Groundwater Monitoring Report Carter’s Grocery, Incident No. 6878, UST No. RA-1056 101 Rand Road Raleigh, Wake County, North Carolina S&ME Project No. 4305-18-132B March 19, 2020 3 2.0 Executive Summary The following presents a summary of the groundwater sampling event conducted by S&ME at the Carter’s Grocery site in Raleigh, Wake County, North Carolina. On March 5 and 6, 2020 S&ME collected groundwater samples from monitor wells MW-2 through MW-11 and water supply well WSW-1. S&ME personnel measured 0.39 feet of free product in MW-1. The laboratory analytical results indicated that the following constituents were reported in monitor well samples at concentrations exceeding their respective 15A NCAC 2L.0202 Groundwater Standards (2L Standards): Contaminant 2L Standard (µg/L) Concentration (µg/L) Well ID Date benzene 1 55 MW-11 3/6/2020 methyl tert-butyl ether 20 25 MW-11 3/6/2020  Approximately 0.39 feet of free product was measured in MW-1.  The dissolved phase petroleum constituents in monitor wells MW-3, MW-4, MW-9 and MW-11 have generally decreased in concentration since the previous sampling event in June 2018.  No contaminants were reported above the laboratory detection limit in monitor wells MW-6, or MW- 10.  Based on groundwater elevations measured on March 5, 2020 and previously reported elevations, groundwater flows to the northeast.  One water supply well (WSW-1), located on the property, was sampled on March 6, 2020. No VOCs were detected above the laboratory detection limit in this well.  To achieve incident closure: 1. Evaluate methods to remediate free product in the area of monitor well MW-1. 2. Obtain permission to sample selected water supply wells within 1,000 feet of the site. If contaminants are found, connect to an alternative water supply (when available) and abandon wells. Groundwater Monitoring Report Carter’s Grocery, Incident No. 6878, UST No. RA-1056 101 Rand Road Raleigh, Wake County, North Carolina S&ME Project No. 4305-18-132B March 19, 2020 4 3.0 Scope of Services 3.1 Contract Information The scope of services for this report was performed in general accordance with S&ME’s proposal number 43- 1800450B dated February 10, 2020. The scope of services was authorized by the North Carolina Department of Environmental Quality (NCDEQ’s) Task Authorization 03, dated February 11, 2020, and within contract number N17002. 3.2 Approved Scope of Services S&ME’s approved Scope of Services for this Task Authorization included gauging MW-1 for free product, sampling 10 other monitoring wells (MW-2 through MW-11), collecting a sample from water supply well WSW-1 and preparing this report. The scope of services was completed as proposed. 4.0 Site History and Characterization 4.1 UST Owner and Operator Information According to previous reports, prepared by others, the on-site gas station opened in the mid-1940s. At this time two 560-gallon gasoline underground storage tanks (USTs) were installed. In 1958, Mr. George Carter purchased the property. Considering the USTs were installed prior to Mr. Carter’s purchase, it should be noted that the NC Underground Storage Tank Database recorded December 30, 1964 as the installation date for the two 560-gallon gasoline USTs. Under the ownership of Mr. Carter one 270-gallon kerosene UST (in 1970), two 6,000-gallon, and one 3,000-gallon gasoline USTs (in 1973) were installed. The property is currently owned by Mr. Carter’s son, Mr. George Randel Carter, who inherited the property. Figure 1, Appendix I presents the Vicinity Map. The UST owner/operator information is provided in Table 1, Appendix II. 4.2 UST Information The previous Groundwater Monitoring Report prepared by Crawford Environmental Services and dated June 3, 2013, indicated that Mr. Carter stated the NC Underground Storage Tank Database has made errors in recording dates associated with the UST installations. A total of six USTs (two 560-gallon gasoline, one 270-gallon kerosene, two 6,000-gallon gasoline and one 3,000-gallon gasoline tanks) were a part of the UST system on site. According to the Underground Storage Tank Closure Report dated June 28, 2004, prepared by Terraquest, the two 560-gallon gasoline tanks located under the canopy and pump island were closed in place in June 1991. The 270-gallon kerosene UST was removed in December 1991. The remaining USTs (two 6,000-gallon gasoline and one 3,000- gallon gasoline tanks) were removed on April 29, 2004. Information about the USTs is provided in Table 2, and the location of the former USTs are shown in Figure 2. Groundwater Monitoring Report Carter’s Grocery, Incident No. 6878, UST No. RA-1056 101 Rand Road Raleigh, Wake County, North Carolina S&ME Project No. 4305-18-132B March 19, 2020 5 4.3 Description of the UST Release There are two incidents associated with Carter’s Grocery (TF-6878 and TF-26632). Following the abandonment in place of the two 560-gallon gasoline USTs in 1991, methyl tert-butyl ether was detected in an onsite water supply well, which confirmed a release from the USTs. Mr. Carter contracted the removal of the 270-gallon kerosene UST and approximately 10 cubic yards of contaminated soil. In 1993 the remaining USTs (two 6,000-gallon and one 3,000-gallon gasoline tanks) were inspected and certified as “tight”. A replacement water supply well was installed at the site on February 17, 1993. The new well (WSW-1) was installed approximately 30 feet to the northwest of the existing water supply well. Petroleum constituents were confirmed to be present in the soils during installation of WSW-1. The former supply well was abandoned. Immediately following the installation of WSW-1, samples were collected from the new wellhead and from an indoor faucet. The analytical results detected toluene below the Primary Federal Drinking Water Standards and below the 15 NCAC 2L Standard. No other petroleum constituents were detected above their laboratory detection limit. The remaining USTs (two 6,000-gallon and one 3,000-gallon gasoline tanks) were excavated and removed April 29, 2004, during this time soil contamination was discovered. No contaminated soil was removed from the site during excavation. According to the previous monitoring event conducted by Crawford Environmental on June 3, 2013, two monitor wells (MW-1 and MW-2) were reported to have free product. At this time, MW-1 had a free product thickness of 1.3 feet and was not sampled. MW-2 had a free product thickness of 0.3 feet, a groundwater sample was taken from monitor well MW-2 despite the presence of free product. The laboratory analytical results for monitor well MW-2 indicated the presence of two VOCs above the 2L Standard: benzene at 1.3 micrograms per liter (µg/L) and naphthalene at 6.2 µg/L. The sample was not run at dilution according to the laboratory analytical report dated June 17, 2013. Several other VOCs were detected in monitor well MW-2 but below the 2L Standard. 4.4 Site Characteristics The site, located at 101 Rand Road, is located in a rural area of Raleigh, Wake County, North Carolina. An active gas station was operated beginning in the mid-1940s and closed in 2004. The site has one structure that is currently used as an office with no active petroleum sales. Most of the land on site is a grassy yard with a concrete parking area adjacent to the front of the building. A photographic log of the site and surroundings is provided as Appendix III. 4.5 Owners and Occupants of Adjoining/Nearby Properties and Land Use The site and adjacent properties are classified as residential. Water supply well WSW-2, is located on the Pollard property located to the southeast across Rand Road from the site. The Pollards formerly operated the site as a small restaurant, the property is now vacant. An agricultural field is located to the north and west of the property, with a church to the northeast. A new residential community is located to the south across Ten Ten Road. A site map is provided as Figure 2. Groundwater Monitoring Report Carter’s Grocery, Incident No. 6878, UST No. RA-1056 101 Rand Road Raleigh, Wake County, North Carolina S&ME Project No. 4305-18-132B March 19, 2020 6 4.6 Receptors/Potential Receptor Information Conducting a receptor survey was outside of the scope for this assessment. However, based on the Comprehensive Site Assessment Report prepared by Terraquest on January 3, 2008, 48 water supply wells are located within 1,500 feet of the source area. According to the US Fish and Wildlife Nation Wetlands Inventory accessed on July 21, 2018, four streams, three wetlands and one pond are located within 1,500 feet of the source area. Municipal water is not available to this area. 5.0 Current Site Assessment Information 5.1 Current Liquid Levels The depth to groundwater from the top of casing in 10 monitor wells (MW-2 through MW-11) was measured on March 5 and 6, 2020 from the top of well casings. Measurements ranged from 7.19 feet below top of casing (ft- btoc) in MW-11, to 16.10 ft-btoc in MW-2. S&ME personnel measured approximately 0.39 feet of free product in MW-1 on March 5, 2020. Monitor wells MW-1 and MW-2 have previously contained free product. However, free product was not detected in MW-2 on June 14, 2018 and on March 5, 2020. The depth to free product in monitor well MW-1 measured 15.52 feet below top of casing (ft-btoc). The depth to groundwater in monitor well MW-1 measured 15.91 (ft-btoc) on March 5, 2020. Depth to free product and groundwater was measured using an electronic interface probe, which emits an audible tone when encountering free product, and a distinctly different tone when encountering groundwater. The elevations for MW-1 through MW-11 were previously measured and recorded. The groundwater elevations were calculated using the difference in relative top of casing elevations and depth to water. MW-8 had the highest groundwater elevation at 84.52 feet-relative (ft-rel). The lowest groundwater elevation was found in MW-11, measuring 77.25 ft-rel. The depth to groundwater measurements and groundwater elevations are provided in Figure 3 and Table 3. 5.2 Groundwater Monitoring Event On March 5 and 6, 2020, groundwater samples were collected from 10 monitor wells (MW-2 through MW-11). Free product was measured in MW-1 and was not sampled. The monitor wells were purged to three casing volumes or bailed dry and allowed to recover before sampling. Using a new disposable polyethylene bailer at each well, groundwater samples were collected directly into laboratory supplied containers, place in a cooler on ice and shipped under standard chain-of-custody record to Con-Test Analytical Laboratory (ConTest) for analysis. The groundwater samples were analyzed for VOCs by EPA method 6200B. Copies of the field sample summary records are provided in Appendix IV. 5.3 Water Supply Well Monitoring Event On March 6, 2020 S&ME personnel collected a sample from the onsite water supply well (WSW-1). The sample from WSW-1 was collected from an outside spigot located on the well house. The tap was opened and allowed to run for approximately 15 minutes prior to sampling. The samples were collected directly into the laboratory- Groundwater Monitoring Report Carter’s Grocery, Incident No. 6878, UST No. RA-1056 101 Rand Road Raleigh, Wake County, North Carolina S&ME Project No. 4305-18-132B March 19, 2020 7 supplied containers, placed in a cooler on and shipped under standard chain-of-custody record to ConTest for analysis. The water supply well samples were analyzed for VOCs by EPA method 6200B. Copies of the field sample summary records are provided in Appendix IV. 5.4 Summary of Groundwater Information The laboratory analytical results of the groundwater samples collected from four of the ten monitor wells (MW-3, MW-4, MW-9 and MW-11) indicated the following constituents were detected above their respective 2L Standards:  Benzene: MW-3, MW-4, MW-9 and MW-11  Methyl tert-butyl ether: MW-11 Approximately, 0.39 feet of free product was measured in MW-1 on March 5, 2020 and was not sampled. MW-4 is located at the former pump island and is upgradient from source area, MW-3, MW-9 and MW-11 are located down gradient from the source area. Several additional VOCs were reported at concentrations below their respective 2L Standards in MW-2, MW-3, MW-4, MW-5, MW-7, MW-9 and MW-11. Monitor well MW-5 is a deep well, with a depth of 40 feet and is located in the former UST basin, approximately 10 feet to the north of MW-1. No VOCs were detected above the laboratory detection limit in MW-6 and MW-10. No VOCs were detected above the laboratory detection limit in the sample collected from WSW-1. A summary of the groundwater analytical results is presented in Table 4 and a summary of the water supply well analytical results is found in Table 5. A map of constituent levels is presented in Figure 4, and a copy of the laboratory analytical report is provided in Appendix V. 5.5 Regional and Site Geology and Hydrogeology 5.5.1 Soil and Bedrock According to the US Department of Agriculture (USDA), Web Soil Survey soils at the site consist of Fuquay-Urban land complex, with 0 to 6 percent slopes. Well-drained loamy sands and sandy clay loam formed within the Coastal plain sediments of the Middendorf formation, according to the 1985 US Geological Survey Geologic Map of North Carolina. Just north of the site is the boundary of the Raleigh Belt with biotite gneiss and schist formation. Sedimentary and Metamorphic rock are commonly found in these geologic regions. Silty clayey sand, Sandy silty clay, and clayey sand were encountered during the installation of the monitor wells. Additionally, during the construction of WSW-1 Middendorf sediments, saprolite and light gray to white granite bedrock were encountered. 5.5.2 Hydrogeology S&ME calculated the groundwater elevations for the monitor wells gauged using the depth-to-water measurements and the top of casing elevations. The groundwater elevations were used to prepare a groundwater contour map (Figure 3), which indicates that groundwater flows to the northeast. The gradient at the site is Groundwater Monitoring Report Carter’s Grocery, Incident No. 6878, UST No. RA-1056 101 Rand Road Raleigh, Wake County, North Carolina S&ME Project No. 4305-18-132B March 19, 2020 8 relatively flat with a steep slope leading to monitor well MW-11. A fate and transport model has not been created; therefore, the rate of contaminant migration has not been calculated. 5.6 Evaluation of Soil, Groundwater, Surface Water, and Free Product Assessment Information 5.6.1 Current Extent and Severity of Contamination During this sampling event, free product was measured in MW-1. Free product was also previously detected in MW-1. Concentrations of VOCs has generally decreased in MW-3, MW-4, MW-9, and MW-11 since the previous monitoring event. Groundwater is flowing to the northeast. Based on this information, MW-3, MW-9 and MW-11 are downgradient of the former UST system. However, MW-4, which has also had detections of VOCs above the 2L Standards, is located upgradient from the former UST system at the former pump island. The detections of VOCs in MW-4 are likely associated with a release of petroleum products from the former product dispensing pumps and/or the two 560-gallon USTs closed in place under the pump island. The extent of the contaminated groundwater plume has not yet been delineated. The laboratory analytical results from the onsite water supply well (WSW-1) indicated no VOCs were detected above the laboratory detection limits. According to previous reports, approximately 10 cubic yards of soil was removed from the site upon excavation of the 270-gallon kerosene UST in 1991 and the soil was land-farmed on the northwestern portion of the property. Contaminated soils were detected during installation of WSW-1 in 1993 and petroleum constituents were reported in soil samples exceeding the 10 mg/kg action level during the UST removal in 2004. However, the impacted soil at the site was not completely removed and petroleum contaminated soil may remain in place at the former UST pit and former dispensing pump area. The extent of soil contamination is unknown. 5.6.2 Cleanup Levels Achieved Soil (soil-to-groundwater maximum soil contaminant concentrations) No Groundwater (2L standard concentrations) No Free Product No Groundwater Monitoring Report Carter’s Grocery, Incident No. 6878, UST No. RA-1056 101 Rand Road Raleigh, Wake County, North Carolina S&ME Project No. 4305-18-132B March 19, 2020 9 6.0 Conclusions and Recommendations Based on the current and historical assessment information for the site, the following conclusions are presented: 1. The depth to groundwater was measured at the site on March 5 and 6, 2020 by S&ME personnel. The groundwater is flowing to the northeast. 2. Free product is present in monitor well MW-1. During the previous monitoring report, free product was also detected in monitor well MW-1. 3. The laboratory analytical results of the groundwater samples indicate that several VOCs were reported above their 2L Standards in four monitor wells (MW-3, MW-4, MW-9 and MW-11). No VOC concentrations were detected in monitor wells MW-6 and MW-10. 4. One water supply well, located approximately 30-feet to the north of the former UST pit, was sampled. No VOC concentrations were detected above laboratory detection limits. Based on the above, the following recommendations are presented: 1. Conduct a free product bail down evaluation to determine mobility and recoverability of the free product. 2. Obtain access agreements from property owners of surrounding properties to sample water supply wells. If contaminant constituents are found, connect to an alternative water (if available) supply and abandon wells.
