(CES) has completed a Groundwater Monitoring Report (GMR) associated with a confirmed petroleum release from the former underground storage tank (UST) system serving the Four Corners Store in Rocky Mount, North Carolina. This report, prepared in accordance with North Carolina Department of Environment and Natural Resources (NCDENR) directive dated November 23, 2011, as part of the State Lead Contract, is being delivered to the NCDENR Raleigh, North Carolina office on January 23, 2012, the regulatory deadline for submittal. 2.0 SITE ASSESSMENT 2.1 Site Description The subject property (site) is located at 6154 West Mount Drive in a mixed-use area within the jurisdictional limits of Rocky Mount, North Carolina (Figure 1). The site is improved with two one-story buildings. Claude’s Construction, Inc. currently occupies one of the dwellings and the second building is vacant. The site formerly maintained two 6,000-gallon underground storage tanks (USTs), both of which were removed from the ground in March 1994. The contents of the USTs currently are unknown. The site further is improved with asphalt, gravel, and concrete parking/access areas and a canopy cover. A chain link fence surrounds the rear of the property where a propane aboveground storage tank (AST) is located. The property is bordered to the west by South Old Carriage Road and to the southeast by West Mount Drive. Residential, commercial, and agricultural parcels are located in all directions from the site. The site obtains potable water from an on-site water supply well WSW-1. Water supply well WSW-1 also supplies potable water to a residence located at 6164 West Mount Drive. A site plan depicting pertinent features of the subject property is provided as Figure 2. A summary of the physical properties of gasoline and diesel, typical petroleum fuels of similar properties, are presented as Appendix A. During excavation activities, a petroleum sheen was observed on groundwater encountered in the UST basin. Laboratory analyses performed on the soil samples collected from the UST basin, product lines and dispenser yielded total petroleum hydrocarbon concentrations in excess of the North Carolina State Action Level of 10.0 parts per million. 2005 to 2008: Due to the presence of residual-phase impacts observed during UST closure activities, NCDENR requested further investigation to evaluate the extent of the confirmed impacts and the potential risk to human health and the environment. Six two-inch monitoring wells (MW-1, MW- 1D, MW-2, MW-3, MW-4, and MW-5 were installed at the site. According to the historical information obtained by CES, monitoring well MW-3 was installed proximal to the former UST basin. Monitoring wells MW-1 and MW-1D were installed west of the existing canopy. Monitoring wells MW-2, MW-4, and MW-5 were installed at various locations across the site to determine vertical and horizontal plume extents and to establish the hydraulic gradient. Subsequent chemical analyses revealed dissolved-phase petroleum compound concentrations in excess of the North Carolina 15A NCAC 2L .0202 (2L) groundwater standards in samples collected from monitoring wells MW-1, MW-1D, MW-3, MW4, and MW-5. The on-site supply well (WSW-1) and two adjacent supply wells (WSW-2 and WSW-3) also were sampled. Chloromethane was measured in excess of the 2L standard in samples collected from supply wells WSW-2 and WSW-3. No additional analytes were measured at, or in excess of, the respective laboratory method detection limits in samples collected from supply well WSW-1. July 2009 to February 2010: In accordance with regulatory directives, Terraine, Inc. (Terraine) performed multiple monitoring events in 2009 and 2010. Laboratory analytical results indicated elevated concentrations of dissolved-phase petroleum compounds in excess of the 2L groundwater standards in samples collected from monitoring wells MW-1, MW-3, and MW-4. A WellBoom™ manufactured by Universal Remediation, Inc. was installed in monitoring well MW-1 subsequent to sample collection. Samples collected from water supply wells WSW-2 and WSW-3 did not reveal measurable concentrations above the respective laboratory method detection limits. Water supply well WSW-1 was not sampled during this timeframe. September 2010 to May 2011: In accordance with further regulatory directives, Terraine supervised the installation of two additional two-inch monitoring wells MW-6 and MW-7 in September 2010 to in an effort to define the northeast and southern edge of the dissolved-phase contaminant plume. Subsequent groundwater analyses revealed dissolved-phase petroleum impacts in excess of the 2L groundwater standards in samples collected from monitoring wells MW-1, MW-3, MW-4, MW- 6, and MW-7. Lead was measured above the laboratory method detection limit in the samples collected from monitoring wells MW-1D and MW-2. Lead was detected above the 2L standard in the sample collected from supply well WSW-3. No additional analytes of concern were measured at, or in excess of, the respective laboratory method detection limits in the samples collected from supply wells WSW-1 and WSW-2. 5 Terraine completed an additional monitoring event in May 2011. Analytical results revealed elevated dissoled-phase concentrations in excess of the 2L groundwater standards in samples collected from monitoring wells MW-1, MW-1D, MW-2, MW-3, MW-4, MW-6, and MW-7. Petroleum impacts were not identified in samples collected from supply wells WSW-1 and WSW-2. Water supply well WSW-3 was unable to be sampled during this monitoring event. 2.3 Topography The subject site is located within the jurisdictional limits of Rocky Mount, North Carolina and is situated in the Yorktown Formation and Duplin Formation, Undivided and located in the Pre-Mesozoic Basement of the Coastal Plain Physiographic Province. According to the U.S. Geological Survey 7 ½ Minute Series Topographic Map of the Rocky Mount Quadrangle, North Carolina, the site elevation is approximately 176.0 feet above mean sea level. The nearest identified surface water body, an unnamed pond, is located approximately 750 feet east of the subject site. There are additional small ponds located in all directions from the site within 1,000 feet. 2.4 Local Geology CES reviewed the Geologic Map of North Carolina prepared by the Department of Natural Resources and Community Development, dated 1985. Published geologic information indicates that local geologic structures primarily comprise the Yorktown Formation and Duplin Formation, Undivided and located in the Pre-Mesozoic Basement of the Coastal Plain Physiographic Province. Yorktown Formation – Fossiliferous clay with varying amounts of fine-grained sand, bluish gray, shell material commonly concentrated in lenses; mainly in the area north of the Neuse River. Duplin Formation – Shelly, medium- to coarse-grained sand, sandy marl, and limestone, bluish-gray; mainly in the area south of the Neuse River. The above descriptions were extracted from the Geologic Map of North Carolina prepared by the Department of Natural Resources and Community Development, dated 1985. Drill cuttings collected during previous soil boring activities consisted of silty clay matrix extending to approximately 14-feet below ground surface (bgs). Competent bedrock was not observed during previous soil boring activities. 2.5 Receptor Survey On December 13, 2011, CES performed an updated site reconnaissance to confirm the presence of previously identified receptors located within a 1,000-foot search radius of the subject property. CES identified three parcels located within the 1,000-foot radius. Visual inspections were performed at the properties for evidence indicating the presence of supply wells/springs. The approximate locations of the potential receptors are presented on Figure 3. Table 1 is a summary of the potential receptors including property owner/occupant, address, potable water usage, and the estimated distance/direction from the source area corresponding to the locations presented on Figure 3. 6 Table 1. CES was unable to locate the majority of the monitoring wells due to the large amount of gravel now covering the site. On January 16, 2012, CES returned to the site with a metal detector and was able to locate all site monitoring wells. Groundwater samples were collected from monitoring wells MW-1, MW-1D, MW-2, MW-3, MW-4, MW-5, MW-6, and MW-7. CES also collected groundwater samples from supply well WSW-3. Prior to purging and sampling, a Heron InstrumentsTM H.01L interface probe was used to record the static water level and to investigate for the presence of free-product at the monitoring points. CES recorded the static water levels using the interface probe from a reference mark scribed at the top of the well casing. Groundwater flow at the site was determined using the triangulation method of the relative groundwater elevations observed within the monitoring points. Figure 4 is a potentiometric surface map generated from the relative elevations of equilibrated groundwater as measured on January 16, 2012. Groundwater elevation data is presented in Table 2. 9 Table 2. The wells were purged until a minimum of three well volumes had been displaced. Exterior spigots were purged for approximately 10 minutes prior to collection of supply well samples. Groundwater samples were collected using dedicated, disposable, high-density polyethylene (HDPE) bailers and were transferred directly into the appropriate sample containers immediately upon collection. Disposable, nitrile gloves were used during all phases of sample collection. The groundwater samples were labeled and maintained on ice pending delivery to an independent laboratory. The supply well and monitoring well samples were submitted to Pace Analytical Services, Inc. laboratory in Huntersville, North Carolina for volatile organic compounds (VOCs), MTBE, and diisopropyl ether (IPE) via Standard Method (SM) 6200B. Strict sample security and chain-of- custody documentation were maintained during all phases of transport. A summary of the calculated purge volumes is presented in Table 3. A summary of current and historic groundwater quality data is presented in Appendix C. Chain-of-custody documentation and the laboratory Certificates of Analyses are included as Appendix D. A dissolved-phase concentrations of concern (COC) map displaying the chemical analyses results for each monitoring well is included as Figure 5. Table 3. The findings of the risk assessment are presented in the following sections. 3.1 Identification of Receptors The following sections present the potential on- and off-site receptors of petroleum contaminants existing on-site and the possible pathways of exposure. 3.1.1 On-Site Receptors The subject property is served potable water by on-site supply well WSW-1. CES did not identify underground utilities on-site; therefore, impacts to any utilities is not likely a concern. 3.1.2 Off-Site Receptors The receptor survey performed during GMR activities identified three potential receptors located within the 1,000-foot search radius. Groundwater analysis performed on the sample collected from supply well WSW-3 did not yield measurable compound concentrations above the respective laboratory method detection limits. Based on topographic information, the nearest identified surface water body, an unnamed pond, is located approximately 750 feet east of the subject site. There are additional small ponds located in all directions from the site within 1,000 feet. 3.1.3 Identification of Exposure Pathways The identification of potential exposure pathways is necessary to evaluate the risk posed by the extent of the release. An exposure pathway requires that there be some mechanism for any person or population to come into contact with one or more of the media which contain the contaminant of concern. No risk is assumed in the absence of contamination or in the absence of an exposure pathway. 3.1.3.1 Inhalation The presence of asphalt, gravel, and concrete surfaces covering in the immediate vicinity of the UST basins and product lines mitigates concern associated with potential exposure to VOC vapors emanating from the subsurface. Structures appearing to maintain basements were not observed within the surrounding area. Therefore, concern associated with petroleum vapors impacting surrounding subgrade structures likely is mitigated. 3.1.3.2 Ingestion The presence of off-site private supply wells could serve as potential exposure pathways to petroleum-impacted groundwater. 15 3.1.3.3 Dermal Contact The UST basins and product lines are covered with asphalt, gravel, and concrete mitigating concern associated with inadvertent contact with adsorbed- phase contaminants. 4.0 GROUNDWATER MONITORING REPORT SUMMARY Laboratory analyses performed on the groundwater samples collected during this investigation yielded petroleum impacts in excess of the respective 2L groundwater standards in monitoring well MW- 1. MTBE was measured above the laboratory method detection limit in the sample collected from monitoring well MW-5. The additional monitoring well and supply well samples collected did not yield measurable levels of petroleum constituents above the respective laboratory method detection limits. The observed trend of decreasing concentrations or asymptotic conditions likely indicates the occurrence of natural attenuation. CES recommends additional groundwater monitoring to confirm the continued decreasing contaminant trend. This report, prepared in accordance with NCDENR correspondence dated November 23, 2011, is being delivered to Mr. Mark Petermann of the Raleigh, North Carolina NCDENR office on January 23, 2012. APPENDIX A Physical Properties of Observed Petroleum Compounds Summary of Physical Properties of Gasoline Composition: Complex combination of hydrocarbons (C-4 through C-12). Benzene content typically from 0.5% to 2.5%. May contain up to 10% of various oxygenated hydrocarbons, such as aliphatic alcohols and ethers. Specific Gravity (H2O = 1): 0.72 - 0.76 Percent Volatile by Volume: 100% Evaporation Rate: 10-11 Vapor Density: (air = 1) Approximately 3.5 Toxicity Data: A poison by inhalation. Repeated or prolonged dermal contact causes dermatitis, can cause blistering. Inhalation causes respiratory depression. Aspiration can cause severe pneumonitis. Can cause hyperemia of the conjunctiva and other disturbances of the eyes. Vapor Pressure: 7.0 to 14.5 psi (RVP) Flashpoint: -40o F Viscosity: 0.37 - 0.44 centipoise @ 60o F Solubility in Water: Negligible Appearance and Odor: Clear liquid, aromatic hydrocarbon odor. Summary of Physical Properties of Diesel Fuel Composition: Complex mixture of hydrocarbons produced by the distillation of crude oil. Consists predominantly of hydrocarbons ranging from C-9 to C-20. Contains some hydrocarbons produced by catalytic cracking. The latter materials contain bicyclic and tricyclic aromatic hydrocarbons. May be hydrotreated or hydrosulfurized. Solubility in Water: Negligible Boiling point: 350 - 700 F Specific Gravity (H20 = 1): 0.85 Percent Volatile by Volume: >99% Evaporation Rate: Not Analyzed Vapor Density: (air = 1) @ 60-90 F 4.5 Toxicity Data: May cause skin irritation.
