Box 7166 Davidson, NC 28035-7116 PARTICIPANTS: Ryan Smith, Mecklenburg County, LLTESA Charles Jolly, Davidson College STATUS OF PERMIT: Expired June 6, 2018 Application for permit renewal submitted July 10, 2019 PURPOSE OF SITE VISIT: Comprehensive Inspection. STATUS OF PAST NOTED VIOLATIONS: No past violations OBSERVED VIOLATIONS No violations observed Date of Last Inspection: October 17, 2019 The items) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 2 FACILITY COMPLIANCE INSPECTION REPORT Mecklenburg County Land Use and Environmental Services Agency Solid Waste Division ADDITIONAL COMMENTS: 1. The facility is permitted as a small Type III Compost Facility owned and operated by Davidson College. It is located behind the college's Facilities Maintenance Compound. The facility is secured by a gate and can be locked as needed. 2. The operation is permitted to accept food waste and yard waste from the college campus as feedstocks. 3. Due to the effects from COVID49, the college is currently closed. Feedstocks are not currently being received. Charles Jolly is still monitoring temperatures and turning windrows as needed, and stated that he will empty what remains in the drum. Incoming feedstocks are estimated to begin again in the fall semester. 4. Windrows are smaller than permitted dimensions. No water was observed in contact with waste. Stormwater appears to be properly diverted away from the facility and towards one of two detention ponds. 7. No leachate or standing water was observed. 8. No foul odors were noticed during the inspection. No vectors were observed. 9. No dust or windblown debris was observed. 10. Windrows and other composting components are located under roof.
