Box 118 Hayesville, N.C. 28904 ern NCDENR Re: Post Closure Monitoring Requirements - Clay County Closed Landfill (Permit # 22-01) Dear Mr. Leek: At Clay County's request, the Solid Waste Section has reviewed the need for additional post - closure water quality monitoring at the old closed county landfill. As you may be aware, a minimum of five years post -closure monitoring was required. Then at that time this agency would decide if additional monitoring was necessary. After reviewing all of the information that has been submitted, including the monitoring data and the survey of potable well users around the site, the Solid Waste Section has determined that water quality monitoring shall continue at the Clay County closed landfill, but at a reduced frequency. Currently semiannual monitoring is required, however beginning during 2003, Clay County may begin annual water quality monitoring at the facility. Continued monitoring is required because there is documented groundwater contamination at the landfill and there are potable well users on property adjacent to the landfill. The monitoring data for the past five years indicates the presence of a number of organic contaminants in groundwater around the site. Until the September 2001 sampling event, samples from monitoring wells MW-IA, MW-2, MW-5, and MW-6 consistently were contaminated with these compounds. After the September 2001 sampling event the analytical reporting limits were increased and the contaminants were no longer reported. Unfortunately this does not mean that the contamination no longer exists, only that it is not being reported because of the higher reporting limits. In general, concentrations of contaminants are less than their respective groundwater standards, however several, including benzene, ethylene dibromide, chloroform, and vinyl chloride, have been reported on at least one occasion at levels exceeding a standard. These compounds are often found in groundwater at the older unlined landfills and are the result of leachate contamination. The monitoring wells and surface water sampling locations shall be sampled annually. If monitoring data indicate a decline in water quality or if conditions change at the site, the Solid Waste Section reserves the right to reinitiate semiannual monitoring.
