Soil Assessment Report AJ Lancaster Store, TF-6369, RA-960 8997 Lancaster Store Road Castalia, Nash County, North Carolina S&ME Project No. 4305-17-112B December 6, 2019 3 2.0 Executive Summary On October 8, 2019, S&ME conducted soil assessment activities at the AJ Lancaster Store site located at 8997 Lancaster Store Road in Castalia, Nash County, North Carolina to assess suspected soil contamination in the area surrounding the former dispenser island location. S&ME subcontracted Quantex Environmental Drilling (Quantex) to utilize a track mounted drill rig with direct push technology to collect soil samples in the area of the former dispensing pump location to be analyzed onsite by RED Lab, LLC for Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO) and Diesel Range Organics (DRO) by ultraviolet fluorescence (UVF). The scope of services was authorized by the North Carolina Department of Environmental Quality’s (NCDEQ’s) Task Authorization TA-03, dated September 13, 2019, and within NCDEQ/S&ME contract number N17002. Soil Assessment Report AJ Lancaster Store, TF-6369, RA-960 8997 Lancaster Store Road Castalia, Nash County, North Carolina S&ME Project No. 4305-17-112B December 6, 2019 4 3.2 Approved Scope of Services S&ME’s approved Scope of Services for this Task Authorization included mobilizing to the site to install several soil borings in the area of the former dispensing pump location, collecting soils samples to be analyzed for TPH DRO/GRO utilizing on-site UVF analysis, gauge two wells previously containing free product (MW-5 and MW-6), collect groundwater samples for up to eight monitor wells (MW-1 through MW-7, MW-1D), collect influent samples only from two water supply wells (Winner and Lancaster), preparation of a Subsequent Monitoring Report documenting free product gauging, monitor well sampling, and water supply well sampling activities (submitted separately), and the preparation of this Soil Assessment report documenting soil assessment activities. The scope of services was completed as proposed. 4.0 Site History and Characterization 4.1 Site History The subject site is located at Race Track Road and Lancaster Store Road in Castalia, Nash County, North Carolina. The address of the site is listed as 8997 Lancaster Store Road. A vicinity map of the site is shown on Figure 1, and the site and pertinent features are shown on Figure 2. Photographs of the site are provided in Appendix III. The AJ Lancaster Store site consists of vacant building, canopy, above ground storage tanks (ASTs), and fuel dispensing pumps. The adjoining properties consist of rural residential development and agricultural fields. According to a UST Closure Report, dated January 27, 1994, and prepared by Environmental Aspecs, Inc. of North Carolina (EAI), five steel underground storage tanks (USTs) were removed from the site on December 29 and 30, 1993. The UST system consisted of one 6,000-gallon gasoline UST, one 6,000-gallon diesel UST, one 4,000-gallon gasoline UST, one 3,000-gallon gasoline UST, and one 280-gallon kerosene UST. During UST removal, approximately 150 cubic yards of contaminated soil was excavated from the former UST basin. Based on the report, EAI collected 16 post closure soil samples for laboratory analysis. The laboratory analytical results of soil samples collected at the time of the closure by removal of the USTs indicated that concentrations of TPH GRO and DRO were present in concentrations exceeding the NCDENR Action Levels. The product piping and dispensers were reportedly left on-site for use with five on-site ASTs. 4.2 UST Owner and Operator Information According to information provided to S&ME by NCDEQ, the former site owner (AJ Lancaster, deceased) owned and operated the property from an unknown date to December of 1993. The property was operated as a gasoline fueling station and convenience store during this time. The UST owner/operator information is provided in Table 1, Appendix II. A vicinity map is shown in Figure 1. Soil Assessment Report AJ Lancaster Store, TF-6369, RA-960 8997 Lancaster Store Road Castalia, Nash County, North Carolina S&ME Project No. 4305-17-112B December 6, 2019 5 4.3 UST Information One 6,000-gallon gasoline UST, one 6,000-gallon diesel UST, one 4,000-gallon gasoline UST, one 3,000-gallon gasoline UST, and one 280-gallon kerosene UST were removed from the site on December 29 and 30, 1993 according to EAI Inc. UST Closure Report, dated January 27, 1994. Information about the UST system is provided in Table 2, and the approximate location of the former USTs is shown in Figure 2. 4.4 Description of the UST Release A release was discovered on December 29 and 30, 1993 during removal of five USTs from the site. A total of 16 soil samples were collected by EAI at the time of removal. Soil samples were field screened utilizing a Photo Ionization Detector (PID) and the field screen readings registered elevated readings. Soil samples were analyzed for TPH GRO and DRO. Based on laboratory results, EAI determined the presence of significant gasoline contamination and confirmed the UST system as the source of the release. 4.5 Site Characteristics The site is located at 8997 Lancaster Store Road Castalia, Nash County, North Carolina. There are three structures on the property including a former retail fueling station, a former convenience store, and a storage building. The fueling station and convenience store are no longer operational, however the fueling station dispensers, canopy, and ASTs remain on-site. The land use of the area surrounding the site is a mix of rural residential, undeveloped, and agricultural development. Topography across the site is generally flat, and the elevation of the source area is approximately 280 feet above mean sea level. A photographic log of the site is provided as Appendix III. 4.6 Owners and Occupants of Adjoining/Nearby Properties and Land Use The site and adjacent properties include agricultural land and residential areas. A site map and the locations of water supply wells are provided as Figure 2. 4.7 Receptors/Potential Receptor Information Conducting a receptor survey was outside of the scope for this assessment. However, based on a CES Receptor Survey conducted in January 2013, the following information is provided:  There are twelve private water supply wells (WSW-1 through WSW-12) located within 1,500 feet of the source area.  One of these wells (WSW-3) was reported to be inactive.  Three of the water supply wells (AJ Lancaster, Jerry Hawkins, and Fred Winner) have point of entry (POE) treatment systems associated with the wells. These POE systems were installed and are maintained by the NCDEQ, UST Section Trust Fund. Municipal water is currently not available to the site and surrounding properties. Soil Assessment Report AJ Lancaster Store, TF-6369, RA-960 8997 Lancaster Store Road Castalia, Nash County, North Carolina S&ME Project No. 4305-17-112B December 6, 2019 6 5.0 Current Site Assessment Information 5.1 Soil Sampling On October 8, 2019, S&ME utilized a track mounted Geoprobe® drill rig with direct push technology to advance 18 soil borings (SB-1 through SB-18) within the area of the former dispenser island. The approximate locations of the soil borings are shown in Figure 3. A photographic log is included in Appendix III. To establish the current approximate depth to groundwater, the first soil boring (SB-1) was advanced to a depth of 20 feet below ground surface (ft-bgs), and encountered wet soils at approximately 16 ft-bgs. The drill crew attempted to advance the remaining Geoprobe® borings (SB-2 through SB-18) to depths of approximately 15 ft-bgs. Soils were continuously collected in disposable acetate-plastic sleeves that line the hollow stainless steel sample probe rods. Soils recovered from the sleeves were classified on-site by S&ME personnel and containerized in five foot intervals to be analyzed onsite by RED Lab for TPH GRO and DRO using ultraviolet fluorescence (UVF) spectroscopy with product (fuel) identification. Composite samples of each five foot interval were screened with a Photoionization Detector (PID) to measure relative headspace concentrations volatile organic compounds (VOCs). The VOC headspace readings were obtained from an aliquot of each sample that was placed in a re-sealable bag. After waiting approximately 15 minutes to allow the sampled to reach ambient temperature and headspace equilibrium, the PID probe was inserted into the bag to obtain a headspace reading. A summary of the PID readings and logs of the soil borings are included in Appendix IV. Soil samples with elevated PID readings were selected from each boring and provided to RED Lab, LLC (RED Lab) for on-site analysis. Additional soil samples from intervals not showing elevated PID readings were also provided to RED Lab for analysis. A total of 38 samples were analyzed by RED Lab for TPH GRO and DRO using ultraviolet fluorescence (UVF) spectroscopy with product (fuel) identification. 5.2 Soil Analytical Results The results from onsite UVF analysis by RED Lab indicated that TPH GRO and DRO were present above their respective TPH action levels of 50 mg/kg for GRO and 100 mg/kg for DRO in soil borings SB-4, SB-6, SB-7, SB-12, and SB-17. The detections that exceeded the action limits were in the samples collected from the 10.0-15.0 ft-bgs interval. TPH GRO/DRO was not detected above action limits in the samples collected from 0-5.0 ft-bgs or 5.0- 10.0 ft-bgs intervals. UVF analysis by RED Lab utilizes a library of specific ratios of concentrations of different hydrocarbons exhibited in samples to generate a signature set of ratios or “fingerprint” for different types of hydrocarbon compounds to identify what type of contaminants are present in a sample, as well as estimate the degradation of the contaminant. The following contaminants were detected: • Very degraded petroleum hydrocarbons (mixture of multiple hydrocarbons) • Very degraded diesel • Degraded fuel (mixture of gasoline and diesel) • Degraded diesel Soil Assessment Report AJ Lancaster Store, TF-6369, RA-960 8997 Lancaster Store Road Castalia, Nash County, North Carolina S&ME Project No. 4305-17-112B December 6, 2019 7 • Degraded gasoline Of these “fingerprints,” the most commonly detected was degraded diesel fuel. The samples with the highest levels of TPH (SB-7, SB-17) indicated the primary contaminant in those samples was degraded diesel fuel. The laboratory analytical results are summarized in Table 1 and shown on Figure 3. The laboratory analytical data from RED Lab is included in Appendix V. 5.3 Regional and Site Geology and Hydrogeology 5.3.1 Soil and Bedrock According to the Geologic Map of North Carolina, dated 1985, the site lies within the Piedmont Geomorphic Province, which is categorized by broadly sloping plains of moderate topographic relief with good drainage and soil development. The site is located within the Raleigh Belt. Rocks within this group consist of Permian to Pennsylvanian aged foliated to massive granitic rock. Soils encountered during soil assessment activities consisted primarily of silty clays and sandy silts. Rock was not encountered during the October 2019 soil assessment. 5.4 Evaluation of Soil 5.4.1 Current Extent and Severity of Contamination 5.4.1.1 Soil According to a UST Closure Report, dated January 27, 1994 prepared by Environmental Aspecs, Inc. of North Carolina (EAI), the laboratory analytical results for soils collected at the time of UST closure indicated that TPH DRO and GRO were detected in concentrations exceeding the NCDEQ Action Levels. Product piping and dispensers were left on-site for use with ASTs that were later installed. The extent of soil contamination around the previous dispenser island location has been delineated to the northern, eastern, southern and western extents. Soil analysis indicated the presence of TPH GRO and DRO at concentrations exceeding the NCDEQ Action Levels in soils collected from multiple borings in the area of the former dispenser island. Based on UVF analysis by RED Lab, the hydrocarbons detected in soil samples collected include: degraded fuel (gasoline and diesel mixture), very degraded petroleum hydrocarbons (mixture of various hydrocarbons), degraded diesel, degraded gas, and very degraded diesel. Degraded diesel was the most commonly detected hydrocarbon fingerprint. The highest concentration of TPH GRO was detected in SB-4 at a concentration of 725.7 mg/kg. The highest concentration of DRO was detecting in soil boring SB-17 at a concentration of 10,550 mg/kg The soil samples that contained concentrations of TPH GRO and DRO above the NCDEQ action levels were from the 10.0 to 15.0 ft-bgs sampling interval. TPH GRO was detected in sample SB-4 in the 5.0-10.0 ft-bgs sampling interval at a concentration above the laboratory MDL, but below the NCDEQ Action Level. TPH DRO was detected in samples SB-1 (0-5.0 ft-bgs), SB-3 (10.0-15.0 ft-bgs), SB-4 (0-5.0 ft-bgs, 5.0-10.0 ft-bgs), SB-5 (5.0-10.0 ft-bgs, Soil Assessment Report AJ Lancaster Store, TF-6369, RA-960 8997 Lancaster Store Road Castalia, Nash County, North Carolina S&ME Project No. 4305-17-112B December 6, 2019 8 10.0-15.0 ft-bgs), SB-6 (5.0-10.0 ft-bgs), SB-16 (5.0-10.0 ft-bgs), SB-17 (5.0-10.0 ft-bgs), and SB-18 (5.0-10.0 ft-bgs, 10.0-15.0 ft-bgs) at concentrations above the laboratory MDL, but below the NCDEQ Action Level. Based on soils contaminated at concentrations above NCDEQ Action Levels being encountered only in the lower sample intervals, and an approximate depth to groundwater of 12 to 16 ft-bgs, it is unlikely that the contaminated soils encountered during the October 8, 2019 soil assessment were impacted by petroleum products spilled at the surface at or near the former dispenser island. The impacted soils are in the lower vadose zone near or extending into the capillary fringe. The TPH detected in soil samples collected is likely sourced from contaminated groundwater undulating through impacted soil in the capillary fringe area. 6.0 Conclusions and Recommendations Based on the current and historical assessment information for the site, the following conclusions are presented: 1. Contaminated soils are present in the area of the former dispenser island. 2. Soils contaminated above NCDEQ Action Levels for TPH GRO & DRO were only found in samples collected in the 10.0-15.0 ft-bgs interval, directly above the water table. 3. Based on UVF results, gasoline and diesel contamination was detected in soil samples collected. Based on the above, the following recommendations are presented: 1. Explore remediation methods to remediate impacted soil in the former UST basin area, and the north portion of the UST basin area to remove free product and reduce and maintain constituent concentrations to below the GCLs in on-site monitor wells.
