The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1) Received a complaint via email on 01/13/2020 of grease being spilled on the highway where Hwy 39 and
Old US Hwy 64 intersect in Zebulon. In the email, it was noted that there had been four incidents
reported. The email also noted the haulers were going to a Septage Detention and Treatment Facility
permitted to David Brantley & Sons. This facility is now operated by WRE Earth Farms LLC DBA Stanley
Environmental Solutions under permit # SDTF-35-12.
2) Received a picture on 01/15/2020 of a Stanley Environmental Solutions truck at the Septage Detention
and Treatment Facility, SDTF-35-12. See attached notes.
3) Inspected Septage Detention and Treatment Facility, SDTF-35-12, on 01/16/2020 and noted no
violations.
4) Talked to Mr. Eric Reynolds about the complaint and the hauling of dewatered septage cake. Also,
talked to Mr. Shane Roberts about the complaint and the hauling of dewatered septage cake at a later
date.
5) Please insure when hauling dewatered septage cake on the highway that the cake stays in the container
and does not spill or leak out.
6) I have not received any other complaints of grease being spilled on the highway where Hwy 39 and Old
US Hwy 64 intersect in Zebulon.

1) Picture received via email through Andrew Hammonds on 1/13/2020. Picture taken by Mr. Lane
Hobbs (Pilot Fire Department Chief) on 1/10/2020 of a waste grease (sludge) spill at the intersection
of NC39 and business Hwy 64 in Franklin County. Talked to Mr. Hobbs on 1/24/2020 to confirm
when picture was taken. Mr. Hobbs said that there was material also at two other locations (off and
on ramp from Hwy 64 onto Hwy 39, Exit 439). He said that there was some material on the right
side of the road and shoulder at the exit onto NC 39. And that there was some material to the left
shoulder at the on ramp from NC 39 onto Hwy 64. He said that five events had occurred. Only two
reports were written.

Facility off NC 39 north of the intersection of NC 39 and Old US 64. Facility now operated by Wind
River Environmental. Talked to Mr. Hobbs on 1/24/2020 to confirm when picture was taken.
