PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the yard waste facility notification is in compliance with 15A North Carolina
Administrative Code (NCAC) 13B .1404(a)(1)-(10), 13B .1406, and the requirements as stated on the yard waste
facility notification application and the corresponding approval letter).

ADDITIONAL COMMENTS
On March 24, 2016, John Patrone met with Carl Buckland to conduct a comprehensive inspection of the Northfield
Farms YWN on W. Old Glencoe Road in Burlington, Alamance County.
1. The yard waste notification (YWN) is located on an undeveloped parcel of land owned by Mr. Buckland.
2. The property parcel is ~ 28 acres.
3. The property also contains a notified land clearing and inert debris (LCID) landfill, number N0526.
4. Northfield Farms YWN grinds high carbon:nitrogen ratio material but can also accept high nitrogen:carbon
ratio material.
5. All material received is processed for boiler fuel.
6. If high nitrogen:carbon ratio material is accepted and not ground for boiler fuel it shall be composted.
7. Material accepted shall be less than 6000 yd3 quarterly, processed and unprocessed, combined.
8. All of the material on site was last ground and hauled-off in July 2015.
9. Records are maintained for material received. Material received from August 2015 through February 2016 is
6,117 yd3. Material received for March 2016 had not been tabulated but it is expected there is ~ 6,500 yd3 on
site.
10. Mr. Buckland stated that grinding is scheduled to begin within the next couple of weeks. The material will be
hauled-off as it is ground.
11. The property contains a temporary disaster debris staging site (TDDSS). The TDDSS number is: DS01-010.
12. The YWN area is designated by posts.
13. Access roads are of all-weather construction.
14. The facility is secured by a steel cable and padlock.
15. The facility has a proper sign.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
