Permit Condition 2 This site shall be operated and maintained in accordance with the nutrient management plan submitted by Maxine & Frankie Jones and approved by the Division of Waste Management. Field 1 has been fenced in and cattle are currently grazing in this permitted area. This on site change was not recently communicated to this office and the approved nutrient management plan contains no information for grazing at this site. Per the current nutrient management plan the disposal fields are to be harvested. Submit a revision of the nutrient management plan to this office to include grazing for this land application site. Hay bales are currently located along the perimeter of field 2 on the south side & need to be removed immediately. Any hay harvested from the permitted areas shall not be left along the field perimeters or in the buffer zones. Per the current nutrient management plan hay from the disposal fields is to be sold to a local farmer for livestock feed. Also Field 2 is tall and needs to be harvested at this time per the approved nutrient management plan – while in accordance with the 30 day waiting period after the last septage land application event on this field. The field markers appear accurate except for on the north side of the site which was previously discussed with Mr. Jones and since the last audit has been fenced in for cattle. Setbacks were not measured at this time. 2. Received a soil report - possibly this is for the proposed area to be added to the north side of the site. Have not yet received the requested SLAS application (for a permit modification for additional acreage) or written confirmation from the individual who performed the original site evaluation that this area to the north was included in that site evaluation. If this area was not included in the original site evaluation then an additional site evaluation shall be performed and that information submitted to this office. 3. No apparent sign of recent or heavy application. No odors noted. No apparent signs of land application outside the permitted boundaries. Noted scattered thin spots. Continue efforts to improve the Bermuda & control weeds. 4. The required signs are posted and the access road is adequate. 5. The Raleigh Central office received an authorization form for A Countywide Septic Services Inc to discharge septage at this land application site in 2020. Per Rule .0842(e)(3) a copy of the land application site logs shall be submitted monthly if any firm other than Belton’s Septic Tank Service discharges on these fields. 6. Soil samples shall be taken by the operator on the permitted fields this fall. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
