Billy Miller E-mail: kathleentaylor217@gmail.com PARTICIPANTS: Billy Miller; Miller Construction & Landscaping Ray Williams; NCDEQ-Solid Waste STATUS OF PERMIT: Active: Landclearing and Inert Debris (LCID) Landfill Notification for a site less than 2 acres in size PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Land-Clearing and Inert Debris (LCID) Landfill Notification. 2) This Facility is recorded with the Carteret County Register of Deeds at: Book #666; Page #132 3) This Facility is permitted to receive for disposal: a. Land Clearing Waste: stumps, trees, limbs, brush, grass, and other naturally occurring vegetative materials generated solely from land clearing activities. b. Yard Trash: brush, grass, tree limbs, and similar vegetative materials resulting from landscaping and yard maintenance. c. Inert Debris and Untreated Wood: concrete, brick, concrete block, uncontaminated soil, gravel and FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section N0190_INSP_20200507 Page 2 of 3 rock, untreated and unpainted wood; and d. Used Asphalt: used asphalt or asphalt mixed with dirt, sand, gravel, rock, and concrete. 4) The disposal area for this Facility may not exceed 2 acres in total size. 5) This Facility is monitored by a 24 hour security camera at the Facility entrance. 6) This Facility is secured by a locked gate at the Facility entrance and has controlled access for safety. The gate was unlocked and open upon my arrival and an attendant was on site during this Facility Compliance Inspection. 7) This Facility is not currently in use for the disposal of landclearing and inert debris. 8) The Facility operator has begun excavating and screening the landfill to reclaim reusable materials from the landfill. The screened materials are being stored for re-use in an area adjacent to the landfill and adjacent to the Miller Farm LCID Landfill #2, Notification #N0096 located on the adjacent property. There were no excavating or screening activities ongoing during this Facility Compliance Inspection. 9) Permanent markers have been installed around the perimeter of the Landfill to identify the Landfill disposal boundaries. 10) Proper signage is posted at the Facility entrance stating the Facility emergency contact number and types of waste accepted. 11) Overall, this Facility has a well-established cover crop of native warm season grasses and coppice type vegetation. 12) *Please ensure the cover crop is mowed regularly to prevent the establishment of trees or other woody vegetation on the landfill cap. 13) The access road to the Facility is of all-weather construction and is being managed properly at this time. 14) The perimeter road is well maintained, providing for clear access around the Facility. 15) Soil has been stockpiled in an area adjacent to the Landfill for use in maintenance and repair. 16) No off-site erosion was noted during this Facility Compliance Inspection. 17) No violations were observed during this Facility Compliance Inspection. 18) *Corrective actions are needed as a result of this Facility Compliance Inspection.
