The facility consisted of a Municipal Solid Waste (MSW) transfer station, tire collection site, white goods collection site, metals collection site, electronics and cardboard collection area. 3. The current Permit to Operate was issued on March 10, 2010. The permit states: "The Permit to Operate shall expire March 10, 2015. Pursuant to 15A NCAC 13B .0201(e), no later than September 10, 2014, the owner or operator must submit a request to the Section for permit review and must update pertinent facility plans including, but not limited to, the facility operation and waste screening plans." 4. The service area for this facility is Graham County. 5. Collected MSW waste is transported from this facility to the Rine-B*ff+arrdfill, Cherokee County, Ga. g0.11 (DTOO V , 6. Operational records, including the current Solid Waste Permit and Operations Plan, for the facility are maintained at the Graham County Sanitation Department offices located at 400 Snowbird Road, Robbinsville. �P'30 it.`e)0 7. Hours of Operation: Monday — Friday: 7­00 a.m. to -5-88ap.m. Saturday: 7:00 a.m. to 3:00 p.m. Closed Sundays Waste screening forms were reviewed and appeared to be correctly filled out. Items commonly found are white goods and tires. The screenings are conducted generally once per week. 9. The tire collection forms were observed. All forms reviewed were found to be correctly filled out with signatures. 10. A Review of training records include, but not limited to the following SWANA certifications for all facility areas of operation. The tire collection area was observed. There were two semi -trailers on site. All tires were in the trailer. The second trailer is kept in order to have one available when a load is taken to the U.S. Tire facility in Concord, NC. 12. The transfer station was observed. A loader was being used to push the MSW into the semi -trailer. Only incidental amounts of banned wastes were observed. The floor was cleared before the end of the audit. No vectors were observed. The leachate drain across the entrance to the transfer station was observed. The drain was free of dirt; however, the grating had been removed in order to install a new grate. Page 3 of.3- Transfer Station Entrance L.eachate Drainage Area 13. Collected leachate was being pumped to the Robbinsville Wastewater Treatment Plant (WWTP). 1 14. The white goods and metal area as located in an open area on a concrete pad. Freon is removed by staff. No white good items were observed during the audit. Used propane/pressurized tanks were collected and stored in the open shed. There was a covered cardboard bailing facility at this location. 15. The facility is now collecting electronic waste to be picked up by E-Cycle (a contractor). 16. The facility is gated after hours. 17. Waste oil is collected in two tanks along side of a 55 gal. drum that is used to collect used oil filters and covered by a new metal shed. This area is also on concrete which helps minimize the possibility of the oil getting into the jzroundwater. Used oil recycling area . Used oil filter recycling area Z 18. A very small amount of windblown waste was observed. 19. Fire extinguishers were located at the entrance to the transfer station. The nearest fire department is the Robbinsville Fire Department.
