It is my duty to inform you that the operation of
the Graham County Landfill is in violation of Section
.0103 of the Division of Health Services Solid Waste
Management Rules. On two consecutive inspections dated
March 11, 1980 and June 26, 1980, the violation of
"Evidence of Leaching" was recorded. We must require that
by July loth the migration of leachate into the stream
below the landfill be prevented. We suggest that this can
be done by placing an earthen barrier between the leachate
surfacing point and the stream. When this earth becomes
saturated with leachate it should be replaced by clean earth.
If we can be of further technical assistance, please
notify us.
