Dear Mr. Chao:

Bunnell-Lammons Engineering, Inc. (BLE) has amended the CQA report issued on June 22, 2020, per
your e-mail dated June 29, 2020. BLE has re-issued a new hard copy of our CQA report for your
review. No modifications were made to the conclusions presented in our original CQA report.

AMENDMENTS
1. Section 2.1
• The landfill property owner and landfill operator have been corrected to be Randolph
County and Waste Management, respectively.
2. Section 3.1.2
• The total quantity of structural fill (58,091 cy) has been added to this section of the
CQA report text as well as in the Summary of CQA Conformance Testing
Requirements Design & Operation Plan Structural Fill & Subgrade tables in
Appendices E and F.

3. Appendix A
• The certified acreage (12.7 acres) of the as-built cell limits has been added to the as-
built survey.
• Elevations have been added to the 10-foot contours on the as-built survey.

4. Appendix E
• A revised Summary of CQA Conformance Testing Requirements Design & Operation
Plan Structural Fill & Subgrade table has been added in Appendix E. The field
density test data for the 65 in-place density tests at cell subgrade elevation are
included in Appendix F. The density test locations are referenced to a series of
10,000 sf grids shown on the respective daily report field sketches.
