STATUS OF PERMIT:
7901 is a closed, unlined MSW landfill comprised of five sections: Areas I,11 and IV ceased accepting waste in October
1991; Area III ceased accepting waste prior to October 1993; Area V ceased accepting waste in July 1995. All five areas
were closed in July 1995. No closure permit or post -closure plan is on file for this facility.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
This facility is a closed, unlined MSW landfill comprised of 5 areas:
• Area I is closest to the scale house and currently serves as a convenience area for residents and a
storage area for roll -off containers;
• Area II is directly south of Area I on the opposite side of the paved access roadway and contains a
number of passive landfill gas vents;
• Area III is the largest of the closed sections of the landfill and is situated due east of Area 1;
• Area IV is located due west of Area II and is currently in use as a collection area for wood waste, scrap
tires, white goods and inert debris and is also occupied by a metal building that serves as a shop and
storage area for equipment; and,
• Area V is located due east of Area IV.

2. During the previous inspection on March 9, 2017, no closure permit was found in the records of the Solid Waste
Section nor in those of the facility. Some discussion had taken place at that time about the possibility of including
a closure permit for this facility into a life -of -site permit that would be issued for the active landfill (Permit
#7904). No closure provisions for this facility were incorporated into the permit that was issued on April 12,
2019. However, Solid Waste Section staff will be in contact with Rockingham County to address closure of the
facility in the near future.
3. The closed unlined MSW landfill is included in the groundwater and methane monitoring systems that cover the
active MSW landfill. Copies of monitoring reports for groundwater, leachate and landfill gas sampling events
were available for review at the landfill office, as required. Environmental monitoring records were reviewed
with Solid Waste Section Hydrogeologist Ervin Lane following the inspection. Mr. Lane confirmed that
groundwater monitoring is taking place at least semi-annually, as required. He also verified that landfill gas
monitoring is occurring at least quarterly, with additional sampling events taking place due to exceedances
experienced at several of the gas probes.
4. The convenience site on Area I features a gravel roadway that provides access to a series of concrete pads with
loading areas built below that house roll -off containers where residents drop off waste, residential recyclables,
and electronics. The convenience area is manned during operating hours and was observed to be clean and well
maintained at the time of the inspection. A well -established traffic pattern appeared to be functioning safely and
effectively during the inspection.
5. Also on Area 1, to the east of the convenience center's access driveway, a flat, grassy area is used for the storage
of roll -off containers.
6. Area II is a flat area with well -established and well -maintained vegetative cover. A number of passive landfill
gas vents are installed in this area.
7. Areas III was also observed to have a well -established vegetative cover.
8. The operations area atop Area IV is divided into two sections. The south side is used for wood waste collection,
with operations taking place directly on top of the vegetative cap of the landfill. Mr. Shelton stated that grinding
operations had been completed and that landfill staff had regraded and seeded the site since then. A new
stockpile of brush and clean wood waste was observed on the east side of the wood waste area, and seeding
material was evident on the remainder of this section of Area IV. The southern slope of Area IV was not
inspected at this time, due to time constraints.
9. The north side of Area IV is graveled and includes a large concrete pad where white goods are stored, a
concrete loading area for scrap tire collection and, a gravel pad which serves as the inert debris collection area.
10. At the time of this inspection, an estimated 3,500 scrap tires were piled on and around the concrete scrap tire
loading area. No tire trailers were staged at the site, and the tires were stored uncovered.
It should be noted that wood waste, scrap tire, white goods, electronics, and inert debris operations are
covered under the permit for the active landfill — 7904-MSWLF-1995. Please see the inspection report of this
same date for the active landfill for additional information concerning these operations.
11. Area V was observed to have a well -established and well -maintained vegetative cover. To the east of the access
road on the east side of the area, several empty metal containers and pieces of scrap metal were visible. Ensure
that this small pile of scrap metal is removed from Area V and disposed of properly in one of the scrap
metal recycling containers in Area IV or in the working face of the landfill.
12. Several groundwater and landfill gas monitoring wells were observed during this inspection and found to be
exhibiting permanent identification tags and cover locks, as required.
13. Permanent edge -of -waste markers were found to be in place in all five areas of the closed facility.
14. No erosion was evident at the closed landfill. Slopes appeared to be stable, vegetative cover appeared to be
intact, and drainage ditches appeared to be functioning properly.
15. Access roadways at the closed landfill that were traveled during the inspection were found to be navigable.
16. During the previous inspection on March 9, 2017, tree removal operations had been in progress on the south
slope of Area IV. No evidence of additional tree removal was observed during this inspection. In addition, a tree
management plan has been included in the facility's approved Operations Plan (dated May 2018 and revised
March 2019).
