Free product thicknesses have not been measured on-site since December 2008. ◼ The contaminant plume has not been delineated to the north (upgradient) or south (downgradient) of the source area and may extend off-site. Attempts to acquire access to install a downgradient monitoring well to the south of the site have been unsuccessful. The contaminant plume is not delineated vertically. ◼ Two inactive water supply wells are located approximately 380 and 720 feet up-gradient from the source area based on surficial topography. Municipal water is reportedly provided to the site and surrounding properties. The nearest surface water feature is Falling Creek, which is situated approximately 1,650 feet south of the site. ◼ In exterior soil gas samples, seven petroleum compounds, tetrachloroethene, and trichloroethene were below NCDEQ Division of Waste Management Non-Residential Soil Gas Screening Levels (SGSLs). C. SITE HISTORY AND CHARACTERIZATION The purpose of this report is to evaluate the current status of the groundwater quality and assess the potential for vapor intrusion at the Robert Coleman Exxon site. Terracon completed this report to summarize the findings of assessment activities performed on November 25, 2019 at the Robert Coleman Exxon site located at 508 Fayetteville Road in Rockingham, Richmond County, North Carolina (Figure 1). This Subsequent Monitoring Report was prepared for the site in response to a request by Mr. Mark Petermann, Incident Manager with the NCDEQ Division of Waste Management, State Lead Program. The Subsequent Monitoring Report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ UST Section Guidelines for Assessment and Corrective Action for UST Releases, dated July 15, 2008, revised December 2013, under the supervision of Mr. William O. Frazier, a North Carolina registered licensed geologist (North Carolina License No.2576). C.1 Site Setting The Robert Coleman Exxon site is occupied by a single-story automotive maintenance facility currently operated as Robert’s Automotive Repair & Inspections. The remaining portions of the site consist of paved parking and driving areas and landscaped areas. Two aboveground storage tanks of unknown contents are located in a brick containment area in the southeastern corner of the site. The surrounding properties consist primarily of residential development. The First United Methodist Church is located approximately 120 feet southwest of the site. The nearest surface water feature is Falling Creek, which is situated approximately 1,650 feet south of the site. The site and surrounding properties are depicted in Figure 2. Robert Coleman Exxon Rockingham, North Carolina Terracon Project No. 70149661A Incident No. 15284 December 27, 2019 Responsive ■ Resourceful ■ Reliable 4 C.2 Release Summary A petroleum release from the former on-site UST system was discovered in December 1994, during the excavation of two 6,000-gallon gasoline USTs, one 4,000-gallon gasoline UST, and one 550-gallon waste oil UST. C.3 Previous Investigations Investigations have been conducted at the site between 2008 and the present (as referenced in Section F). Activities have included soil sampling, the installation and sampling of four monitoring wells, and vapor intrusion assessments. Investigation results were used to generate a conceptual site model of current conditions, which is included as Table 1. C.4 Water Supply Wells Two water supply wells have historically been identified approximately 380 and 720 feet of the UST basin (source area). The wells were not used as a potable water source when first identified in December 2008. At this time, wells WSW-1 and WSW-2 are inactive and are located up-gradient of the site based on surficial topography. According to the Richmond County Historical Society, which owns the property occupied by well WSW-1, the well is inactive and has been capped with a large concrete block. Municipal water is reportedly available to the properties located within 1,000 feet of the source area. Water supply well information is presented in Table 2 and well locations are depicted on Figure 3. D. ASSESSMENT INFORMATION D.1 Sampling Activities D.1.1 Free Product Evaluation Free product was not encountered in the on-site monitoring wells during this assessment and has not been encountered on-site since December 2008 in MW-1. D.1.2 Groundwater Sampling Activities Terracon mobilized to the site on November 25, 2019 to conduct groundwater sampling as requested by the NCDEQ. Terracon sampled four on-site monitoring wells (MW-1 through MW-4). Prior to sample collection, Terracon gauged the depth to groundwater in the monitoring wells. The approximate locations of the wells are shown on Figure 2. Current and historical groundwater elevation measurements are provided in Table 3. The surficial groundwater flow direction was estimated to the south based on the calculated groundwater elevations and site topography. Groundwater elevations for the most recent sampling event are depicted on Figure 4. Photographs and copies of field notes are provided in Appendix A. Robert Coleman Exxon Rockingham, North Carolina Terracon Project No. 70149661A Incident No. 15284 December 27, 2019 Responsive ■ Resourceful ■ Reliable 5 Prior to sampling, the wells were purged with a peristaltic pump using low flow sampling techniques (i.e., <200 milliliters per minute) prior to sampling. Field parameters consisting of pH, temperature, oxidation-reduction potential (ORP), dissolved oxygen, and conductivity were measured at each of the well locations. After stabilization of pH and conductivity, a groundwater sample was collected directly into laboratory supplied containers at low flow sampling rates. The groundwater samples were placed in laboratory-supplied glassware, labeled and stored in an ice-packed cooler. Additionally, a field blank was collected and submitted for laboratory analysis. The samples, along with chain-of-custody documentation, were delivered to Shealy Environmental Services, Inc., in West Columbia, South Carolina for analysis of VOCs by EPA Method 6200B including methyl tert-butyl ether (MTBE), ethylene dibromide (EDB) and di-isopropyl ether (IPE). D.1.3 Soil Vapor Sampling Activities Three temporary exterior soil gas sampling points (SV-01, SV-02, and SV-03) were installed within approximately 10 feet of the current on-site building; the soil vapor points were off-set one to five feet from the locations sampled during the July 2017 and January 2018 events (Figure 5). Analytical results from the July 2017 and January 2018 events did not indicate constituents above their respective Non-Residential SGSLs. The November 2019 sample locations were chosen for temporal comparison with the initial data set. The soil gas points were constructed in direct push technology (DPT) soil borings advanced to depths ranging from 6.0 to 6.5 feet below surface (ft bls). Each soil gas point was constructed in general accordance with the practices outlined in the Interstate Technology Regulatory Council’s Vapor Intrusion Pathway: A Practical Guidance (2007). The points were constructed with a 6-inch stainless steel screen with barbed fittings to connect to small bore (0.25 inches O.D.) Teflon®-lined sample tubing. A sand filter pack was placed within the annulus to a height of approximately six inches above the screen point. An approximate one-foot thick layer of dry, granular (No. 20) bentonite was placed in the borehole annulus above the sand pack followed by a layer of bentonite hydrated with distilled water to the land surface. Soil vapor points were allowed to equilibrate for a minimum of two hours after installation before sampling. A shut-in (dead-head) test was conducted before sampling to check for leaks in the above-ground purge/sampling manifold. The flow controller influent was capped, and a hand pump was used to induce a negative pressure reading on the manifold pressure gauge. If there was an observable loss of vacuum, the fittings were adjusted until the vacuum in the sample train did not noticeably dissipate. Prior to sampling, laboratory supplied, batch certified 1.0-liter summa canisters were connected to tubing using Swagelok® fittings at the sub-slab sampling points. A helium tracer test was conducted prior to collecting each sample. The tracer test serves as a quality assurance/quality control (QA/QC) method to verify the integrity of the soil vapor point seal in addition to the connection of the sampling manifold and the soil vapor point. A field instrument capable of measuring helium concentrations down Robert Coleman Exxon Rockingham, North Carolina Terracon Project No. 70149661A Incident No. 15284 December 27, 2019 Responsive ■ Resourceful ■ Reliable 6 to 25 parts per million (ppm) was used to verify the presence and concentration of helium in the sample points and/or within the sampling manifolds. The protocol for using a tracer gas is to enclose the sampling points and the sampling manifolds with a shroud. The helium tracer gas is released into the shroud until the atmosphere inside the shroud is approximately 10 to 20 percent helium. Approximately three purge volumes were evacuated through Teflon-lined tubing that passes through the shroud using a peristaltic pump and/or dedicated syringe. Purged soil vapor was collected in a 1-liter Tedlar® bag. After each purge volume was evacuated, a purge sample from the Tedlar® bag was screened for helium to assess for leaks in the well seal and/or sampling manifold. Each annulus was considered to be sufficiently sealed when helium concentrations were less than ten percent of the helium concentration in the shroud. Helium was not detected above the field instrument’s detection limit of 25 ppm in the sampled points. After completion of the helium tracer tests, the sample canisters were filled using dedicated flow controllers set to a sample rate of less than approximately 200 milliliters per minute. The canister vacuums were recorded prior to and periodically during the filling periods. At the conclusion of the sampling event, the final canister vacuums were recorded. The canisters were packaged and delivered along with chain of custody documentation to Pace Analytical Laboratories for analysis of VOCs via EPA Method TO-15 for the following compounds: ◼ benzene ◼ n-butylbenzene ◼ 1,2-dichloroethane ◼ ethylbenzene ◼ isopropylbenzene ◼ naphthalene ◼ n-propylbenzene ◼ toluene ◼ 1,2,4-trimethylbenzene ◼ 1,3,5-trimethylbenzene ◼ m&p-xylene ◼ o-xylene ◼ tetrachloroethene ◼ trichloroethene The compounds listed above have been detected above 2L standards and/or NCDEQ DWM Vapor Intrusion Groundwater Screening Levels in groundwater samples during recent sampling events. The temporary soil gas sampling points were abandoned on November 25, 2019 by attempting to pull up the soil vapor point, cutting the tubing flush with the ground surface, and patching the hole at the surface. D.1.4 Site Inventory Assessment During the November 2019 sampling event, Terracon performed a site inventory assessment of the chemicals and materials used at the on-site Robert’s Automotive Inspections and Brakes. Terracon observed the following associated with site operations: One inground hydraulic lift One aboveground hydraulic lift Two used engine oil aboveground storage tanks to the southeast of the building Robert Coleman Exxon Rockingham, North Carolina Terracon Project No. 70149661A Incident No. 15284 December 27, 2019 Responsive ■ Resourceful ■ Reliable 7 One used engine oil reservoir inside the garage bay One brake rotor grinder located inside the garage bay Numerous 1- to 5-quart engine coolant, brake fluid, and engine oil containers Approximately 8 5-gallon tanks of refrigerant (1,1,1-2-tetrafluoroethane) and the associated injection equipment One air compressor located inside the garage bay One 55-gallon drum of new engine oil One 300-gallon tank of new engine oil Two interior floor drains Site personnel reported that normal operations involve oil changes, routine automotive maintenance, and vehicle inspections. Chlorinated solvents reportedly are not used in the current operations at the site. It is not known if chlorinated solvents were used in site operations in the past. The interior floor drains reportedly are connected to the sanitary sewer. D.2 Analytical Results D.2.1 Groundwater Analytical Results Based on the laboratory analytical reports, five petroleum constituents (benzene, ethylbenzene, isopropylbenzene, naphthalene, n-propylbenzene) were identified at concentrations above their 2L standards in MW-1, MW-3 and/or MW-4. Concentrations were not detected above GCLs. Petroleum constituent concentrations were not detected above the laboratory’s reporting limit in MW-2. Trichloroethene (TCE) and tetrachloroethene (PCE) were not detected above laboratory reporting limits during the November 2019 sampling event but have been historically detected in monitoring wells MW-4 and MW-2, respectively. Constituents detected in the groundwater are depicted on Figure 6. The groundwater analytical results from the monitoring wells are summarized in Table 4. Copies of the laboratory analytical reports are provided in Appendix B. Isoconcentration maps for benzene and naphthalene are provided as Figures 7 and 8, respectively. These maps depict the approximate lateral extent of benzene and naphthalene in the groundwater; however, the contaminant plume has not been delineated to the north or south. The area to the north is topographically up-gradient of the site and is currently undeveloped. The area to the south is developed with single family residences. Robert Coleman Exxon Rockingham, North Carolina Terracon Project No. 70149661A Incident No. 15284 December 27, 2019 Responsive ■ Resourceful ■ Reliable 8 D.2.2 Soil Vapor Analytical Results Analytical results for soil vapor samples SV-01 through SV-03 were compared with the North Carolina Department of Environmental Quality’s (NCDEQ) Residential and Non-Residential Vapor Intrusion Soil Gas Screening Levels (VI-SGSLs). Soil vapor point locations are shown on Figure 5. Results are included on Table 5 and are summarized as follows. ◼ Nine compounds (benzene, ethylbenzene, n-propylbenzene, toluene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, total xylenes, PCE, and TCE) were detected below their Residential SGSLs in soil vapor locations SV-01, SV-02 and/or SV-03. E. CONCLUSIONS AND RECOMMENDATIONS Based on information obtained during the completion of groundwater monitoring activities, Terracon provides the following conclusions and findings. ◼ Five petroleum constituents were detected in monitoring wells MW-1, MW-3, and/or MW-4 at concentrations that exceed their 2L standards. Concentrations have remained relatively stable since 2011. ◼ GCL exceedances were not identified in the sampled monitoring wells. GCL exceedances have not been detected on-site since April 2012. ◼ Measurable thicknesses of free product were not observed in the monitoring wells. Free product thicknesses have not been measured on-site since December 2008. ◼ The contaminant plume has not been delineated vertically or to the north (upgradient) or south (downgradient) of the source area and may extend off-site. NCDEQ has indicated that further delineation to the north is not necessary, as the water supply wells in this area are inactive and located up-gradient of the site. Further delineation to the south does not appear necessary at this time based on the following: water supply wells have not been identified within 1,000 feet in this direction; and, as the petroleum, TCE, and PCE soil vapor concentrations do not exceed their residential VI-GWSLs on the site, vapor intrusion does not appear to pose a risk to the down-gradient properties. ◼ Two inactive water supply wells are located approximately 380 and 720 feet up-gradient from the source area based on surficial topography. Municipal water is reportedly provided to the site and surrounding properties. The nearest surface water feature is Falling Creek, which is situated approximately 1,650 feet south of the site. ◼ In exterior soil gas samples, seven petroleum compounds, tetrachloroethene, and trichloroethene were detected below their respective SGSL. Analytical results from the July 2017 and January 2018 events did not indicate constituents above their respective SGSLs; however, these two sampling events did not include analyses for tetrachloroethene and trichloroethene. Robert Coleman Exxon Rockingham, North Carolina Terracon Project No. 70149661A Incident No. 15284 December 27, 2019 Responsive ■ Resourceful ■ Reliable 9 Based on the data presented in this Subsequent Monitoring report, Terracon recommends the following activities be completed at the site: ◼ Based on the PCE and TCE concentrations in soil vapor and their inconsistent concentrations within groundwater, NCDEQ believes the site is low risk and eligible for closure with a deed restriction on the use of soil and groundwater at the site. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
