Dear Mr. Wimpey:
This letter is in regard to our meeting on 28 January 1980. As
discussed, operational plan information is needed in order to "comply
with Division of Health Services "Solid Waste Management Rules", Section
.0108.
The information needed in the form of engineering plans, is as
follows:
1. Existing contours established by a 100' grid system.
2. Final proposed contours, ? �rr &Tvznica, Lr-r-r-"
3. Erosion control measures including sediment basin, slope
drains, and final seeding plan.
4. Any measures for final closeout.

Dear Mr. Wimpey:
It is my duty to inform you that the operation of the Clay
County Landfill is in violation of Se- tions .0103 and .0108 of
the Division of Health Services Solid Waste Management Rules.
On two consecutive inspections dated February 2, 1980 and June 16,
1980, four violations were recorded.
The violations of "Site Plan Approved" and "Operational
Plans Approved" are in violation of Section .0108. These plans
must be submitted to our central office by September 2, 1980.
The violation of "Waste Properly Compacted" must be practiced
routinely. This is best accomplished by spreading the solid
waste to a thickness of.one to not more than two feet, then thor-
oughly compacting the waste by passing over it several times with
heavy equipment. We will reinspect this site on or soon after
August 1, 1980, to determine if proper compaction is being accom-
plished.
The violation of "Off Site Siltation" was recorded as
"Erosion Controlled" on the February 2, 1980 inspection. This
problem can be corrected by repairing your existing siltation
basin. We require that this be accomplished by August 1, 1980.
If we can be of technical assistance in this matter, please
notify us.

On August 5, 1ade an official inspection of the
Clay County Landfill. There were two violations recorded
which were to have been corrected, on a compliance schedule,
as initiated in a letter dated July 2, 1980 to Mr. Howard
Wimpy, by August 1, 1980.
The violations are "Waste Properly Compacted" and "Off -
Site Siltation".

This letter is in regard to the meeting on October 1, 1980,
between representatives.of this office, the Tennessee Valley Authority,
and yourself. Your present sanitary landfill must stop operation
f- on April 1, 1981 unless operational plan information is submitted to
this office before that date. The submitted information should
include the following:
1. For an additional lift(s) on the present landfill site —
a. Map of existing contours
b. Map of proposed final contours
c. Adequate erosion control measures including final seeding
plan
d. Legal description of the property (a copy of the deed)
2. For development of the proposed expansion site all information
as outlined in Sections .0109 and .0110 of the North Carolina
Department of Human Resources "Solid Waste Management Rules".
Any questions concerning the development of operational plans
should be addressed to Thomas C. Karnoski of this office.
