(Terracon) is pleased to submit this Letter Report documenting site visit and receptor survey update activities for the above referenced property. This letter report has been prepared in general accordance with North Carolina Department of Environment and Natural Resources (NCDENR), UST Section Guidelines for Assessment and Corrective Action for UST Releases,dated July 15, 2008, revised December 2013 and Task Authorization No. 01, approved on October 9, 2014. The purpose of this letter report is to document site conditions and activities completed by Terracon during a recent site visit and receptor survey update at the Starflight Self Service site. The site visit was performed on November 12, 2014 at the Starflight Self Service site located at the intersection of U.S. Highway 1 (Jefferson Davis Highway) and Cedar Lane Road in Cameron, Lee County, North Carolina (Figure 1). This letter report was prepared for the site in response to a request by Mr. Mark Petermann, Incident Manager with the NCDENR Division of Waste Management, State Lead Program. The Federal/State-Lead Monitoring Report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDENR Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, dated July 15, 2008, revised December 2013, under the supervision of Mr. Craig D. Eady, a North Carolina licensed professional geologist (North Carolina License No. 1599). Starflight Self Service Cameron, North Carolina Terracon Project No. 70149670 Incident No. 20567 December 5, 2014 Responsive ■Resourceful ■Reliable 2 Site Setting The Starflight Self Service site is comprised of undeveloped property located within the North Carolina Department of Transportation (NCDOT) right-of-way (ROW) on the northeastern quadrant of the intersection of US Highway 1 and Cedar Lane Road. The site consists of gravel and grassy areas and is currently being used for the staging of gravel and soil materials by NCDOT. The surrounding properties primarily consist of undeveloped wooded land with some residential development. Property to the north and east consists of additional NCDOT ROW property being used to stage gravel and soil materials followed by wooded land. Property to the south consists of Cedar Lane Road followed by undeveloped cleared land. Property to the west consists of US Highway 1 followed by undeveloped cleared land. Residential properties are located in the southern and northwestern vicinities. Rocky Fork Christian Church is located in the eastern vicinity. The site and surrounding properties are depicted on Figure 2. Site History A release from a former on-site UST system was discovered in May 1996 during the completion of a Preliminary Site Assessment (PSA) by Environmental Investigations, Inc. (EI) on behalf of NCDOT. According to information contained in the NCDENR UST Section incident file associated with the site, the site reportedly contained a gasoline retail facility with one 2,000-gallon gasoline, one 2,000- gallon diesel, one 1,000-gallon gasoline, and two 8,000-gallon gasoline USTs. The EI PSA included the installation of one groundwater monitoring well, SB-14. In January 1999, EI supervised the removal of the UST system including the excavation of the on- site USTs. At the time of the UST system removal, the site contained the abandoned Starflight Self Service facility. Prior to the excavation of the USTs, approximately 1,190 gallons of residual materials were pumped from the tanks. Based on field observations of petroleum staining, odors, and elevated photo-ionization detector (PID) readings, NCDOT authorized EI to excavate additional soil from around the UST system components (USTs, product lines, and dispenser island). The final limits of the tank pit excavation measured approximately 60 feet by 45 feet by 9 feet deep, which was approximately two feet below the observed depth of groundwater, while the final limits of the dispenser island excavation measured 34 feet by 21 feet, by 9 feet deep. Approximately 262.83 tons of petroleum-impacted soils were excavated. Confirmation soil samples were collected from the walls of the UST excavation and from beneath the dispenser island. Laboratory analysis of the collected samples revealed concentrations of targeted petroleum compounds to be below the laboratory’s detection limits or below NCDENR’s soil-to- groundwater Maximum Soil Contaminant Concentrations (MSCCs) with the exception of benzene, naphthalene, and isopropyl ether (IPE), which were detected slightly above their respective soil-to- groundwater MSCCs. However, the detected concentrations of these compounds were well below their respective residential MSCCs. The only groundwater sample to have been collected at the site consisted of a groundwater sample collected from SB-14 during the completion of the May 1996 PSA. Laboratory analytical results of the sample revealed toluene, ethylbenzene, xylenes, and naphthalene concentrations above NCDENR 2L groundwater standards (2L standards). The most recent receptor information, which comes from a January 2009 receptor survey conducted by ATC Associates, Inc. (ATC), indicates that there are three water supply wells located within 1,000 feet of the source area. One of the wells was reportedly used for irrigation, one was reportedly used for livestock, and third was reportedly not in use. ATC reported that municipal water is provided to each of the properties containing the identified water supply wells. Updated Receptor Survey Terracon completed an updated receptor survey as part of the recently completed site visit. Four water-supply wells were identified within 1,500 feet of the UST basin (source area), during Terracon’s receptor survey. The identified wells were all located over 1,000 feet from the source area. Two of the wells (WSW-2 and WSW-4) serve as active, potable water sources while one additional well is active, but is used for irrigation (WSW-3) because the property is connected to municipal water. The remaining water supply well (WSW-1) is inactive. Confirmation of the number and location of residences or businesses that utilize well water near the site was conducted by Terracon during a vehicle/foot reconnaissance along public roads within 1,500 feet of the site. In addition, Terracon contacted the City of Sanford’s Public Works Department, who provides public water to the area surrounding the site. The City of Sanford’s Public Works Department provided Terracon with an updated list of public water connections in the vicinity of the source area. This updated water connection information is presented on Table 1 and is reflected in the above discussion of active, potable wells in the surrounding vicinity. Results of the water supply well inventory are presented in Table 1 and well locations are depicted on Figure 3. Site Visit Summary Prior to Terracon’s site visit, an access agreement was obtained from Mr. Marty C. Tillman of NCDOT. A copy of that agreement is attached to this letter report. Mr. Tillman indicated that the attached agreement will suffice for site access; however, if future work at the site involves groundwater monitoring well installation, soils borings, or soil excavations, a NCDOT Encroachment Agreement will need to be obtained. Terracon completed a site visit on November 12, 2014. As part of the site visit, Terracon attempted to locate, gauge, and evaluate the condition of monitoring well SB-14, which had been installed on- site during the 1996 assessment of the site, as well as document current site conditions and operations. The site is currently undeveloped and was observed being used by NCDOT to stage stockpiles of gravel and soil materials. In addition to the stockpiles, the site consists of gravel and grassy areas. Starflight Self Service Cameron, North Carolina Terracon Project No. 70149670 Incident No. 20567 December 5, 2014 Responsive ■Resourceful ■Reliable 4 At the time of Terracon’ s site visit, indications of monitoring wells or the former locations of the UST basin, dispenser island, or former service station were not observed. Terracon used historical aerial photographs and existing site maps to locate such features. It appears that the lone groundwater sample collected at the site in May 1996 was likely collected from a temporary well location or the well location has subsequently been destroyed/abandoned. Conclusions Terracon has reached the following conclusions based on its review of the existing historical assessment data gathered at the site along with the information gathered during Terracon’s recent site visit and receptor survey update: n Sensitive receptors are not present within 1,000 feet of the identified source area. n The majority of the contaminated soil encountered during the 1999 UST closure activities appears to have been excavated as only very low concentrations of benzene, naphthalene, and IPE were detected in one of the confirmation samples collected following excavation activities. The identified concentrations of these compounds were well below their respective residential MSCCs. n It is possible that petroleum contaminant concentrations remain present in the on-site groundwater above 2L standards. One groundwater sample has been collected at the site during an April 1996 assessment, which exhibited concentrations of toluene, ethylbenzene, total xylenes, and naphthalene above 2L standards. Though it is likely that the concentrations of these compounds have been greatly reduced on-site due to the excavation of source area soils during the 1999 UST closure activities and the natural attenuation of these compounds over the eighteen years since that groundwater sample was collected. n Existing groundwater monitoring wells were not identified at the site. Recommendations Based on the currently available information regarding the site, Terracon recommends the following: n Based on the lack of sensitive receptors and the relatively low concentrations of petroleum constituents that may remain in the on-site groundwater, the risk level of the site could be adjusted to “low” and the site be closed out with a restriction on the use of the groundwater at the site. n If NCDENR chooses, an Encroachment Agreement could be obtained from NCDOT for the installation of temporary or permanent groundwater monitoring wells to verify groundwater quality at the site prior to pursuing closure of the site. However, locating the precise location of the former on-site UST system will be difficult due to the demolition of the former Starflight Self Service facility and the re-grading of the site as part of the realignment of the intersection of U.S. Highway 1 and Cedar Lane Road.
