The facility was cited in violation of General Permit Condition 15(a) of the Permit to Operate for not effectively maintaining the concrete pad, staging areas, and building vicinity in a clean and sanitary condition at all times. RESOLVED: Observed minimal debris in area behind trailer loading bays. A capped, angled metal structure is now in place which prevents debris from collecting on the cement wall behind dumpsters. Metal extensions on the dumpsters have also been added to prevent debris from falling out of dumpsters. The ite(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the A.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Proper signage was observed at facility entrance. Perimeter of facility is secured with a barbed wire fence and lockable entrance gate, preventing unauthorized entry. 2. Leachate tanks are placed within a secondary containment wall. Leachate is pumped into a trailer and subsequently transferred to Anson County Landfill where it undergoes a solidification process. 3. Stormwater basin appeared to be in good condition and kept free of debris. Stormwater runoff appears to be properly diverted to basin, and leachate is diverted into leachate floor drains. 4. Observed full trailers on site awaiting transport to landfill. All trailers were securely covered. During the inspection, it was stated that the tippers at two landfills were currently down, therefore more trailers than usual were on site. 5. Observed trailer loading bays cleaned out using a skid -steer after trailers exit. No unapproved waste was observed during the inspection. 7. Windblown debris was minimal during inspection. No vector nuisances were observed. 8. Observed waste being dumped onto concrete tipping floor. Push walls on sides of tipping floor are capped, preventing refuse from accumulating behind wall. Areas behind push walls were relatively clean during inspection. 9. Jim Lennon stated that the leachate floor drains are cleaned and flushed weekly. Floor drains appeared to be in working order. No ponding water was observed on tipping floor. Observed leachate diverted from tipping floor to a leachate collection drain downhill. Records Review 1. Waste screening records were available upon request. Records included rejected loads, reasons for rejection, dates, and times. 3. Facility Annual Report for FYI 8/19 was available during inspection and has been submitted to the Solid Waste Section. Report includes waste amounts, types and origins. 4.
