Ryan Smith, Mecklenburg County, LUESA STATUS OF PERMIT: Original permit issued July 27, 1998 Permit to Operate (renewal) issued May 18, 2015 Permit Expires June 7, 2020 PURPOSE OF SITE VISIT: Operational inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: No violations observed. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 2 FACILITY COMPLIANCE INSPECTION REPORT Mecklenburg County Land Use and Environmental Services Agency Solid Waste Division ADDITIONAL COMMENTS 1. Lancaster highway was free of debris/dirt. Access roads are well maintained. 2. Observed proper signage at site entrance listing permit number, acceptable waste, and emergency contact information. Facility is secured by berms and a lockable gate. 3. Minimal standing water was observed. Stormwater is properly diverted away from operation and storage areas. 4. The facility is permitted to accept land clearing waste, untreated/unpainted natural wood and pallets made of untreated/unpainted natural wood. No unapproved waste was observed during inspection. 5. Storage piles of pre-processed debris and finished product are kept under permitted dimensions. 20' vehicle access lanes are maintained. `3`.. All material piles were located greater than 50' from the property line and/or perennial streams. 7. Mr. Gibbs stated that compost temperatures are monitored to ensure that the compost process is maintained, and that heat generation in storage piles is also monitored to reduce risk of spontaneous combustion. 8. Facility received a Hazardous Materials Storage permit in 2018. This permit was required due to having on - site fuel tanks.
