ADDITIONAL COMMENTS
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
OBSERVED VIOLATIONS:
On March 24,2016,John Patrone met with Melvin Parrish,Jr,to conduct a comprehensive inspection of Parrish Farms Yard Waste
Notification on Parrish Road in Chapel Hill,Orange County.
The Yard Waste Notification (YWN)is operated on land owned by Melvin Parrish.
The site is located via gravel drive,marked number 1501,off of (a gravel road)Parrish Road.
The site is open to the public although material accepted is generally associated with the Parrish's grading business.
Only high carbon:nitrogen ratio material is accepted for grinding.
Mr.Parrish stated that composting will not occur.
No ground material is stored on the site.
There is ~1500 cubic yards of high carbon:nitrogen ratio material on site.
Ensure processed and unprocessed material on the site is <6000 cubic yards quarterly.
Mr.Parrish stated that the material on site will likely be ground in late summer 2016.The frequency of grinding generally depends on if a job
is contracted that requires mulch.
Mr.Parrish stated that soil mixed with wood will be screened when topsoil is needed.
Ensure engineered wood products and pressure treated wood products are not accepted.
Ensure stained,painted,etc.wood is not accepted.
It was agreed that the material on site will be incorporated into uniform windows.
The area used to store unprocessed material is atop a downslope.
Ensure the site is graded such that stormwater does not pond along the downslope.
It is suggested that a stormwater catch basin is constructed near the low end of the downslope.
The property has an inert material used as beneficial fill area and stores materials for reuse and recycling.
Access roads are of all weather construction.
It is suggested that facility access is controlled.
Ensure a sign is posted noting YWN 68-004 and facility contact information.
The YWN shall be renewed annually by June 1st.
