Expires 10/11/2025. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS: 01 - This facility was issued a Life of Site permit on August 4, 2015 and expires on October 11, 2025. 02 - Facility has adequate signage. 03 - Facility is secured by chain link fences and locking gates. 04 - Interior roads are made with all-weather materials. 05 - This facility has 3 Certified Transfer Station Operations Specialist: Tyrone Sumler, expires 12/7/2020, Ricky Knight, expires 6/20/2021, Melvin Brown, expires 8/15/2021 and Andrew Ward, expires 6/21/2022. 06 - NO records were reviewed during this inspection. 07 - The Leachate drains at the Transfer Station looked good today, but was starting to build up to the top of the grate. In need of solids removal. 08 - Having no stored loaded trailers has helped this site. 09 - This facility’s new contractor, Stella Environmental Services appears to be doing a better overall management at this time. 10 - Tipping Floor was clean for working hours during this inspection. 11 - More Repairs on the Outside metal have been done to keep trash inside the building. Still has a few more areas to replace the metal. 12 - The windblown trash was at a minimum during this inspection. As noted on the last inspection, there was windblown trash behind the Chain Link Fence, that has also been removed and maintained. 13 - PTO was issued 8/4/2015. A 5 year limited review will be due by 10/11/2020. PTO expires 10/11/2025. 14 - Waste from this facility is permitted to be taken to Sampson Co. Disposal 8202-MSWLF-2000, East Carolina Regional Landfill, 0803-MSWLF-1993 and Brunswick Waste Management Facility, SWP 583 in Lawrenceville Va. 15 - Facility is permitted to receive waste from within, Duplin, Edgecombe, Franklin, Greene, Halifax, Johnston, Lenoir, Martin, Nash, North Hampton, Pitt, Wake, Wayne and Wilson Counties. 16 - Facility is designed to receive 1000 tons per day. 17 - Covid-19 recommendations were followed on this inspection. 18 - Digital pictures were taken during this inspection and some are attached to this report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
