ADDITIONAL COMMENTS 1. Partial inspection and introduction of new Inspector to facility staff and new Solid Waste Director.
2. Facility roads were in good condition. 3. There were some cracks observed in the tipping floor during this inspection. Staff should continue to monitor the floor and ensure repairs are made if necessary.
4. Transfer station is being washed down only once a year after speaking with staff. This should be increased to keep a cleaner station, reduce odors, vector attraction and a safer environment to work in and around. 5. Leachate collection grate at front of the WTS appeared to be clogged and possibly not working properly at the time of this inspection. Recyclables had a small amount of ponding leachate from this clog. Washing down the WTS more frequently may aid in preventing build-up of waste resulting in ponding in the recyclables area. Permit, Attachment 3, 13(c) states, Waste must not be placed in ponded water. This was requested to be cleaned up by DWM site and a picture submitted, it was received following day. Thank you. Please be sure and correct this problem so doesn’t happen in future.
6. Recyclables come from Town of Aberdeen, Pinehurst, Pine bluff and Robinsons Unique Sanitation, who services an area including Whispering Pines. They are then sent to Pratt Industries, Fayetteville, NC. 7. Recyclables are deposited in a position open along the front of the facility, and can be affected easily by the
wind. Methods (netting, fencing) to contain the waste inside WTS recycling area so that it doesn’t become windblown on the surrounding grounds should be considered. This may save staff time from having to collect the same waste two or three times etc.
15A NCAC 13B .0402 (7) Appropriate method shall be provided to confine material subject to be blown by the wind within the area. At the conclusion of each day of operation, all windblown material resulting from the operation shall be collected and returned to the area by the owner or operator. 8. The grate over the leachate drain in the trailer loading bay had been removed and the drain contained waste. Ensure that drain covers are in place and lines are maintained in free flowing condition. 9. Trash was observed around leachate collection system tank in the secondary containment at the bottom of the hill near loading bay entrance. While onsite, DWM staff requested this be cleaned and a picture submitted. It was received the following day. Good job. Leachate is pumped by Donavan Sewer and Pumping and it goes to a WWTP. 10. Trailer loading area had recently been cleaned but trash is piling back up. Be sure and collect each day, if not careful this could add windblown trash on the grounds and perimeter of the facility. 11. Two trailers onsite for tires, one getting filled and one on standby until the first is full.
12. Waste has been collecting on ledges of the loading bay. The metal siding is corroding where waste has built up on the beams. Waste should be removed and siding repaired as necessary. 13. A comprehensive inspection to review facility records, waste screening, certified operators etc., will be
conducted at future date.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Windblown waste was being picked up and not an issue at time of inspection. Grounds looked good.
