Good morning, Gordon –
Thank you for forwarding the photos of the landfill. It looks like everything is buttoned up. We had
more heavy rain over the weekend, so I’m hoping your staff will have an opportunity to check on
things again soon to ensure that there is still adequate cover in place. Appreciate the efforts of
everyone, especially with the COVID-related shortages you’re experiencing. Please continue to keep
me posted on developments as you proceed.

Hope you had a great Memorial Day weekend!
Attached are two pictures that Barry took of the working face after it was covered. We will be
monitoring the site weekly, and after rain events. As more staff becomes available, we will most
likely have some of them assigned to OSR to do some maintenance type projects while awaiting for a
full crew to return to work.

Hi Gordon:
Thank you to inform the Solid Waste Section (the Section) of the operating status at the Old
Salisbury Road C&DLF (OSRLF), permit #3412-CDLF-1995. The Section determines thatthere is no permit action requirement for the City Winston-Salem (the City) decision of
temporarily closing the OSRLF and reallocating resources to the Hanes Mill Road MSWLFduring the COVID-19 pandemic period. Since the City can’t provide the time frame of this
temporary closure, the Section requests the City to conduct the following activities, but notlimited to during the closure period:
1. The working face must be covered adequate earthen soil cover; no waste shall be
exposed to the environment. The date to place the cover should be documented in the
operating record. Please take photos to demonstrate the task is completed and forward
the photos to Susan.
2. Since the hurricane season just started (We had Author last weekend and enjoy the
beneficial rain events this week); please assign a competent personnel to conduct
periodical inspection at the landfill. Unscheduled inspection should also be conducted
after a major rain or storm event to confirm the integrity of landfill soil cover, any
erosion problems including leachate outbreak. The inspection activities should be
documented in the operating record.
3. All routine monitoring of environmental media required by the permit shall be
continued according to the approved monitoring plans.

Susan/Ming,
I am writing to alert you to the fact that we had to close our Old Salisbury Road C&D landfill
temporarily in order to reallocate resources to Hanes Mill Road Landfill due to challenges related to
the Coronavirus pandemic. The current intent is for the facility to remain closed several weeks while
dealing with staff shortages. An exact time frame is difficult to pin down at this point given the ever
changing nature of the pandemic. We will alert you well in advance of when we would like to
reopen.
OSR was closed yesterday and today, already. We had a weighmaster staffed at the facility each day
alerting potential customers that we were closed and that waste could be taken to the Hanes Mill Rd
facility until a sign could be posted. I have attached a picture of the sign that we posted on the gate
notifying customers of the closure and the alternate disposal location.
I appreciate your understanding and assistance with this.
