1. The following requirements shall be met prior to receiving solid waste at the site:
a. F'iling of the certified copy of the permit with the register of deeds.
b. Sitapreparation in accord~nce with operational plan.
c. Site inspection made by a representative of the Division of Health
Services.
d. Posting of the solid waste permit number on the entrance sign to the
landfill.
2. Disturbed, denuded and freshly covered areas should be seeded as follows:
a. Sericea Lespedeza (scarified) 40-50 lbs./acre
b. Weeping Lovegrass, 4-5 lbs./acre

Comm/Scope Company has a solid waste material that is unacceptable
for the county 1 andfi 11 because of the package and the continuous wire ..
The wire tends to wrap around their equipment and causes downtime and extra
maintenance repairs. This is the only reason we are applying for an approved
rubble site.
The material is insulated copper covered steel wire, packaged in coils
or bales. In some cases the insulated wire is shielded with 34 Al~G aluminum
wire. The insulating material is polyethylene and in some cases the final
insulation is polyvinyl chloride. At today's prices, it is not profitable
for scrap processors to reclaim the metal, so we must dispose of this ma-
terial.
Mr. Bill Head, the property owner of the proposed site, wants the
material to fill a ravine that has been eroded by surface water. The ravine
is normally dry and does not continuously feed a stream or lake. It will
take approximately two years to fill the cavity and will be Comm/Scope's
responsibility to keep it pushed in and covered. Mr. Head will fertilize
and sow in grass as it is filled to prevent further erosion. This is a
mutual agreement between Bill Head and Comm/Scope Company, with both parties
benefiting.
Enclosed are maps, copy of land plat and deed. If there are other
questions, please advise.

I received your letter of request for a rubble site.for Crnnm/
Scope Company west of Rural Road 1004 on Mr. Bill Head's property.
In making an inspection of this property along with you itnd Mr.
Bob Apple, the State representative, it is my belief that this
piece of property falls well in the guide lines of being suitable
for a rubble pit.
There is no· problem as far as zoning on this piece of property
as long as all guide lines are met for a rubble site. Therefore,
it is my recommendation that a permit be granted for this piece
of property for a rubble site.

Scope Company west of Rural Road 1004 on Mr. Bill He~d's property.
In making an inspection of this property along with you and Mr.
~ob Apple, the State representative, it is my belief that this
piece of property falls well in the guide lines of being suitable
for a rubble pit.
There is no problem as far as zoning on this piece of property
as long as all guide lines are met for a rubble site. Therefore,
it is my recommendation that a permit be granted for this piece
of property for a rubble site.
