Dear Mr. Fish and Mr. Fitzpatrick,
The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received
and reviewed a request to export an approximate 20,000 cubic yards of soils from the Electrical
Apparatus Machine (EAM, 23088-19-060) Brownfields Property to the Matheson Ave II (22042-
18-060) and Matheson Ave Creek (23015-19-060) Brownfields Properties (collectively, Matheson
Ave) Brownfields Properties. This request was submitted on your behalf by Mr. Rob Foster of
Wood Environment & Infrastructure Solutions, Inc (Wood). DEQ understands the redevelopment
on the Matheson Ave Brownfields Properties will be done jointly under the DEQ-approved
Environmental Management Plan (EMP) dated November 26, 2019.
DEQ Brownfields reviewed the soil analytical data provided in the Beneficial Reuse Soil
Assessment Report dated June 12, 2020 and the Report of Phase II Environmental Site Assessment
dated September 11, 2019, both prepared by Wood. Review of the DEQ Risk Calculator which
incorporated data from both properties did not increase risk at the receiving Matheson Ave
Brownfields Properties. Therefore, DEQ Brownfields approves of up to 20,000 cubic yards of soil
to be exported to the Matheson Ave Brownfields Properties.
All soil export must be conducted under the DEQ Brownfields approved EMP. Per the EAM EMP,
the soils will be field screened during excavation prior to export from the property. If unanticipated
impacts are identified during excavation, please refer to the EMP for further actions and cease
transfer until appropriate characterization can be completed.

In addition, in accordance with the approved EMPs for EAM and Matheson Ave Brownfields
Properties, annual Redevelopment Summary Reports will be submitted to DEQ Brownfields.
Details related to the disposition of this soil including but not limited to, total volume, general
description of field screening efforts, etc. should be included with each Property's Redevelopment
Summary Report.
Please be advised that this approval does not waive any applicable requirement to obtain any
necessary permits, licenses or certifications which may be required from other state or local
