PURPOSE OF SITE VISIT:

OBSERVED VIOLATIONS:
No violations observed.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1. Proper signage was observed at facility entrance including permit number, prohibited materials, and emergency
contact information.
2. Facility is secured by fence with gated entrance, which can be locked during non -business hours.
3. Adequate space is maintained between windrows and stockpiles for firefighting equipment and vehicles.

4. Active composting windrows are kept under permitted dimensions of 7 feet high and 16 feet wide.
5. Compost odors were minimal throughout the facility during inspection.
6. Yard waste and curing compost stockpiles are kept under permitted dimensions.
7. The facility is well maintained and relatively clean. No fugitive dust or vector nuisances were observed.

8. No standing water was observed in contact with compost or compost materials.
9. A minimum buffer of 100 feet was observed between property line and all composting activities.
10. Tony Ramirez stated that there have been no odor complaints or concerns for the past few years.
11. Per condition 32 of the Operating Permit, a neighborhood advisory committee meets quarterly to discuss any
concerns regarding the compost operations.
12. Eastfield road is cleared of dirt as needed. Tony Stated the road is cleaned once or twice a week. Some dirt was
observed on the road during this inspection, and Tony stated they were planning to clean it up in the afternoon.
