Expires September 13, 2054. PURPOSE OF SITE VISIT: Partial Follow Up Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: 1. Transfer Station Permit, Attachment 3, Part VI: Transfer Station / Treatment and Processing Unit HOKE COUNTY TRANSFER STATION, 4702-TRANSFER-1994, #8, - All water that comes in contact with solid waste, including vehicle wash-down water, is leachate and must be captured and properly treated before release to the environment in accordance with the approved Operation Plan (FID 1284974) and Rule 15A NCAC 13B .0402(3). Trailers were found leaking onto ground behind White Goods/Electronics area towards the Closed MSW EOW. Upon discovery, Don and Dan were informed and asked to stop leaking trailers. The two trailers were moved FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 into a position, in which, the tongue was the lower inclined end of the trailer to take pressure off the other gated end. The trailers were owned by Hilco and need repairs. A “trough” needs to be put at the end of each trailer, just in case the trailers leak and drip. Cow feeding troughs seem to work well at other facilities and they are as wide as the trailer. One trailer was leaking from bottom. Also, park trailers with tongue end to be the lowest point so any leachate will not be against the gate end and have time to seep through. Cover trailers to prevent further leachate from being created. This is a potentially serious issue, if leachate contaminants the ground where the trailers are being stored then soil may need to be sampled, tested and potentially removed and disposed of in landfill, and if serious enough ground water monitoring may be needed to ensure ground water isn’t contaminated. 2. Transfer Station Permit, Attachment 3, Part VII: Miscellaneous Solid Waste Management Units, Discarded Electronic Waste Collection Area - 16. Discarded electronic equipment including televisions and computers as defined in N.C.G.S. 130A-309.131 can be temporarily stored inside a covered structure as shown on Figure No. 2 (FID 1284974). Electronics were on an elevated concrete pad, near White Goods area, not under a covered structure. ADDITIONAL COMMENTS 1. The sign at the entrance sign at the entrance to the facility was correct. It contained the permit number for the transfer station and the LCID. The emergency contact number is “911’, consider adding a 24/7 County contact number as well. The gate at the entrance was unlocked at the time of this inspection. 2. There was no windblown litter viewed from the road coming into facility or trailer storage area. The loading bay did have a lot of waste that missed trailer and feel around it. When arriving onsite, the trailer was being removed and the area was starting to be cleaned for the next trailer to pull into bay. 3. The leaking trailers had been filled on the day of this inspection. Facility staff was in process of getting a backhoe over to the area where the trailers had leaked to scrape up the soil and dispose of it in the WTS. 4. Corrective measures should be taken to address the leaking trailers and containing leachate from the trailers. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
