting either surface water or groundwater.
