HomeMy WebLinkAboutRA-2181_13379_CA_RPTS_20191209_2019 QTR 2 LETTER REPORT  WithersRavenel Our People. Your Success.  115 MacKenan Drive | Cary, NC 27511  t: 919.469.3340 | f: 919.467.6008 | www.withersravenel.com | License No. C‐0832  Cary | Greensboro | Pittsboro | Raleigh | Wilmington     December 9, 2019    State of North Carolina  Department of Environmental Quality  Federal & State Lead Program  Division of Waste Management‐Underground Storage Tank Section  1646 Mail Service Center  Raleigh, North Carolina 27699‐1646    Attn: Mr. Mark Petermann    Reference:   Letter Report – Small Scale Injection Follow‐up Monitoring &   Supply Well Sampling  Arvin Oil Company  5837 & 5839 Fayetteville Road (US Hwy. 401)  Raleigh, Wake County, North Carolina   Groundwater Incident Number: 13379  UST Number: RA‐2181  Facility ID No.: 00‐0‐0000025743  WR Project Number:  02140217.69    Mr. Petermann:    WithersRavenel, Inc. (WR) has prepared this letter report to document the performance of follow‐ up groundwater monitoring at the Arvin Oil Company site, located at 5837‐5839 Fayetteville Road  in Raleigh, Wake County, North Carolina.  These activities were performed in association with TA‐ 08 for the site, under Contract # N17005, authorized by NCDEQ on October 15, 2019.        WR was tasked with the completion of a limited groundwater sampling event at the facility, as  follow‐up to small‐scale injection events conducted at the site during November 2017 and January  2019.  This limited groundwater sampling event was performed on October 22, 2019 and included  the purging and sampling of monitoring wells MW‐1, MW‐3R, MW‐4, MWD‐5, MW‐8 and MWD‐ 9.  WR was also tasked with the collection of supply well samples from WSW‐2, WSW‐20, WSW‐ 21 and WSW‐22.      Limited Groundwater Sampling Event    Prior to purging and sampling, WR personnel opened and gauged each well with an electronic  water level indicator.  Depths to groundwater measured in these wells ranged from 27.63 ft  beneath the top of casing (BTOC) in MW‐3R to 29.61 ft BTOC in MW‐1.  Groundwater levels  within the wells gauged in October 2019 averaged 2.7 ft deeper than levels measured in April  2019.      Following gauging, each well was purged with a separate disposable bailer until three well volumes  had been purged from the well(s).  Wells were samples with the bailers after adequate purge had  been completed.  Samples from the monitoring wells obtained on October 22, 2019 were  submitted for laboratory analysis by SM6200B.      WithersRavenel Our People. Your Success.  Former Arvin Oil Company Incident #13379 WR Project # 02170214.69  Letter Report – Small Scale Injection Follow‐up Monitoring December 2019  Page 2 of 4    At the time of sampling, WR personnel monitored levels of dissolved oxygen (DO), pH, water  temperature (temp), specific conductance and oxidation‐reduction potential (ORP) in the wells.    Monitoring of these parameters was performed to determine the effect the injectant material was  having on groundwater chemistry.  These measurements for each of the wells monitored are  shown in the following table, which includes measurements obtained from the same wells during  previous monitoring activities:      DO Temp. Letter Report – Small Scale Injection Follow‐up Monitoring December 2019  Page 3 of 4            Measurements obtained in October 2019 when compared to data from April 2019 showed the  following:     Dissolved Oxygen – A substantial decrease in DO was seen in well MWD‐5, while a moderate  drop was shown in MW‐8.  Levels of DO in MW‐4 and MWD‐9 also dropped, only slightly.   DO in MW‐1 increased slightly.     pH – A substantial decrease in pH was seen in MW‐4, while levels of pH in MW‐8 remained  high (>12).  Levels of pH remained relatively stable in the remaining wells.        Specific Conductance – Specific conductance remained relatively stable in the wells, with the  exception of a slight decrease measured in MW‐8.          Oxidation‐Reduction Potential ‐ ORP measurements remained generally stable over the April  – October 2019 period, excepting a substantial increase in MW‐4 and moderate decrease in  MWD‐5.      Analytical results for the groundwater samples obtained from site monitoring wells on October  22, 2019 showed one or more petroleum compounds in each of the wells sampled at  concentrations exceeding their respective 2L Standards.  Samples from each of the wells showed  general increases in contaminants (based on total BTEX concentrations) over the April 2019 data.   Total BTEX increases in MW‐8 were substantial over the April 2019 results.  Charts showing total  BTEX concentrations in over time are included as an attachment.      The increase in contaminants identified in the wells sampled during October 2019 may relate to  contaminant rebounding in association with groundwater level fluctuations (as previously noted,  groundwater levels averaged 2.7 ft deeper than those measured in April 2019).  Notably, benzene  was reported in the sample from MW‐8 at a concentration exceeding the 2L Standard for the  compound.  This is the highest level of benzene reported in the well to date, and may be an  indication that injection activities have liberated contaminants once bound to soils at the location.      On balance, comparison of values for the parameters measured and analytical results obtained in  association with sampling of the wells show that groundwater chemistry has been affected in such  a way as to promote continued degradation of targeted petroleum contaminants in the several  wells on the property, however, as is the case for injections of the nature completed at the site,  rebounding of contaminants appears to be occurring, possibly based on changes in groundwater  levels at the site.  .      Supply Well Sampling    WR also purged and sampled supply wells WSW‐2, WSW‐20, WSW‐21 and WSW‐22 in  association with this TA.    Supply well samples were collected from these wells following a minimum 10‐minute purge and  submitted for laboratory analysis by SM6200B.  Laboratory results for the samples showed the  presence of 1,2‐DCA and MTBE in WSW‐2 (the on‐site supply well) at levels above the NC 2L  WithersRavenel Standards for these compounds, and IPE at a concentration below the 2L Standard.  Data for  WSW‐22 showed acetone at a concentration of 14 ug/L, well beneath the 2L Standard for the  compound.  WR believes the presence of acetone in the well to be an artifact, as the compound is  a known laboratory cross‐contaminant.      The laboratory report associated with the supply well samples and those obtained from site  monitoring wells in October 2019 is included as an attachment.      WR recommends the performance of a limited groundwater monitoring event to be conducted  during January to verify contaminant trends in select monitoring wells and the sampling of on‐site
