HomeMy WebLinkAboutSDTF2803_PERMIT_INITIAL_20200625 Facility Permit No.: SDTF-28-03 NC DOT Ferry Division DBA Hatteras Ferry Operations Permit to Operate June 25, 2020 Page 2 of 3 CONDITIONS OF OPERATING PERMIT 1. This facility shall be maintained and operated in a manner that will protect the assigned water quality standards of both surface and ground waters. Any flow of waste from the storage tank, underground pipe, or pump to adjacent surface waters shall be considered a violation of the NC Septage Management Rules. 2. Leaks and spills are the responsibility of the Permittee and shall be immediately contained, cleaned up, and treated to prevent any contamination of the surrounding area. Any solids from leaks or spills shall be disposed of in a manner consistent with the NC Solid Waste Management Rules. 3. The Permittee shall notify the Division of Waste Management at 919-707-8200 as soon as possible, but within twenty-four (24) hours of first knowledge, of the occurrence of any leaks or spill events that contact surface waters. For reporting any emergency after normal business hours, contact the Division of Emergency Management at 1-800-858-0368. 4. The method for controlling odors described in the approved application for this permit must effectively control all odors created by the operation of this facility as required by 15A NCAC 13B .0838(g). 5. Erosion and runoff control measures shall be implemented to prevent migration of soil or wastes off this facility. The installation of groundwater monitoring wells or a leak detection system may be required at the discretion of the Division of Waste Management. 6. This permit shall not affect the applicability of any statutes, rules, regulations, or ordinances that may be imposed by other local, state, or federal government agencies that may have jurisdiction over this facility. 7. This permit may be modified or reissued at any time to incorporate any conditions, limitations, and/or monitoring requirements the Division deems necessary to adequately protect the environment and public health. This facility consists of one 1,500-gallon polyethylene tank with buried pipe and pump to transfer domestic septage from the pedestrian ferry to the tank. The tank will be used for the storage of domestic septage. Storage or treatment of any liquid or solid wastes other than those specified in the approved application for this permit is prohibited. The Division shall be notified of any changes to the facility prior to their implementation. 9. All piping between the pump and the storage tank shall be properly constructed and maintained to prevent breakage and leaks. The pump and piping shall be protected from freezing during the winter months by draining or an alternative procedure approved by the Division. 10. This facility shall only be operated under the supervision of the Hatteras Ferry Operations. The Division shall be notified of any changes to this facility or its’ operation prior to implementation. 11. Only a Septage Management Firm permitted by the Division is authorized to pump septage from this detention facility. 12. This permit shall expire on June 25, 2021. Renewal or modification of this permit shall be in accordance with 15A NCAC 13B .0837(i), (m), (n) or (q). An application for permit renewal shall be submitted at least ninety (90) days prior to the permit renewal date. 13. Records shall be maintained in accordance with the Septage Management Rules. These records shall be made available to a representative of the Division upon request. 14. Any duly authorized officer, employee, or representative of the Division may, upon presentation of credentials, enter and inspect any property, premises, or place on or related to the facility, at any reasonable time for the purpose of determining compliance with this permit; may inspect or copy any records that must be kept under the conditions of this permit; or may obtain samples of groundwater, surface water, or leachate. 15. Mr. Pharr contacted me by phone at approximately 8:15 am on June 23, 2020 and advised that he was pressurizing the line to 100psi at that time. I arrived at the site at 12:00pm and observed that the test gauge was reading 104psi. I took a photograph at that time and will include it with this writing in my email. This photo is identified as test gauge #1. I then waited until 1:00pm and again observed the gauge to read 104psi. I then asked Mr. Pharr to release the pressure on the line from the most remote valve on the line. I observed Mr. Pharr open the valve at the hose reel at which time the pressure indicated by the gauge immediately dropped to 0psi. I took a photograph at that time and will include it with this writing in my email. This photo is identified as test gauge #2. Based on these results, the sewer forced main has passed the required pressure test. Please do not hesitate to contact me if you have any questions.
