STATUS OF PERMIT:
Notified site. No permit required. PURPOSE OF SITE VISIT: NOV - Follow up Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: Remediation is being conducted to achieve compliance of past violations. OBSERVED VIOLATIONS No new violations were observed during this inspection.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS; 01 - The land on which this Land Clearing and Inert Debris Landfill (LCID) is located, is owned by H.D. Newbern and Finley S. Newbern and recorded in Book 401 page 46 of the Currituck Co. Register of Deeds. 02 - The Notification was recorded on July 24th, 1997 in Book 413 Page 825 of the Currituck County Register of Deeds.
03 - Site has locking gate for security. 04 - The road is in good condition. Constructed of rock and sand for all-weather conditions. 05 - Facility has added a CLOSED sign at the locking access point. 06 - Good Progress has been made on removal of the dug up debris to the notified LCID. 07 - It appears that some work has also started on getting the facility footprint back to less than 2 acres. 08 - The Grinder has broken down at this time. 09 - Almost all the large debris that were dug up on the last inspection have been moved. 10 - Continuing to dig up the remaining debris around the pond area. 11 - Another site inspection will be performed before the extended deadline (July 06, 2020) to dig a few test holes to see how much further the buried debris are if any. 12 - Contact John College in the event the test holes can be performed sooner than expected. Contact information is below. 13 - Copies of this report will be sent to Currituck County Staff, Leighton Earwood and Rachael Anderson. 14 - Digital pictures were taken during this inspection and some are attached to this report.
