(ATC) has completed a Groundwater Monitoring Report (GMR) for the former Cary Beverage site. This report documents a groundwater sampling event conducted at the site on September 17, 2019. The GMR is being performed based on an August 28, 2019 Task Authorization (TA-04) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is performed as part of State Lead Contract #N14007 between NCDEQ and ATC. The former Cary Beverage site is located at 526 East Chatham Street, in Cary, Wake County, North Carolina. The former store is currently divided into two sections operated as a commercial hair salon (Alberto’s Hair Salon) and a church (Iglesia Bethel). Eight monitoring wells (MW-1 through MW-6, MW-8, and DMW-1) are located on the site, and one monitoring well (MW-7) is located off-site, across the adjacent roadway. A receptor survey of the surrounding area, conducted during the previous sampling event, indicated that no water supply wells were identified within 1,000 ft of the site. In August 2015, the location of two on-site USTs (UST-4 and UST-5) was confirmed via geophysical designating and ground penetrating radar (GPR) activities. The USTs are located adjacent to an existing underground fiber optics conduit, a private water line to the on-site building and overhead utilities and are located beneath the sidewalk that runs parallel to East Chatham Street. On September 17, 2019, ATC personnel mobilized to the site to collect groundwater samples and measure groundwater elevations. Groundwater elevations and samples were collected from monitoring wells MW-1 through MW-8, and DMW-1. Groundwater elevations, measured during the groundwater sampling event on September 17, 2019, indicate the local groundwater flows in a southwesterly direction across the site. The laboratory analytical results indicated the presence of petroleum hydrocarbon compounds at concentrations above 2L Standards in monitoring wells MW-1, MW-2, MW-4, MW-5, MW-6, MW-7 and MW-8. Additionally, benzene concentrations detected in MW-1 and MW-2 exceed the Gross Contamination Level (GCL) of 5,000 micrograms per liter (ug/L). Concentrations of 1,2-Dichloroethane were also detected above GCLs in MW-1 and MW-2. Methyl Tertiary Butyl Ether (MTBE) concentrations in MW-2 were also detected above the GCL. The horizontal and vertical extent of the contaminant plume has been defined to the GCL standards. Although the Town of Cary previously requested the removal of the two orphan USTs in lieu of abandonment in place, ATC believes that this effort would not be cost effective and could damage portions of the East Chatham Street right of way. Costly site restoration would then be required. ATC recommends postponement of the UST closure activities and instead focus on site remedial efforts for site closure. ATC recommends the installation of an air sparge well and performing enhanced air sparge and AFVR events to reduce the VOC concentrations in MW-1 and MW-2. Groundwater monitoring would be performed subsequent to the air sparge and AFVR events. 3.0 SITE DESCRIPTION 3.1 Site Characterization The former Cary Beverage site is located at 526 East Chatham Street, in Cary, North Carolina. Currently, the site consists of a single one-story building (former store) that is divided into two sections operated as a commercial hair salon (Alberto’s Hair Salon) and a church (Iglesia Bethel). The remaining area of the property is covered with asphalt, which serves as the parking area. A site topographic map is included as Figure 1 and a site map depicting monitoring well locations and other pertinent site features is included as Figure 2. 3.2 Site Background The former underground storage tank (UST) system consisted of one 3,000-gallon (UST-1), one 6,000-gallon (UST-2), and one 10,000-gallon gasoline (UST-3) USTs, a dispenser island, and associated product lines. UST-1, UST-2, and UST-3 were each located in a single UST basin along the west side of the site. These USTs were closed by removal in November 1993. Soil samples collected during the UST closure identified total petroleum hydrocarbon (TPH) gasoline range organics (GRO) concentrations exceeding the regulatory standards at the former dispenser island, located on the north side of the site. In August 2001, an orphan UST (UST-4) was identified along the north side of the site, beneath the concrete sidewalk, within the NCDOT right-of-way. The size and contents of the orphan UST are unknown. Groundwater Monitoring Report January 7, 2020 Cary Beverage (Incident #23409) ATC Project No. SLP2340904 4 In 2004 and 2005, four Type II monitoring wells (MW-1, MW-2, MW-3, and MW-4) and one Type III monitoring well (DMW-1) were installed at the site as part of a Phase II Limited Site Assessment. Petroleum constituents were detected in soil and groundwater samples collected from the former dispenser location exceeding their respective regulatory standards. Additionally, benzene concentrations identified in MW-1 exceeded the GCL of 5,000 ug/L. A receptor survey of the surrounding area identified one active water supply well, approximately 750 ft from the site. The site was subsequently ranked as High Risk by NCDEQ. In 2001, a second orphan tank (UST-5) was identified beneath the sidewalk, within the NCDOT right-of-way, along the north side of the site. In May and June 2010, a comprehensive site assessment (CSA) was performed at the site. Four additional type II monitoring wells (MW-5 through MW-8) were installed at, and adjacent to, the site. LNAPL was identified in MW-1 (0.4 ft) during the associated groundwater sampling event. Petroleum constituent concentrations identified in MW-2, MW-4, MW-5, MW-6, MW-7, and MW-8 exceeded their respective NCAC 2L Groundwater Standards (2L Standards). Additionally, concentrations identified in MW-2, MW-5, and MW-6 exceeded their respective GCLs. Several soil borings were advanced at the site during the CSA activities. Petroleum constituent concentrations were identified in several soil samples, exceeding their respective soil- to-groundwater maximum soil contaminant concentrations (MSCCs). Two soil samples, collected between the locations of MW-1 and MW-2, at depths ranging from 3 ft to 10 ft bgs (below ground surface) contained petroleum constituents exceeding their respective residential MSCC standards. Three additional soil samples, collected at depths ranging from 18 ft to 24 ft bgs, also contained petroleum constituents exceeding their respective residential MSCC standard; however, it is likely that these samples were likely collected from within the smear zone, caused by seasonal fluctuations of the impacted water table. A 96-hour mobile multi-phase extraction (MMPE) event was performed at the site between February 25, 2013 and March 1, 2013. The MMPE event included the removal of LNAPL and petroleum impacted water from wells MW-1, MW-2, and MW-8. On March 19, 2013, LNAPL was identified in MW-1 (0.05 ft), MW-5 (0.4 ft), and MW-6 (0.4 ft). A second MMPE event was conducted at the site between August 19, 2013 and August 23, 2013. The MMPE event included the removal of LNAPL and petroleum impacted water from wells MW-1, MW-5, and MW-6. On September 5, 2013, during a groundwater sampling event, LNAPL was identified in MW-2 (0.13 ft) following the purging process. Laboratory analysis identified petroleum constituent concentrations exceeding their respective 2L standards in wells MW-1, MW-4, MW-5, MW-6, and MW-8. Petroleum constituents were also detected in MW-1, MW-5, and MW-6 exceeding their respective GCLs. On September 4, 2014, ATC personnel mobilized to the site to measure groundwater elevations and collect groundwater samples. Groundwater elevations and samples were collected from monitoring wells MW-1, MW-3 through MW-8, and DMW-1. LNAPL was identified in MW-2 (0.25 ft), and therefore a groundwater sample could not be collected from the well. An updated receptor survey was also performed for the site and surrounding properties during this period. Public water is available to the site and surrounding properties. One previously identified water supply well (WSW-1) was confirmed to have been abandoned by the Town of Cary in January of 2014. No other public or private water supply wells were identified within 1,000 ft of the site. On July 1, 2015, Cardno EES conducted geophysical designating and ground penetrating radar (GPR) activities at the site. Two on-site USTs were identified on the site (Figure 2). The two USTs partially extend into the Town of Cary right-of-way and partially overlain by a concrete sidewalk. The USTs are approximately 6 to 8 ft from the adjacent road curb. A private water line was identified between the two USTs, running from the water meter to the onsite building. Furthermore, an underground fiber optics line was identified running beneath the concrete sidewalk and overhead utilities were observed above the USTs. ATC conducted a groundwater sampling event at the site in October 11 and 13, 2016. ATC submitted the results of the sampling event in a report dated January 3, 2017. The report recommended the abandonment-in-place of two orphan USTs located at the site, performing an AFVR event on monitoring wells MW-1, MW-2, MW-5, and MW-6, and continuing to sample the existing monitoring wells and select water supply wells. ATC submitted a Groundwater Monitoring Report on February 16, 2018 documenting a December 11, 2017 8-hour AFVR event and groundwater sampling event. Concentrations above 2L Standards were present in monitoring wells MW-1, MW-4, MW-5, MW-6, MW-7 and MW-8. Additionally, benzene was detected in MW-1, MW-5, and MW-6 in excess of the GCL. Concentrations of 1,2- Dichloroethane were detected above the GCL in MW-1. The horizontal extent of the contaminant plume has not been defined to the 2L Standard to the north, south, or west. Additionally, the extent of benzene has not been defined to the GCL in the westerly direction. ATC recommended that the Groundwater Monitoring Report January 7, 2020 Cary Beverage (Incident #23409) ATC Project No. SLP2340904 6 two orphan USTs located at the site be closed in place due to the presence of underground and above ground utilities and their proximity to the roadway. ATC also recommended performing at least two quarterly AFVR events to reduce the VOC concentrations in MW-1, MW-2, MW-5, and MW-6. Although the owner of the adjacent property to the west of the site previously denied access for the purpose of installing additional monitoring wells, ATC recommended further attempts to gain access with the adjacent property owner. ATC contacted and met with the Town of Cary officials regarding the abandonment of the orphan USTs. The Town officials indicated that the orphan USTs should be removed rather than closed in place. ATC attempted to confirm if the UST removal could be negotiated with Town of Cary. ATC will notify NCDEQ with the Town of Cary’s response. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Groundwater Sampling ATC personnel conducted a groundwater sampling event at the former Cary Beverage site on September 17, 2019. Groundwater level measurements were collected from monitoring wells MW- 1 through MW-8, and DMW-1, using an oil-water interface probe, as LNAPL has been detected onsite in past sampling events. Depth to groundwater measurements ranged from 25.27 feet in MW-3 to 28.32 feet in MW-7. Monitoring well construction details and current and historical groundwater elevation data are summarized in Table 1. A groundwater elevation contour map generated using the September 17, 2019 groundwater elevation data is included as Figure 3. This figure indicates that the direction of groundwater flow at the site is generally to the southwest, and is consistent with historical data. Field notes from the September 17, 2019 site visit are included in Appendix A. Prior to sampling, MW-1 through MW-8, and DMW-1 were purged of groundwater, three times their well volumes, using new disposable polyethylene bailers. All groundwater samples were collected from the monitoring wells using the same disposable bailer used to purge the well. Samples were collected in laboratory-approved containers, packed in ice and delivered under chain of custody protocol to SGS North America Inc. (SGS) in Scott, Louisiana for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) by Environmental Protection Agency (EPA) Method 6200B. Groundwater Monitoring Report January 7, 2020 Cary Beverage (Incident #23409) ATC Project No. SLP2340904 7 4.2 Laboratory Analytical Results The laboratory analytical results indicated the presence of benzene concentrations above the GCLs in monitoring wells MW-1 and MW-2. Concentrations of 1,2-dicholorethane also exceeded the GCLs in MW-1 and MW-2. MTBE was also detected in a concentration that exceeds the GCL in MW-2. Several petroleum constituent concentrations exceeded the 2L Standards in monitoring wells MW-1, MW-2, MW-4, MW-5, MW-6, MW-7, and MW-8. Compounds detected above NC 2L Standards in the sampled monitoring wells include benzene, toluene, ethylbenzene, total xylenes, MTBE, IPE, naphthalene, 2-hexanone, isopropylbenzene, p- isopropyltoluene, n-propylbenzene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, methyl chloride, 1,2,3-trichloropropane, and 1,2-dicholorethane. A comparison of the laboratory analytical results from the current sampling event (9/17/19) to the previous sampling event (1/11/18) indicates a decrease in benzene in monitoring wells MW- 1, MW-4, MW-5, and MW-6. LNAPL was not detected during this sampling event. Concentrations of benzene increased in monitoring wells MW-7 and MW-8; however, concentrations remain below the GCLs. Current groundwater analytical data is summarized in Table 2 and historical groundwater analytical data is summarized in Table 3. Natural attenuation parameters were collected during the groundwater sampling event and are summarized in Table 4. The laboratory analytical report and chain-of-custody forms are included in Appendix B. Maps showing contaminants of concern including dissolved benzene and additional contaminants of concern are included as Figures 4 and 5, respectively. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory report was conducted. During the review, it was concluded that samples were received by the laboratory in acceptable condition and properly preserved. The samples were analyzed within the correct holding times, and the chain of custody was properly completed by all parties. The laboratory QC report shows an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. Refer to the laboratory reports in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. Groundwater Monitoring Report January 7, 2020 Cary Beverage (Incident #23409) ATC Project No. SLP2340904 8 5.0 CONCLUSIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a GMR documenting a September 17, 2019, monitoring event for the former Cary Beverage site, located at 526 East Chatham Street, in Cary, North Carolina. Previous investigations at the site have identified two orphan USTs located underneath the sidewalk, within the NCDOT right-of-way, adjacent to the site. Results from the September groundwater monitoring event indicated the presence of benzene concentrations above the GCL in monitoring wells MW-1 and MW-2. Concentrations of 1,2- dicholorethane also exceeded the GCL in MW-1 and MW-2. MTBE was also detected in a concentration that exceeds the GCL in MW-2. Several petroleum constituent concentrations exceeded the 2L Standards in monitoring wells MW-1, MW-2, MW-4, MW-5, MW-6, MW-7, and MW-8.
