(ATC) has completed a Site Check Report for the Piedmont Property. This report documents the advancement of one soil boring, the installation of one temporary monitoring well, and the subsequent soil and groundwater sampling. The work is being performed based on a October 17, 2019 Task Authorization (TA-02) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work was performed as part of State Lead Contract #N17004 between NCDEQ and ATC. The Piedmont Property site is located on the southeast corner of the intersection of Outer Loop Road and US Highway 15 on the north side of Oxford, Granville County, North Carolina. The parcel on which the former gas station was located (Piedmont Property) was acquired by the North Carolina Department of Transportation (NCDOT) in 1987 as part of the right-of-way for the intersection of US Highway 15 and US Highway 158. At the time of acquisition, the property was operating as a service station with gasoline sales. The property included three USTs of unspecified sizes and contents, a water supply well, and several structures. In November of 1987, the NCDOT removed the USTs, abandoned the water supply well, and demolished all of the structures on the parcel. On January 14, 2020, ATC personnel mobilized to the site to supervise the advancement of one soil boring and the installation of one temporary monitoring well (TW-1) in the location of the former UST basin. ATC collected soil and groundwater samples from this boring. In addition, permission was obtained from the southeast-adjacent property owner to collect a groundwater sample from a monitoring well that was installed in 1993 as part of due diligence activities. This monitoring well (Triangle Well) was also sampled. Soil and groundwater samples were collected from soil boring Temp Well-1. Soil analytical results did not indicate the presence of compounds above the Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs). The groundwater sample collected from Temp Well-1 indicated benzene above the North Carolina Groundwater Quality Standards (2L Standards). The groundwater sample collected from the Triangle Well contained several compounds exceeding the 2L Standards and bis(2-ethylhexyl)phthalate was present above the Gross Contamination Levels (GCLs). Concentrations were also compared to the North Carolina 15A NCAC 02B Water Quality Standards for Surface Waters (2B) or, if no 2B Standard is established, the EPA National Site Check Report March 3, 2020 Piedmont Property (Incident #10433) ATC Project No. SLP1043302 3 Recommended Water Quality Criteria (NRWQC) for Aquatic Life & Human Health (ALHH). Compounds exceeding the 2B or EPA NRWQC ALHH Standards included benzene, ethylbenzene, bis(2-ethylhexyl)phthalate, and lead. Based on the results of the soil and groundwater sampling event and the lack of definitive locations of the former UST components, ATC recommends the following:  Performing passive soil gas sampling across the source property to determine potential areas of petroleum impact in an effort to locate the source of groundwater impacts; and  Obtaining consent to connect water supply well WSW-5 (potable well located 650 feet south of the site) to municipal water. 3.0 SITE DESCRIPTION 3.1 Site Characterization The Piedmont Property site is located on the southeast corner of the intersection of Outer Loop Road and US Highway 15 on the north side of Oxford, Granville County, North Carolina. The site is currently within the NCDOT right-of-way. The site is bound to the north by Outer Loop Road (US Highway 158), to the south and east by the Rose Mart gas station (which has no reported release), and to the west by US Highway 15. Based on information obtained from the NCDEQ, there were three USTs of unknown sizes and contents removed from the site in 1987. Based on information included in the Site Receptor Report dated October 11, 2019, prepared by ATC, municipal water is available to properties in the area; however there are four water supply wells located within 1,500 feet of the site. One active potable water supply well is located between 500 to 1,000 feet, and three water supply wells of unknown usage are located between 1,000 and 1,500 feet. A site topographic map is included as Figure 1 and a site map depicting pertinent site features is included as Figure 2. As shown on Figure 1, a surface water body, Jordan Creek, is located approximately 200 feet south of the former UST basin. 3.2 Site Background The parcel on which the former gas station was located (Piedmont Property) was acquired by the NCDOT in 1987 as part of the right-of-way for the intersection of US Highway 15 and US Highway 158. The NCDOT purchased the property from Ms. Julia A. Poteat. At the time of acquisition, the property was operating as a service station with gasoline sales. The USTs were pumped out by Ms. Poteat prior to NCDOT acquisition. In November of 1987, the NCDOT removed the USTs, abandoned the water supply well, and demolished all of the structures on the parcel. In February of 1993, the owners of the adjacent property to the southeast (National Bank of Oxford) claimed that contamination had leaked from the NCDOT right-of-way onto their property as determined by a limited site assessment that included soil and groundwater sampling on the edge of the bank property closest to the NCDOT right-of-way. The laboratory analytical results for the monitoring well installed by Triangle Environmental indicated benzene above the 2L Standard at 545 micrograms per liter (g/L). Other petroleum hydrocarbons were detected, but below the 2L Standard. Rose Oil Company, the prospective buyer for the southeast-adjacent parcel, submitted the results of the limited site assessment to the NCDEQ. In response, the NCDEQ issued a letter requesting the NCDOT perform an assessment of the former UST basin. On September 13, 1993, the NCDOT advanced four soil borings in the vicinity of the former UST basin. Soil sample S-2 exhibited concentrations of Total Petroleum Hydrocarbons (TPH) – Gasoline Range Organics (GRO) exceeding the NCDEQ Action Levels. None of the soil samples contained concentrations exceeding the TPH – Diesel Range Organics (DRO) Action Level. Soil sample location B4 was converted to a monitoring well (MW-1). This well is located upgradient of the monitoring well installed during the limited site assessment performed for Rose Oil Company. Monitoring well MW-1 exhibited concentrations of benzene exceeding the GCL and toluene, ethylbenzene, total xylenes, and methyl tert-butyl ether (MTBE) exceeding the 2L Standards. In November 2006, Groundwater Management Associates, Inc. (GMA) performed a site reconnaissance/sensitive receptor survey for the site. In GMA’s report, they indicate that a Pollution Incident Reporting Form assigned the site a priority ranking of 70E and that no water supply wells were identified within 1,500 feet of the site. Jordan Creek was identified 200 feet south of the site. The Piedmont Property was referred to the State Lead Program because the UST owner is deceased. The site was accepted into the State Lead Program on February 15, 1994. GMA identified two potable water supply wells and one well of unknown status within 1,000 feet of the site. Additionally, two non-potable water supply wells were identified between 1,000 and 1,500 feet of the site. Site Check Report March 3, 2020 Piedmont Property (Incident #10433) ATC Project No. SLP1043302 5 A Site Receptor Report prepared by ATC was submitted on October 11, 2019. Municipal water is available to the site and site vicinity. Based on ATC’s findings, there are four water supply wells located within 1,500 feet of the site. One active potable water supply well is located between 500 to 1,000 feet, and three water supply wells of unknown usage (properties have active municipal water accounts) are located between 1,000 and 1,500 feet. A Potential Receptor Map is included as Figure 3. Information regarding these water supply wells is included in Table 1. Historical water supply well samples are included in Table 2. Jordan Creek was identified approximately 200 feet south of the site and is shown on Figure 3. Jordan Creek is classified as a Class C (Aquatic Life, Secondary Recreation, Fresh Water), Nutrient Sensitive Water (NSW) water body. 4.0 SOIL SAMPLING As authorized in Task Authorization TA-02, ATC supervised the advancement of one soil boring and subsequent installation of one temporary monitoring well TW-1 in the former UST basin. Regional Probing Services advanced the soil boring to approximately 8.5 feet below ground surface (bgs). Soil samples were collected in five foot intervals. During the soil sampling activities, soils were screened using a photoionization detector (PID). Groundwater was encountered in the boring at approximately 6.70 feet bgs and the sample interval from 0 to 5 feet bgs was collected for laboratory analysis. The soil sample was analyzed for Environmental Protection Agency (EPA) Method 8260, EPA Method 8270, Massachusetts Department of Environmental Protection (MADEP) Extractable Petroleum Hydrocarbons (EPH), and MADEP Volatile Petroleum Hydrocarbons (VPH). Based on the analytical results, the soil sample exhibited a concentration of acetone above the laboratory detection limit, but below the Soil-to- Groundwater MSCC. No other compounds were detected. A table summarizing the soil analytical results is included in Table 3. Approximate locations of the soil samples collected to date are included on Figure 4. It should be noted that correlations between maps in historical reports, field observations, historical aerial photographs, and topographic maps could not definitively be made. Copies of these resources are included in Appendix A. Field notes for the January 14, 2020 sampling event are included in Appendix B. A soil boring log is included in Appendix C. The lithology encountered in the soil boring predominantly consisted of clayey to silty sand. The laboratory analytical report and chain-of-custody forms are included in Appendix D. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory report was conducted. During the review, it was concluded that samples were Site Check Report March 3, 2020 Piedmont Property (Incident #10433) ATC Project No. SLP1043302 6 received by the laboratory in acceptable condition. The samples were analyzed within the correct holding times, and the chain of custody was properly completed by all parties. The laboratory QC report shows an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. Refer to the laboratory report in Appendix D for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 TEMPORARY WELL INSTALLATION ATC supervised the installation of one temporary monitoring well, Temp Well-1, in the former UST basin within the NCDOT right-of-way. Regional Probing Services installed the temporary well to a depth of approximately 8.5 feet using direct push technology. The temporary well was screened from approximately 3.5 feet to 8.5 feet bgs. Groundwater was encountered at approximately 6.70 feet bgs. The boring log with monitoring well construction information is included in Appendix C. 6.0 GROUNDWATER CHARACTERIZATION 6.1 Groundwater Levels On January 14, 2020, ATC gauged permanent monitoring well Triangle Well and temporary monitoring well Temp Well-1 using an oil/water interface probe. Light non-aqueous phase liquid was not detected. Depth to groundwater was measured at 7.31 feet bgs in Triangle Well and 6.70 feet bgs in Temp Well-1. Field notes from the sampling event are included in Appendix B. 6.2 Groundwater Sampling On January 14, 2020, groundwater samples were collected from permanent monitoring well Triangle Well and temporary well Temp Well-1. The samples was collected in laboratory approved containers, packed in ice and delivered under chain-of-custody protocol to SGS for analyses. The groundwater samples collected were analyzed for volatile organic compounds (VOCs) by EPA Method 6200B. Additionally, the sample collected from Triangle Well was further analyzed for 1,2-dibromoethane by EPA Method 504.1, semi-VOCs by EPA 625, and lead and chromium by EPA Method 6020. Site Check Report March 3, 2020 Piedmont Property (Incident #10433) ATC Project No. SLP1043302 7 6.3 Groundwater Analytical Results The laboratory analytical results for Triangle Well indicated bis(2-ethylhexyl)phthalate present above GCL at a concentration of 964 g/L. Benzene, ethylbenzene, naphthalene, n- butylbenzene, isopropylbenzene, n-propylbenzene, 1-methylnaphthalene, 2-methylnaphthalene, and lead were present above the 2L Standards in Triangle Well, but below the GCLs. Concentrations were also compared to the 2B Standards or, if no 2B Standard is established, the EPA NRWQC for ALHH. Compounds exceeding the 2B or EPA NRWQC ALHH Standards included benzene, ethylbenzene, bis(2-ethylhexyl)phthalate, and lead. The laboratory analytical results for Temp Well-1 indicated the presence of benzene above the 2L and 2B Standards. Groundwater analytical data are summarized in Table 4. The laboratory analytical report and chain-of-custody forms are included in Appendix D. QA/QC measures are discussed in Section 4.0. 7.0 CONCLUSIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a Site Check Report for the Piedmont Property site located at the southeast corner of the intersection of Outer Loop Road and US Highway 15 in Oxford, Granville County, North Carolina. This report documents the advancement of one soil boring, subsequent installation of temporary monitoring well Temp Well-1, and sampling of one off-site permanent monitoring well. The laboratory results indicated that the soils in the former UST basin are not impacted above the Soil-to- Groundwater MSCCs. The groundwater samples collected from the temporary well and off-site permanent well indicated impacts above the 2L Standards and bis(2-ethylhexyl)phthalate exceeding the GCLs. One active potable water supply well is located between 500 to 1,000 feet, and three water supply wells of unknown usage (properties have active municipal water accounts) are located between 1,000 and 1,500 feet. Jordan Creek, a surface water body, is located approximately 200 feet south of the site. Impacts were present above the 2B (or EPA NRWQC for ALHH) in both Triangle Well and Temp Well-1.
