STATUS OF PERMIT:
Permit No. 1114-TRANSFER-2009 (DIN 22307). The facility has remained inactive since approximately July 2017.
PURPOSE OF SITE VISIT:
Facility Closure Inspection.
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Asphalt shingle recycling operations ceased at the transfer station in approximately July 2017.

2. In an email to the Section dated March 11, 2020, Mr. Mike Griffin, Member/Manager — Handle Safe Systems, LLC,
stated he no longer wished to operate the transfer station and requested the State of NC (Division of Waste
Management) rescind the facility's permit.
3. Site inspection conducted on July 7, 2020, to confirm transfer station closure. Mr. Kris Riddle, Section, and Mr. Mike
Griffin, Handle Safe Systems, LLC, were present. During this inspection, it was observed that transfer station operations
had ceased and the facility was no longer receiving waste. Mr. Griffin discussed how the facility had been converted to
a workshop and storage area.
4. No waste was observed at the (former) transfer station during this inspection. Additionally, no windblown material
was observed on -site. During this inspection, the transfer station was confirmed for closure.
5. The Section appreciates Handle Safe Systems, LLC's, efforts to recover recyclable materials, including asphalt
shingles, in western North Carolina.
