Dear Mr. Grubbs:

On January 22, 2014, the North Carolina Brownfields Program (NCBP) received the Post
Construction Sampling Plan for Tract F in Bryant Park the above referenced brownfields
property. This sampling plan was submitted in accordance with the approved Soil Management
Plan for “Area of Known Soil Contamination” dated July 18, 2013 prepared by Hart & Hickman.
The sampling plan is acceptable and approved with one minor revision. Please split sample Area
A into two distinct and different samples areas. Proposed Sample Area A is listed in Table 1 and
on Figure 2.

Be advised that this approval from the NCBP does not waive any applicable requirement
to obtain any necessary permits, licenses or certifications for the above listed activities nor does
it waive any requirement to comply with applicable law for such activities. If you have any
