ADDITIONAL COMMENTS 1. Drew Hammonds and David Powell onsite to see progress made towards addressing issues discussed on June 11, 2020. Don Gilmore was not able to meet onsite, but he has hired a group being led by James Mcnaire. Mr.
Mcnaire was onsite and temporarily stopped workers so we could view different areas of work area to see progress. 2. Yard waste had unapproved waste, painted fencing and posts, comingled with yard waste. Painted wood fence was no longer visible.
3. James Mcnaires’ group has an excavator reclaiming the C and D waste from over the sides of previous closed out landfill and staging on top for sorting and cleaning out unapproved waste.
4. It was suggested to Mr. Don, the most economic manner to become compliant would be to keep the larger clean block and brick, for grinding and reusing, and take everything else to Landfill for that waste type. It is almost impossible to remove all the thousands of fragmented foam, plastic and insulation pieces. James Mcnaires’ group was hired to sort and clean up the unapproved waste instead.
5. Corrective actions discussed onsite consisted of C and D removed to proper permitted facility. Process the YW onsite that’s on top of old LF. Stop accepting loads. Drew Hammonds has received a copy of the Sears building Asbestos abatement. Send any other documentation for waste onsite (analytical results). Remove unapproved waste from YW.
Some sorting and removing on unapproved waste has begun. Lots of smaller pieces of foam, wire, plastics etc.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Behind parking area, just inside fence and to the right, already being sorted. Still unapproved waste comingled on ground (plastic and foam pieces).
On top of old closed out LF. Excavator pulling back what was dumped over edge and digging down until reaching old closed out LF waste. Material is being brought to top of closed out LF.

An uncountable amount of foam/insulation fragments comingled with soil and rock on closed out LF.
