Yes – Eagle Rock Motors (used car dealership) Groundwater Monitoring Report – Former Martin Center 505 Eagle Rock Road Wendell, Wake County, North Carolina NCDEQ Incident No. 26351 NCDEQ Contract No. N17006 ECS Project No. 49:1224-F 5 On December 3, 2019, ECS collected a field blank and groundwater samples from monitoring wells MW-1 through MW-9 and water supply wells (WSWs) PW-1 and PW-6. ECS was informed by the property owner, Mr. Lennie Gardner that the residence located at 529 Eagle Rock Road was vacant and the associated water supply well was inactive; therefore, ECS did not collect a sample from water supply well identified as Gardner WSW. Based on the results of this Groundwater Monitoring Report, ECS concludes the following:  Laboratory analysis reported 1,2-dibromoethane (EDB) above its Gross Contamination Level (GCL) of 50 µg/L in the groundwater sample collected from monitoring well MW-3.  Laboratory analysis reported EDB above its NC 2L Groundwater Quality Standards (NC2LGWQS) but below its GCL in the groundwater sample collected from monitoring well MW-8. Historically, EDB has been detected at concentrations above the GCL; however, during this sampling event there was minimal groundwater in monitoring well MW-8. It is possible the limited amount of groundwater in the monitoring well contributed to a lower detection of EDB during this sampling event.  Laboratory analysis reported several targeted analytes above their respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-1, MW-3, MW-4, and MW-8.  Laboratory analysis reported methyl-tert-butyl ether (MTBE) above the laboratory reporting limit but below the NC2LGWQS in the groundwater sample collected from water supply well PW-6. Water supply well PW-6 is located upgradient of the source location and historically, MTBE has not been reported in onsite monitoring wells; therefore, the MTBE detections are believed to be attributed with another source. MTBE concentration levels have been slowly decreasing by approximately 86 percent since collecting groundwater samples in July 2006.  Laboratory analysis did not report targeted analytes at concentrations above their laboratory reporting limits in the groundwater samples collected from monitoring wells MW-6, MW-7, and MW-9 or water supply well PW-1. Geochemical parameters collected including pH and dissolved oxygen concentrations appear to indicate that conditions may support aerobic biodegradation of dissolved phase petroleum hydrocarbons. As such, ECS recommends contacting multiple in-situ remediation companies to inquire if their particular microbial injection products can degrade EDB. Once ECS obtains this information, ECS recommends conducting an injection on monitoring wells MW-3 and MW-8 in order to stimulate the degradation of EDB and other petroleum-related compounds at the site. ECS recommends conducting a groundwater sampling event 60, 90, and 120, days subsequent to the injection. In addition to ECS’s recommendations, the NCDEQ recommends to include the possibility of conducting pilot testing and/or bench scale testing to make sure the recommended approach will work in two aspects; 1) the formation is capable of distributing the possible injectant and 2) the contaminants at the levels they have been reported will in fact degrade. The subject site is further identified by Wake County GIS PIN 1774275582. According to information provided to ECS by the NCDEQ, the subject site operated as a Texaco gasoline station dating back to the 1930s and 1940s. The site reportedly last sold gasoline in the early 1970s. In 2003, the Wake County Fire Marshal’s office required the removal of the UST system at the site. Reportedly, two 1,000-gallon gasoline USTs were removed from the site in July 2003 (Table 1). In 2005, a receptor survey was conducted at the subject site. The receptor survey identified nine water supply wells within 1,000 feet of the site. Four of the nine wells were used for potable purposes, including the subject site. At that time, the subject site water supply well (PW-1) was sampled. Laboratory analysis of the groundwater sample collected from water supply well PW-1 did not report targeted analytes at concentrations above laboratory reporting limits. A Limited Site Assessment (LSA) was conducted at the site in 2006. The LSA included the collection of soil samples, the installation and sampling of four monitoring wells (MW-1 through MW-4), and the sampling of nearby water supply wells. Laboratory analysis of the soil samples collected during the assessment reported several targeted analytes at concentrations above their respective soil-to-soil groundwater maximum soil contaminant concentrations (MSCCs). Laboratory analysis of the soil sample collected from monitoring well MW-1 detected C9-C22 Aromatics at a concentration above the residential MSCCs and soil-to-groundwater MSCC. A summary of historical soil sample analytical results are included in Table 2. Laboratory analysis of the groundwater samples collected from site monitoring wells reported several targeted analytes at concentrations above their respective North Carolina 2L Groundwater Quality Standards (NC2LGWQS) with ethylene dibromide (1,2-dibromoethane, EDB) reported at a concentration above its GCL from the groundwater sample collected from monitoring well MW- 3. Methyl-tert-butyl ether (MTBE) was reported at a concentration above the laboratory reporting limit but below its NC2LGWQS in the groundwater sample collected from water supply well PW-6. This water supply well is located upgradient of the site. In 2009, a groundwater monitoring event was conducted at the site. The scope of work included the sampling of the four site monitoring wells and six water supply wells (PW-1 through PW-6). Monitoring well MW-1 was not sampled due to approximately 0.36 feet of free product measured in the well. Laboratory analysis of groundwater samples collected from monitoring wells MW-2, MW-3, and MW-4 reported targeted analytes above their respective NC2LGWQS, but below their respective GCLs. Water supply wells PW-3, PW-4, and PW-5 were not accessible and were not sampled. Laboratory analysis of water supply well PW-1 reported chloroform above its laboratory reporting limits, but below its NC2LGWQS. MTBE was again reported below its NC2LGWQS in the groundwater sample collected from water supply well PW-6. The laboratory did not report targeted analytes in the groundwater sample collected from water supply well PW-2. In December 2010, two additional monitoring wells (MW-5 and MW-6) were installed on the eastern portion of the site, downgradient of the existing monitoring well network. Subsequently, a groundwater monitoring event was conducted at the site. Laboratory analysis did not report targeted analytes above laboratory reporting limits in the groundwater sample collected from monitoring well MW-6. Laboratory analysis reported targeted analytes above their respective laboratory reporting limits but below their respective NC2LGWQS in the groundwater sample collected from monitoring well MW-2. Laboratory analysis reported targeted analytes above their respective NC2LGWQS but below their respective GCLs in the groundwater samples collected from monitoring wells MW-3, MW- 4, and MW-5. Water supply wells PW-1, PW-2, and PW-6 were sampled as part of the monitoring event. Laboratory analysis of the groundwater sample collected from water supply well PW-6 reported MTBE at a concentration below its NC2LGWQS. Laboratory analysis did not report targeted analytes in the groundwater samples collected from water supply wells PW-1 and PW-2. On October 24, 2014, ECS collected groundwater samples from monitoring wells MW-1, MW-2, MW-3, MW-4, MW-5, and MW-6. Additionally, ECS collected one groundwater sample from water supply well PW-1. Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-3, and MW-4 reported several targeted analytes at concentrations above their respective NC2LGWQS but below their respective GCLs. Laboratory analysis of the groundwater sample collected from monitoring well MW-2 reported several analytes at concentrations above their respective laboratory reporting limits but below their respective NC2LGWQS. On August 7, 2015, ECS contracted with Troxler Geologic Services, Inc. (Troxler) to install two monitoring wells (MW-7 and MW-8) to depths of 17 feet below ground surface (bgs) using direct push technology (DPT). On August 7 and 10, 2015, ECS collected groundwater samples from monitoring wells MW-1 through MW-6 and the two newly installed monitoring wells (MW-7 and MW-8). ECS also collected groundwater samples from water supply wells PW-1 and PW-6. The pump for water supply well PW-2 was broken at the time of sampling; therefore, a groundwater sample was not collected. Laboratory analysis reported EDB at concentrations above its GCL in the groundwater samples collected from monitoring wells MW-3 and MW-8. Laboratory analysis reported several targeted analytes above their respective laboratory reporting limits but below their respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-1, MW-2, and MW- 5 and water supply well PW-6. Laboratory analysis did not report targeted analytes at concentrations above their laboratory reporting limits in the groundwater samples collected from monitoring wells MW-6 and MW-7 and water supply well PW-1. On August 24, 2015, ECS contracted with Bateman Civil Survey to survey the site monitoring wells. The monitoring wells were surveyed using vertical datum based on NAV88 and horizontal datum based on NAD83. On March 31, 2016, ECS contracted with Quantex Environmental Drilling and Probing and installed one monitoring well (MW-9). ECS additionally collected groundwater samples from monitoring wells MW-1 through MW-8. ECS also collected groundwater samples from water supply wells PW-1, PW-6, and Gardner WSW. Additionally, ECS deployed oxygen-releasing socks (O-SOX) in monitoring wells MW-1, MW-3, and MW-8. On June 1, 2016, ECS remobilized to the site and collected a groundwater sample from newly installed monitoring well MW-9. Groundwater Monitoring Report – Former Martin Center 505 Eagle Rock Road Wendell, Wake County, North Carolina NCDEQ Incident No. 26351 NCDEQ Contract No. N17006 ECS Project No. 49:1224-F 4 On June 10, 2016, ECS received a North Carolina Department of Transportation (NCDOT) future right-of-way plan for the area. The NCDOT’s plans include a roadway developed through the Kenneth Medlin property. The NCDOT’s plans currently do not appear that they will affect the subject site or the Gardner property. On April 5, 2018, ECS collected a field blank and groundwater samples from monitoring wells MW-1 through MW-9 and water supply wells PW-1 and PW-6. Free product was not encountered in the monitoring wells. ECS deployed new O-SOX in monitoring wells MW-1, MW-3, and MW-8 subsequent to sampling the monitoring wells. Laboratory analysis reported EDB at concentrations above its GCL in the groundwater samples collected from monitoring wells MW-3 and MW-8. Laboratory analysis reported several targeted analytes at concentrations above their respective NC2LGWQS but below their respective GCLs in the groundwater samples collected from monitoring well MW-1, MW-3, MW-4, and MW-8. Laboratory analysis reported MTBE at a concentration above its laboratory reporting limits but below NC2LGWQS in the groundwater sample collected from water supply well PW-6. Laboratory analysis did not report targeted analytes at concentrations above their laboratory reporting limits in the groundwater samples collected from monitoring wells MW-6 and MW-7, or water supply well PW-1. On May 29, 2018, ECS verified with the City of Raleigh that municipal water is not available to the nearby residences of the site. Between October 30 and 31, 2018, ECS collected a field blank and groundwater samples from monitoring wells MW-1 through MW-9 and water supply wells PW-1, PW-6, and Gardner WSW. ECS deployed new O-SOX in monitoring wells MW-1, MW-3, and MW-8 subsequent to sampling the monitoring wells. Laboratory analysis reported EDB at concentrations above its GCL in the groundwater samples collected from monitoring well MW-8. Laboratory analysis reported several targeted analytes at concentrations above their respective NC2LGWQS but below their respective GCLs in the groundwater samples collected from monitoring well MW-1, MW-3, MW-4, and MW-8. Laboratory analysis reported MTBE at a concentration above its laboratory reporting limits but below NC2LGWQS in the groundwater sample collected from water supply well PW-6. Laboratory analysis did not report targeted analytes at concentrations above their laboratory reporting limits in the groundwater samples collected from monitoring wells MW-6, MW-7, and MW-9, or water supply well PW-1 and Gardner WSW. On March 13, 2019, ECS collected a field blank and groundwater samples from monitoring wells MW-1 through MW-9 and water supply wells PW-1, PW-6, and Gardner WSW. ECS deployed new O-SOX remedial devices in monitoring wells MW-1, MW-3, and MW-8 subsequent to sampling the monitoring wells. Laboratory analysis reported EDB above its GCL in the groundwater samples collected from monitoring well MW-8. Laboratory analysis reported several targeted analytes above their respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-1, MW-3, MW-4, and MW-8. Laboratory analysis reported MTBE above the laboratory reporting limit but below the NC2LGWQS in the groundwater sample collected from water supply well PW-6. Water supply well PW-6 is located upgradient of the source location and historically MTBE has not been reported in onsite monitoring wells; therefore, the MTBE detections are believed to be attributed with another offsite source. Laboratory analysis did not report targeted analytes at concentrations above their laboratory reporting limits in the groundwater samples collected from monitoring wells MW-5, MW-6, MW-7, and MW-9 or water supply wells PW-1 and Gardner WSW. Groundwater Monitoring Report – Former Martin Center 505 Eagle Rock Road Wendell, Wake County, North Carolina NCDEQ Incident No. 26351 NCDEQ Contract No. N17006 ECS Project No. 49:1224-F 5 On March 29, 2019, ECS conducted a falling and rising head slug test on monitoring wells MW- 1 and MW-8. Predictive computer modeling using conservative input values indicated that the existing plume of petroleum-related compounds is not expected to be present above laboratory reporting limits or applicable NC2LGWQS less than 100 feet from the ‘source area’ (monitoring well MW-3 over a period of 100 years. Therefore, this model demonstrates water supply well Gardner WSW, located approximately 520 feet downgradient and southeast of the site, is not expected to be impacted by this release. 2.0 SITE GEOLOGY AND HYDROGEOLOGY As determined from the USGS Topographic Map, Knightdale, North Carolina Quadrangle dated 1993 (Figure 1), the site is at an approximate elevation of 318 feet above mean sea level. Surface runoff on the site is generally to the southeast towards Buffalo Creek. The subject site is situated in the Piedmont Physiographic Province. The soils encountered in this area are the residual product of in-place chemical weathering of rock presently underlying the site and/or historic depositional events. In general, shallow unconfined groundwater movement within the overlying soils is controlled largely by topographic gradients. However, as the groundwater percolates downward, it becomes controlled by the subsurface geologic conditions. Thus, the direction of groundwater movement in the deeper aquifers may not be consistent with the reflecting topography. Gradients and flow directions may also be affected by multiple active water supply wells known to be operating in the site vicinity. In general, shallow unconfined groundwater movement within the overlying soils is controlled largely by topographic gradients. Recharge occurs primarily by infiltration along higher elevations and typically discharges into streams or other surface water bodies. The elevation of the shallow water table is transient and can vary with seasonal fluctuations in precipitation. Movement of shallow groundwater is generally from higher to lower elevations. Groundwater elevation data indicates that groundwater is flowing in an easterly direction towards Buffalo Creek. Water Supply Wells Three water supply wells (PW-1, PW-6, and Gardner WSW) are located within 500 feet of the source area (Figure 3). In 2015, water supply well questionnaires were mailed via United States Postal Service (USPS) to the property owners of water supply wells PW-1, PW-6, and Gardner WSW concerning the status of water supply wells on their property. ECS received written consent from ESC Properties of Wake County LLC, Mr. A. Sidney Baynes, Mr. D.V. Smith, and Mr. Lennie Gardner to collect a groundwater sample from their respective water supply wells. The names and addresses of the property owners associated with water supply wells located within 500 feet of the site are included in Table 3. On May 29, 2018, ECS verified with the City of Raleigh that municipal water is not available to the nearby residences of the site. On December 3, 2019, ECS spoke with the property owner, Mr. Lennie Gardner, of 529 Eagle Rock Road (Gardner WSW) and he informed ECS that the home is currently vacant and the water supply well is inactive. Groundwater Monitoring Report – Former Martin Center 505 Eagle Rock Road Wendell, Wake County, North Carolina NCDEQ Incident No. 26351 NCDEQ Contract No. N17006 ECS Project No. 49:1224-F 6 3.0 FIELD ACTIVITIES On December 3, 2019, ECS collected a field blank and groundwater samples from monitoring wells MW-1 through MW-9 (Figure 4) and water supply wells PW-1 and PW-6. ECS observed that the well casing housing appeared to be damaged and the well expansion cap missing from monitoring well MW-6; however, ECS was still able to obtain a groundwater sample using a peristaltic pump and dedicated disposable tubing. ECS personnel field notes documenting field activities are included in Appendix A. Site photographs are included in Appendix B. The static groundwater elevation was measured in each monitoring well using a decontaminated water level meter. ECS allowed the monitoring wells to equilibrate. Prior to beginning groundwater sampling activities, ECS collected the field blank by pouring DI water over the water level meter probe and into the appropriate laboratory prepared sample containers. Monitoring well construction details and groundwater elevation data is summarized in Table 4 and shown on Figure 5. Based on the current and historic groundwater elevation data, groundwater at the site generally flows to the east toward Buffalo Creek located approximately 3,000 feet east of the site. Purging and sampling were accomplished using a disposable bailer. Each monitoring well was purged until the following geochemical field measurements had stabilized; temperature, pH, conductivity, and dissolved oxygen. Geochemical measurements are shown on Table 5. The groundwater samples were transferred into sample containers provided by the laboratory. ECS collected groundwater samples from water supply wells PW-1 and PW-6. Each water supply well was allowed to purge by opening the spigot and running the well approximately 10 to 15 minutes. After purging the wells, the groundwater samples were transferred into sample containers provided by the laboratory. ECS was informed by the property owner, Mr. Lennie Gardner, that the residence located at 529 Eagle Rock Road was vacant and the associated water supply well (Gardner WSW) was inactive; therefore, ECS did not collect a sample from water supply well Gardner WSW. The sample containers were labeled with ECS project number, sample identification, sample date and time, and requested analytical analysis. The containers were placed into protective packaging material and placed into a cooler with ice to maintain the samples at approximately 4 Celsius (C). The samples were submitted to Con-Test Analytical Laboratory located in Longmeadow, Massachusetts for chemical analysis for volatile organic compounds (VOCs) using Standard Method 6200B. ECS maintained Chain of Custody (COC) procedures throughout the sample collection and transportation process. 4.0 LABORATORY ANALYTICAL RESULTS Laboratory analysis reported EDB above its GCL of 50 µg/L in the groundwater sample collected from monitoring well MW-3. Laboratory analysis reported multiple targeted analytes above their respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-1, MW-3, MW-4, and MW-8. Groundwater Monitoring Report – Former Martin Center 505 Eagle Rock Road Wendell, Wake County, North Carolina NCDEQ Incident No. 26351 NCDEQ Contract No. N17006 ECS Project No. 49:1224-F 7 Laboratory analysis reported multiple targeted analytes above their respective laboratory reporting limits but below their respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-2 and MW-5. Laboratory analysis reported MTBE above the laboratory reporting limit but below the respective NC2LGWQS in the groundwater sample collected from water supply well PW-6. Laboratory analysis did not report targeted analytes at concentrations above their laboratory reporting limits in the groundwater samples collected from monitoring wells MW-6, MW-7 and MW-9, or water supply well PW-1. Methylene chloride was detected in the field blank sample submitted for laboratory analysis. ECS considers this detection to be a likely laboratory artifact, and unrepresentative of site conditions or sampling procedures. A summary of the current groundwater laboratory analytical results is included in Table 6 and shown on Figures 6 through 8. A summary of historical groundwater analytical results is included in Tables 7 and 8. The laboratory analytical data sheets and COCs are included in Appendix C. 5.0 CONCLUSIONS Based on the results of this Groundwater Monitoring Report, ECS concludes the following:  Laboratory analysis reported EDB above its GCL of 50 µg/L in the groundwater sample collected from monitoring well MW-3.  Laboratory analysis reported EDB above its NC2LGWQS but below its GCL in the groundwater sample collected from monitoring well MW-8. Historically, EDB has been detected at concentrations above the GCL; however, during this sampling event there was minimal groundwater in monitoring well MW-8. It is possible the limited amount of groundwater in the monitoring well contributed to a lower detection of EDB during this sampling event.  Laboratory analysis reported several targeted analytes above their respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-1, MW-3, MW-4, and MW-8.  Laboratory analysis reported MTBE above the laboratory reporting limit but below the NC2LGWQS in the groundwater sample collected from water supply well PW-6. Water supply well PW-6 is located upgradient of the source location and historically, MTBE has not been reported in onsite monitoring wells; therefore, the MTBE detections are believed to be attributed with another offsite source. MTBE concentration levels have been slowly decreasing by approximately 86 percent since collecting groundwater samples in July 2006.  Laboratory analysis did not report targeted analytes at concentrations above their laboratory reporting limits in the groundwater samples collected from monitoring wells MW-6, MW-7, and MW-9 or water supply well PW-1. Groundwater Monitoring Report – Former Martin Center 505 Eagle Rock Road Wendell, Wake County, North Carolina NCDEQ Incident No. 26351 NCDEQ Contract No. N17006 ECS Project No. 49:1224-F 8 6.0 RECOMMENDATIONS Geochemical parameters collected including pH and dissolved oxygen concentrations appear to indicate that conditions may support aerobic biodegradation of dissolved phase petroleum hydrocarbons. As such, ECS recommends contacting multiple in-situ remediation companies to inquire if their particular microbial injection products can degrade EDB. Once ECS obtains this information, ECS recommends conducting an injection on monitoring wells MW-3 and MW-8 in order to stimulate the degradation of EDB and other petroleum-related compounds at the site. ECS recommends conducting a groundwater sampling event 60, 90, and 120, days subsequent to the injection. In addition to ECS’s recommendations, the NCDEQ recommends to include the possibility of conducting pilot testing and/or bench scale testing to make sure the recommended approach will work in two aspects; 1) the formation is capable of distributing the possible injectant and 2) the contaminants at the levels they have been reported will in fact degrade.
