Permit No. 22-01
Dear Mr. Jordan:
The Solid Waste Section has completed a review of your request
for use of a portable synthetic cover in place of soil at the
referenced landfill and approves that request with the following
conditions:
1. The Regional Waste Management Specialist, Jim Patterson,
shall be notified prior to initial use.
2. The approval is for an initial period of 90 days. Upon
review of performance by the Waste Management Specialist,
additional periods of 180 days may be approved.
3. Prior to the end of the initial 90 day period, an
operational plan including all methods, procedures, and
practices involved, shall be developed and submitted for
.approval by the Section. Subsequently, the permit must
be amended to reflect the modification(s).

This approval is subject to immediate revocation if the use of
synthetic cover results in a threat to the public health and
environment.

Dear Mr. Jordan:
This office has reviewed the erosion and sedimentation control plan submitted for the
project listed below. We find the plan to be acceptable and hereby issue this Letter of Approval.
Please be advised that Title 15A, North Carolina Administrative Code 4B.0017(a), requires that
a copy of the approved soil erosion control plan be on file at the job site. Also, you should
consider this letter to give the Notice required by NCGS § 113A-61(d) of our right of periodic
inspection to ensure compliance with the approved plan.
The State's Sedimentation Pollution Control Program is a performance -oriented program
requiring protection of the natural resources and adjoining properties. If, following
commencement of this project, it is determined that the plan is inadequate to meet the
requirements of NCGS § 113A-51 to 66, this office may require revisions to the plan and
implementation of the revisions to ensure compliance with the Act.
Please note that this approval is based in part on the accuracy of the information provided
in the Financial Responsibility Form which you have provided. You are requested to file an
amended form if there is any change in the information included on the form. In addition, it
would be helpful if you notify this office of the proposed starting date for this project. Your
cooperation is appreciated.

SUBJECT: Clay County Landfill (Permit #22-01)
On November 13, 1992, I visited the Clay County Landfill (Permit No. 22-01) to
observe the use of "Fabrene" synthetic cover instead of soil cover on the landfill working
face. The synthetic cover is a reinforced plastic resin -type material and does a good job
keeping water out of waste on the working face. Based on the reinforcing fibers in the
cover, Fabrene has proven to be very durable for quite a long time. Also, vectors should not
be a problem because it would be virtually impossible for rodents or birds to rip or tear the
material.
In conclusion, I find Fabrene to be an acceptable material to use for daily refuse
cover.

The purpose of this letter is to request your department's approval for
allowing our use of FABRENE (trade name) as a daily cover at our landfill,
permit #22-01. I have enclosed a small,1;s4mple and data sheets for your
information. We want to try this on a trial basis for a three month
period.
Our input to the landfill is averaging fifteen to twenty tons per day.
Our intent, ifIyou approve, is tq.,g6ver the working face%of the landfill
with this material daily while covering the horizontal', compacted waste
material with -the six inches o;f-soi-l. required. We feel that use of
this synthetic cover will conserve-fandf.ill space as well; as reducing
manpower and machine use requirements.,.

Clay County Solid Waste Landfill
On behalf of the County of Clay, McGill Associates, P.A. hereby submits a permit application for the
above -referenced solid waste landfill improvements. The following items are enclosed:
Three (3) sets of engineering drawings entitled, "Vertical Extension -Solid Waste Landfill, Clay
County, North Carolina". The drawings contain earthwork volumes and landfill life calculations.
Copy of a letter dated June 25, 1992, to Paul Jordan, Clav County Commissioner, from the North
Carolina Division of Land Quality -Asheville Regional Office. The letter provides final approval of
the erosion control plan amendment, previously submitted under separate cover.
The proposed vertical extension is planned over the present solid waste disposal area and includes
provisions to fill against the cut bank at the southwest edge of the landfill.

Amendment to Erosion Control Plan
Clay County Solid Waste Landfill
On behalf of the County of Clay, McGill Associates, P.A. hereby requests an amendment to an existing
approved erosion control plan for the County's solid waste landfill. Two (2) sets of engineering drawings
entitled "Erosion Control Plan -Solid Waste Landfill, Clay County, North Carolina" are enclosed for your
review.
The amendment involves the relocation of proposed filter basin No. 2 serving the existing borrow area
per our discussions at the landfill on May 28, 1992. Also present were Paul Jordan and Larry Chambers of
Clay County, Richard Green of the local Soil and Water Conservation District, and Jim Patterson of the North
Carolina Division of Solid Waste. The filter basin is relocated to the southwest corner of the borrow area
with drainage carried off site through the landfill buffer area by a new grass diversion ditch with intermittent
rock check dams.
The extent of land disturbed under the amendment is not changed from that covered by the original
erosion control plan. As such, the filter basin capacity is unchanged, but a perforated riser overflow pipe
has been added per your suggestion.
Clay County hopes to implement these erosion control improvements in the very near future. Your
prompt review is appreciated in advance.

RE: Notification Of -'Semi-annual Sampling Dates For Landfills

This past January a letter was mailed to all landfill owner/
operators informing them that the Solid Waste Section will be
requiring semi-annual ground and surface water monitoring beginning
January 1, 1993'eAll landfill owner/operators were requested to
notify the Section prior to July 1, 1992, of the months they will be
performing each of their semi-annual sampling episodes for the-1993
calendar year. Please note details in the letter of January 10, 1992
that is enclosed with this letter.
As of this.date the Solid Waste Section has no record of the
proposed sampling dates for next year for your facility. Please
notify the Solid Waste Section in writing immediately of the two
months you have chosen for sampling this coming year. A response
should be received in our office by October 15, 1992.
If you have any questions regarding this request or the water
quality monitoring program required at sanitary landfills in North
Carolina, please contact the Solid Waste Section at (919) 733-0692.

This is in response to your letter of September 10, 1992, wherein you
advised me that your section had not received information in regard to
monitor well sampling for 1993 at the Clay County Landfill, permit
no. 2201.
We have placed all six wells plus the adjacent stream on a schedule
for test in January and July 1993,,-and t_est.s will be scheduled for Jan/July
in years beyond 1993.
Thank you for bringing this matter to my attention. I had assumed that
the attached letter had sat.is.fied the notification requirement of your
January 10,7992 letter-
