This permit is in the names of: Currituck County (owner) and Republic Services of North Carolina, LLC (operator). PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 6 ADDITIONAL COMMENTS: 01 - This facility compliance inspection was conducted with Leighton Earwood, Currituck Solid Waste Director. 02 - Minimal windblown trash was noted during this inspection around the transfer station. Looks good. 03 - Interior and Exterior repairs have been done at this facility. Extended to load out pad to keep leachate draining into the leachate system. 04 - Tipping floor and loading bay were clean as they can be during working hours. 05 - Noted on the last inspection was an I-Beam that had accumulated waste. The I-Beam has been turned over and looks good today. 06 - No leaks were detected on stored (loaded) trailers and trailers were tarped. 07 - Fire suppression equipment is available with several charged fire extinguishers and water hoses at the tipping floor and there is one fire extinguisher at the scrap metal area by 2 fuel tanks. One on the tipping floor is in need of re-charging. 08 - Certified Transfer Station Operation Specialist: David Lowe, expires 5/25/2022, Charlie Rome, expires 3/12/2022 and Taylor Copeland, expires 11/14/2022. 09 - Scrap metal pile is getting large. Need to clean up at the back of the pile. 10 - The white goods area was also inspected and found that all white goods containing CFC’s were upright until the CFC has been removed. These items are marked with a red X and a small label after the CFC is removed and then they are place on the scrap metal pile for removal and sale. 11 - The yard waste area is getting very full. Contract Grinder has been called for grinding and removal. 12 - There was quite a bit of non-conforming waste noted in the Yard Waste piles. It appears that most of this non-conforming waste is coming from the County Public Convenience Centers (noted by piles and visual evidence – See pictures) which are Contract Operated by Waste Management according to Leighton Earwood. Better screening at these site is needed to prevent a violation. 13 - Scrap tires are stored in enclosed box containers. 14 - Incoming load receipts were not reviewed during this inspection. 15 - Other records not reviewed during this inspection. 16 - Roads are constructed of all-weather materials and maintained well. 17 - Facility has adequate signage with required information. New directional signs have been installed. 18 - No evidence of Scavenging of waste at the transfer station during this inspection. 19 - Overall management of this facility has improved. 20 - Digital pictures were taken during this inspection and some are attached to this report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
