EXECUTIVE SUMMARY The purpose of this report is to present the current status of groundwater quality at the Former Ward’s Citgo site (Incident No. 17850) that is located at 10236 W R Latham Road (Intersection of Highway 211 and Highway 701 Bypass) in Clarkton, Bladen County, North Carolina (Exhibit 1). Terracon completed this report to summarize the findings of assessment activities performed at the site on November 14, 2019. Six USTs were removed in November 1994 and a seventh UST was removed in 2007. In July 2015, Terracon supervised the removal of three additional USTs and the abandonment-in-place of one additional UST. Several rounds of assessment have been performed at the site which included the installation of a groundwater monitoring well network, soil assessments, contaminated soil removal and groundwater remediation events. Prior assessment results revealed concentrations of petroleum compounds in soil above their respective soil-to-groundwater Maximum Soil Contaminant Concentrations (MSCCs) and in groundwater above the applicable 2L Standards. Free product was observed infiltrating the excavation during the tank closures and has been documented in at least one of the on-site monitoring wells (MW-1). At the direction of the NCDEQ, Terracon mobilized to the site on November 14, 2019 to gauge monitoring well MW-1 for free product and to collect groundwater samples from the other nine existing groundwater monitoring wells associated with the incident (MW-3, MW-4, MW-6, MW-7, MW-8, MW-9, MW-10, MW-11 and MW-12). Two of the groundwater monitoring wells (MW-10 and MW-11) have been installed off-site on adjoining property to the east across WR Latham Street (701 Bypass). Monitoring wells MW-2 (and MW-2R, a replacement well for MW-2) and MW-5 have not been able to be located during Terracon’s involvement with this project and are presumed destroyed. Terracon formerly sampled MW-18, a well installed on the site for an offsite UST incident investigation, from 2014 through 2016. During the 2018 sampling event, Terracon could not locate MW-18 and it was later documented that this well has been abandoned as the offsite incident has been closed by NCDEQ’s Fayetteville Regional Office. A multi-mobile phase extraction (MMPE) was performed on this site in June 2019. Free product was observed in monitoring well MW-1, so a groundwater sample was not collected from this well. No free product was observed in the other wells associated with this incident. Monitoring Report Former Ward’s Citgo Clarkton, North Carolina Terracon Project No. 72149615A Incident No. 17850 January 9, 2020 Responsive ■ Resourceful ■ Reliable 3 Groundwater flow was documented to be generally towards the south-southeast during the November 2019 sampling event. Groundwater samples collected on November 14, 2019 were submitted for laboratory analysis of volatile organic compounds (VOCs) by EPA Standard Method 6200B with methyl-tert-butyl ether (MTBE), ethylene dibromide (EDB), and isopropyl ether (IPE). Monitoring well MW-1 was identified to contain approximately 0.04 feet (or approximately 0.5 inches) of free product during the November 2019 site visit. The oil-water interface meter used during the November 2019 sampling event did not detect free product in MW-1. However; Terracon verified the presence of the free product using a disposable bailer. The bailer and free product found in MW-1 on November 14, 2019 is depicted on the cover photo of this report with an additional photo of the free product in MW-1 located in the photo log in Appendix B. Based on information obtained during the completion of the monitoring activities performed in November 2019, Terracon provides the following findings and conclusions: Free product was observed in monitoring well MW-1 at an apparent thickness approximately 0.04 feet (or approximately 0.5 inches). The free product thickness level in MW-1 has decreased significantly since the March 2019 gauging event and after a Multi Mobile Phase Extraction (MMPE) event that was performed at the site in June 2019. Benzene has historically been detected at a concentration exceeding its Gross Contamination Level (GCL) in onsite monitoring well (MW-12). However, during the recent groundwater sampling event in November 2019, the benzene level at MW-12 was at 4,120 micrograms per liter (µg/l) and below the NCDEQ established GCL of 5,000 µg/l for benzene. Historically, benzene exceeding GCLs have also been detected in monitoring well MW-9. The benzene level in MW-9 was detected at 3,110 µg/l in November 2019 and below the NCDEQ established GCL for benzene. The benzene level in monitoring well MW-9 has increased significantly since its sampling event in March 2019 (was 619 µg/l at that time). The benzene level in monitoring well MW-12 decreased since its initial sampling event in January 2016. The MMPE was performed on both MW-9 and MW-12 in June 2019. The groundwater samples collected from monitoring wells MW-3, MW-4, MW-6, MW-8, MW-9 and MW- 12 contained at least one target petroleum constituent that exceed the applicable 2L Standard. Concentrations of target contaminants in these wells generally appear to be stable or decreasing. The groundwater samples collected from monitoring wells MW-7, MW-10 and MW-11 were analyzed to contain at least one target petroleum constituent above the laboratory’s reportable limits, but below the 2L Standards. Concentrations in these three wells have been less than the 2L Standards for four or more monitoring events. The lateral extent of groundwater impact generally appears to be defined by the existing monitoring well network. The general groundwater flow direction appears to be towards the south and southeast. A receptor survey update was most recently performed as part of the January 2018 services. The 2018 receptor survey confirmed the presence of a potential inactive non-potable water supply well previously identified as PWSW-1 located approximately 530’ east of the source area (the former UST basin). The property owner where a prior potential water supply well (PWSW-2) was identified to be located indicated that no water supply well is present at this property and that this property is connected to municipal water. Terracon also attempted to contact the property owner where potential supply well PWSW-3 was previously identified. At the issuance of this report, a response has not been received from this property owner. A municipal water supply well (Well # 1) is located approximately 1,150 feet northeast of the source area and a second water supply well (Well # 3) is located approximately 1,350 feet southeast of the source area. Well #1 and Well #3 are considered to be within wellhead protection areas. Municipal water is reportedly utilized at the site and within the Town of Clarkton. C. SITE HISTORY AND CHARACTERIZATION The purpose of this report is to present the current status of groundwater quality at the former Ward’s Citgo site. Terracon completed this report to summarize the findings of assessment activities performed on November 14, 2019 at the former Ward’s Citgo located at 10236 W R Latham Road (Intersection of Highway 211 and Highway 701 Bypass) in Clarkton, Bladen County, North Carolina (Figure 1). This Monitoring Report was prepared for the site in response to a request by the Incident Manager, Mr. Mark Petermann with the NCDEQ Division of Waste Management, State Lead Program. The Monitoring Report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, under the supervision of Mr. Carl F. Bonner, a North Carolina registered Professional Engineer (NC Registration No. 16252). C.1 Site Setting The site is comprised of approximately 0.5 acres of commercial property. The property contains an approximate 1,600 square foot (sf) building that is currently being utilized as a car washing and car detailing facility; one approximately 200 sf restaurant building and one approximately 200 sf storage building. The site is further improved with a canopy above inactive dispenser pumps, a canopy above a picnic table area, a canopy next to the restaurant and asphalt, gravel and concrete drives/parking areas. The site is depicted in Exhibit 2. The adjacent property to the north consists of a warehouse and a building that sells ice. Adjoining property to the east is W R Latham Road with a restaurant (the former Clarkton BP gas station) and a grassed lot across the road. The adjoining property to the south is the intersection of W R Latham Road and West Green Street (Hwy 211) with a Scotchman gas station that contains a Subway restaurant across the Monitoring Report Former Ward’s Citgo Clarkton, North Carolina Terracon Project No. 72149615A Incident No. 17850 January 9, 2020 Responsive ■ Resourceful ■ Reliable 5 intersection. Adjoining property to the southwest is West Green Street with TS Mart gas station/Harvey’s Diner and a Dollar General across the road. C.2 Release Summary The site has had two separate release incidents. A release was discovered at the site in September 1994 (Incident No. 13245) during the closure of gasoline, diesel and kerosene USTs formerly utilized onsite. Petroleum soil contamination and free product were reportedly observed during the 1994 tank closure activities. The former tank basins where the USTs were removed in 1994 are referred within this report as “Pit A” and Pit B.” A second release was discovered on the site in August 1997 (Incident No. 17850) during a site check for a 12,000-gallon, multi-compartment gasoline UST that was reportedly utilized onsite until the early 2000s and was closed by removal in 2007. Incident 13245 was combined with Incident 17850 in 1998. The release from the 12,000-gallon gasoline UST was from leaks in the fiberglass product supply lines. Petroleum soil contamination above NCDEQ Action Levels and free product were also observed during the 2007 tank closure activities. The 12,000-gallon UST was located within “Pit B.” Terracon supervised the removal of three 4,000-gallon gasoline USTs and the abandonment-in-place of one 4,000-gallon gasoline UST in June 2015. These four USTs were removed/abandoned under Incident number 17850. The former dispenser pumps and product lines were also removed during the June 2015 tank removal/abandonment services. Contaminated soil removal activities were also conducted in the area of the former tank pit and underneath the canopy where the dispenser pumps and product lines formerly were located. A summary of UST removal and subsequent assessment activities at the site is discussed in the following section of the report. An off-site release (Incident No. 29290) has been documented on eastern adjoining property across W R Latham Street (currently the site of the Blue Moon Grille and formerly occupied by Clarkton BP). It is our understanding that Clarkton BP was formerly a gas station and the leaking tank incident associated with this facility was recently closed by NCDEQ’s Fayetteville Regional Office. Other petroleum retail stations are currently operating on the southern adjoining property across the intersection of W R Latham Street and Green Street (Scotchman) and on the southwestern adjoining property across Green Street (TS Mart). Incidents documented at these two operating gas station facilities have reportedly achieved regulatory closure with NCDEQ’s Fayetteville Regional Office. C.3 Previous Investigations The previous investigations conducted at this site are summarized below. For a more in-depth summary of previous investigations, please see Terracon’s Monitoring Report, dated April 4, 2016, on file at NCDEQ’s State Lead Program Office in Raleigh, NC. Eleven USTs have historically been associated with the site. The seventh UST was installed in January 1995 and removed in January 2007. A release incident was associated with the USTs removed in 1994 (Incident No.: 13245) and then was later combined with the site’s current incident (Incident No.: 17850) that is associated with the UST removed in 2007. On June 15, 2015, three additional USTs were removed from the site and one UST was abandoned-in- place due to its proximity to a canopy footing. At least one target contaminant was analyzed to be above NCDEQ’s Soil-to-Water Maximum Contaminant Concentrations (MSCCs) in confirmation soil samples collected after the 2015 tank removal activities. None of these soil exceedances were above NCDEQ’s Residential or Industrial/Commercial MSCCs. Soil removal was limited due to the location of the shop building and canopy footings. To date, a network of 12 monitoring wells (MW-1 through MW-12) have been installed for the ongoing release investigation. Two of these wells (MW-10 and MW-11) have been installed off-site on the eastern undeveloped grassed field to the east across 710 Bypass. An additional well, MW-18, was installed on-site as part of an off-site investigation from a former gas station (Clarkton BP – Incident 29290) that formerly occupied one of the eastern adjoining properties. Monitoring well MW-2 was replaced by MW-2R in 2010 after well MW-2 was found to be destroyed. Monitoring well MW-2R has not been located since 2012 and is assumed to have been destroyed or covered by concrete driveway patching. During the January 2018 sampling event, Terracon could not locate MW-18. Later it was determined that MW-18 has been abandoned and the incident associated with this monitoring well has been closed by NCDEQ’s Fayetteville Regional Office. Several rounds of groundwater monitoring and MMPE events have been performed at the site since the tank removal activities of 2015. Free product has historically and is currently located in MW-1. Benzene above the GCL has historically been identified in MW-9 and MW-12. Benzene has historically been identified in MW-2R at concentrations above the GCL; however, this well was last sampled in 2012. Between June 24, 2019 and June 28, 2019, Advanced Environmental performed a 96-hour MMPE event on monitoring wells MW-1, MW-6, MW-8, MW-9 and MW-12. The total liquid volume recovered during the MMPE event was reported to be 4,706 gallons with an additional estimated 4.75 gallons of vapor phase product (gasoline) recovered. Approximately 18-gallons of free product were recovered as liquid in the tanker. Terracon returned to the site on July 30, 2019 in order to gauge the free product thickness in MW-1 using an oil/water interface probe. Free product thickness was documented to be 0.06 feet in MW-1 on this date. Groundwater flow has historically been documented to occur generally to the southwest, south, southeast. Localized radial flow has consistently been inferred near wells MW-8 and MW-12. Additional environmental investigations have not occurred on-site after the June 2019 MMPE event until the current groundwater monitoring well sampling event occurred in November 2019. Monitoring Report Former Ward’s Citgo Clarkton, North Carolina Terracon Project No. 72149615A Incident No. 17850 January 9, 2020 Responsive ■ Resourceful ■ Reliable 7 C.4 Water Supply Wells A receptor survey was not performed during the March 2019 event. A receptor survey update was most recently performed as part of the January 2018 services. During the January 2018 receptor survey update, potential water supply well pump houses were identified at residences along Hester Street (161 West Hester Street (PWSW-1) and 45 West Hester Street (PWSW- 3)) and along Melvin Street (79 Melvin Street (PWSW-2)). Water meters were observed in the front yard of each of these residences. Potential well PWSW-1 at 161 West Hester Street is located approximately 530 feet east of the site; potential well PWSW-2 at 79 Melvin Street is located approximately 950 feet southwest of the site and potential well PWSW-3 at 45 West Hester Street is located approximately 1,100 feet southeast of the site. According to the Town of Clarkton, these residences are connected to the town water supply. As part of the January 2018 scope of work, Terracon mailed receptor survey letters to the current or past property owners, if property owner information was readily available, to properties identified as containing PWSW-1, PWSW-2 and PWSW-3. Terracon received a response via email from a former property owner where PWSW-1 was identified. The prior property owner indicated that he inherited the property from his parents and that he recently sold the property. The property owner confirmed that PWSW-1 was at one time used as a water supply well used for watering a garden at this residence and was used for irrigation purposes and that this well had not been active for at least 5 years prior to the time he sold the property. The former property owner also indicated that the property is connected to municipal water. Terracon attempted to contact the current property owner, Ms. Sandra Jones; however, at the issuance of this report, letters sent to Ms. Jones have been returned as undeliverable. Terracon obtained Ms. Jones’ mailing address from the Bladen County Tax Office and GIS website. Alternative mailing addresses have not been identified for Ms. Jones. No one was at home at the time of our January 16, 2018 site visit. Terracon received a response by mail from the property owner where PWSW-2 was identified. According to the response, this property does not contain a water supply well and is connected to municipal water. During Terracon’s site visit on January 16, 2018, the door to the formerly identified well house at this property was open and it appeared as if the structure was used as a storage building. At the issuance of this report, Terracon has not received a response from the property owner where PWSW- 3 was observed to be located. During our site visit in January 2018, Terracon drove by this property and no one was at home. Terracon was able to observe the potential well house at this property from the backside of the house. The potential well house was observed to be a small structure connected to the back side (south side) of the residence. In January 2018, Terracon sent receptor survey letters to property owners within 1,000 feet of the source area inquiring about whether water supply wells were utilized on their properties. Terracon additionally performed a drive around of the 1,000-foot radius to attempt to identify additional supply wells. Of the receptor survey forms returned to Terracon, none indicated that they utilized a water supply well for drinking, Monitoring Report Former Ward’s Citgo Clarkton, North Carolina Terracon Project No. 72149615A Incident No. 17850 January 9, 2020 Responsive ■ Resourceful ■ Reliable 8 irrigation, filling pools, washing cars or other uses. Terracon did not identify additional water supply wells during our windshield reconnaissance. A municipal water supply well (Well # 1) is located approximately 1,150 feet northeast of the source area and a second water supply well (Well # 3) is located approximately 1,350 feet southeast of the source area. Well #1 and Well #3 are considered to be within wellhead protection areas. Municipal water is reportedly utilized at the site and within the Town of Clarkton. Results of the 2018 water supply well inventory are depicted on Exhibit 9. C.5 Surface Water A ditch containing water on the date of our site visit was observed on the eastern adjoining property across W R Latham Street. According to the Clarkton, NC Quadrangle USGS topographic map, an unnamed “blue line” stream is located approximately 1,000 feet north of the site. The “blue line” stream to the north appears to be an unnamed tributary of Brown Marsh Swamp located farther north and east of the site. Surface waters are depicted on Exhibit 1. C.6 Land Use Information The adjacent property to the north consists of a warehouse and a building that sells ice. Adjoining property to the east is W R Latham Road with a restaurant (a former gas station) and a grassed lot across the road. Adjoining the property to the south is the intersection of W R Latham Road and West Green Street (Hwy 211) with a Scotchman gas station that contains a Subway restaurant across the intersection. Adjoining property to the southwest is West Green Street with TS Mart gas station/Harvey’s Diner and a Dollar General across the road. D. ASSESSMENT INFORMATION D.1 Site Geology and Hydrogeology The following resources were reviewed to evaluate site-specific geological and hydrogeological characteristics. Clarkton Quadrangle, North Carolina, USGS 7.5-minute series topographic map, dated 1987 (Exhibit 1). Geologic Map of North Carolina, dated 1985. The Geology of the Carolinas, Carolina Geological Society Fiftieth Anniversary Volume, edited by J. Wright Horton, Jr., and Victor A. Zullo, The University of Tennessee Press, dated 1991. Soil Survey of Bladen County, North Carolina, US Department of Agriculture, Natural Resources Conservation Service, Web Soil Survey via the Internet, http://websoilsurvey.nrcs.usda.gov/app/ . The site is located in the Coastal Plain Region (Inner Coastal Plain). The Inner Coastal Plain is generally a higher, denser area of rich, sandy soil. Also found in the Inner Coastal Plain are the Sandhills; a subregion Monitoring Report Former Ward’s Citgo Clarkton, North Carolina Terracon Project No. 72149615A Incident No. 17850 January 9, 2020 Responsive ■ Resourceful ■ Reliable 9 of rolling, sandy hills. The Coastal Plain Region was developed on loose, unconsolidated and flat layers of sediment, caused by sea level changes and erosion of the mountains. Most parts of the Coastal Plain Region consist of well to moderately well-drained loamy soils. The site is underlain by a sequence of marine sediments of the Tertiary age known as the Yorktown/Duplin Formation, Undivided (Tpy). The Yorktown Formation consists of fossiliferous clay with fine grained sand; shell material mainly found in the lenses. The Duplin Formation is shelly, medium to fine grained sand, sandy marl and limestone. Information obtained from the Web Soil Survey for Bladen County, depicts soils on the site as Norfolk- Urban land complex, 0 to 6 percent slopes (NuB). Urban land soils are soils that have been altered by development, undercutting and paving over the years. The Norfolk portion of this complex are well drained soils with very low runoff. In the site area, groundwater generally is obtained from the Black Creek Aquifer. The Black Creek Aquifer is lagoonal to marine consisting of thinly laminated clay interlayered with sand. Sediments in the subsurface are highly organic and sediments are typically from the Black Creek and Middendorf formations. On average, the Black Creek aquifer consists of nearly 60 percent sand. The hydraulic conductivity ranges from 15 to 50 feet/day and averages 28 feet/day. Recharge occurs mainly by the downward percolation from the overlying aquifers. Discharge is typically into streams where there are channels cut into it or its overlying confining unit. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, and the influences of groundwater pumping. Groundwater typically flows in directions parallel to the ground surface and under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes or natural springs. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors not evident at the time of our subsurface exploration. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. The general groundwater flow direction is interpreted to be toward the south and southeast from the site based upon depth to water level measurements obtained during the November 2019 sampling event with depth to groundwater ranging from 3.35 (in MW-12) to 10.85 (in MW-3) feet below the top of casing (TOC). A Groundwater Elevation Map with potentiometric contours is included as Exhibit 4 in the Appendix. D.2 Sampling Activities Terracon mobilized to the site on November 14, 2019 to assess free product in monitoring well MW-1 and to conduct groundwater sampling as requested by NCDEQ. Gauging and sampling activities are discussed in Sections D.2.1, D.2.2 and D.2.3 of this report. D.2.1 Free Product Evaluation On November 14, 2019, free product was observed at MW-1. The oil-water interface meter did not detect Monitoring Report Former Ward’s Citgo Clarkton, North Carolina Terracon Project No. 72149615A Incident No. 17850 January 9, 2020 Responsive ■ Resourceful ■ Reliable 10 free product in MW-1. In order to verify the interface meter, Terracon utilized a disposable bailer to verify the absence of free product in the well. Approximately 0.04 feet (or 0.5 inches) of free product was observed inside the bailer (see Photo 2, Appendix B). Due to the presence of free product, MW-1 was not sampled. The free product thickness in MW-1 has decreased significantly since an MMPE event was conducted in June 2019. Free product was not encountered in the other wells gauged during this assessment. D.2.2 Groundwater Sampling Activities Groundwater samples were collected from MW-3, MW-4, MW-6, MW-7, MW-8, MW-9, MW-10, MW-11 and MW-12 during this sampling event. Prior to purging, Terracon gauged the depths-to-water in monitoring wells MW-3, MW-4, MW-6, MW-7, MW-8, MW-9, MW-10, MW-11 and MW-12. The approximate locations of the wells are shown on the Former UST Location Diagram (Exhibit 2) and subsequent maps appended to this report (Exhibits 3 through 8). Current and historical groundwater elevation measurements are provided in Table 2. After each well was gauged, the wells were then purged using a dedicated disposable bailer until at least 3 well volumes of water were purged from each well or until the well purged dry. As a quality control measure, Terracon prepared a field blank using distilled water. The field blank sample was indicated as sample “MW-W” on the chain-of-custody. The samples were placed in laboratory-supplied glassware, labeled and stored in an ice-packed cooler. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, Inc., in Huntersville, North Carolina for analysis of VOCs, including xylenes, MTBE, EDB and IPE, by EPA Method 6200B. D.2.3 Analytical Results As discussed above, free product was observed in well MW-1. Benzene has historically been detected at concentrations exceeding its GCL in onsite monitoring wells MW-9 and MW-12. However, during the recent groundwater sampling event in November 2019, the benzene levels in MW-9 and MW-12 were reported as 3,110 µg/l and 4,120 µg/l, below the NCDEQ established GCL of 5,000 µg/l for benzene. The benzene level in monitoring well MW-9 has increased significantly since its sampling event in March 2019 (was 619 µg/l at that time). The benzene level in monitoring well MW-12 also decreased from the prior event and has decreased significantly since MW-12 was initially sampled in January 2016. The MMPE was performed on both MW-9 and MW-12 during the June 2019 event. The groundwater samples collected from monitoring wells MW-3, MW-4, MW-6, MW-8, MW-9 and MW-12 contained at least one target petroleum constituent that exceed the applicable 2L Standard. Concentrations of target contaminants in wells MW-3 and MW-12, generally appear to be decreasing. Concentrations of target Monitoring Report Former Ward’s Citgo Clarkton, North Carolina Terracon Project No. 72149615A Incident No. 17850 January 9, 2020 Responsive ■ Resourceful ■ Reliable 11 contaminants in wells MW-4, MW-6, MW-8 and MW-9, general appear to be increasing or staying near the same levels. The groundwater samples collected from monitoring wells MW-7, MW-10 and MW-11 were analyzed to contain at least one target petroleum constituent above the laboratory’s reportable limits, but below the 2L Standard. Concentrations in these three wells have trended downward since 2011. Although target contaminants of concern were detected above the laboratory’s method detection limits in groundwater samples collected from down-gradient onsite well MW-7 and offsite down-gradient wells, MW- 10 and MW-11, these constituents were reported at concentrations below their respective 2L Standards. Samples from well MW-7 and MW-10 have historically contained MTBE at concentrations slightly above the 2L Standard of 20 µg/l. During this recent sampling event and the sampling events in July 2014, January 2015, January 2016, January 2018 and March 2019, MTBE concentrations in well MW-10 were analyzed to be below the 2L Standard. The January 2016 sampling event was the first time that MTBE concentrations in MW-7 were documented to be below the 2L Standard. A Groundwater Analytical Results Map is provided as Exhibit 5 that indicates contaminants detected and their levels for each well. Concentration maps for benzene, MTBE and naphthalene are provided in Exhibits 6 through 8, respectively. As indicated on the above exhibits, the estimated lateral extent of dissolved phase impact above the 2L Standards appears reasonably defined by the existing monitoring well network. The groundwater analytical results from the monitoring wells are summarized in Table 1. A copy of the laboratory analytical reports is provided in Appendix A. E. CONCLUSIONS AND RECOMMENDATIONS Based on information obtained during the completion of the monitoring activities performed in November 2019, Terracon provides the following findings and conclusions: Free product was observed in monitoring well MW-1 at an apparent thickness approximately 0.04 feet (or approximately 0.5 inches). The free product thickness level in MW-1 has decreased significantly since the March 2019 gauging event and after a MMPE event that was performed at the site in June 2019. Benzene has historically been detected at a concentration exceeding its GCL in onsite monitoring well (MW-12). However, during the recent groundwater sampling event in November 2019, the benzene level at MW-12 was at 4,120 µg/l and below the NCDEQ established GCL of 5,000 µg/l for benzene. Historically, benzene exceeding GCLs have also been detected in monitoring well MW-9. The benzene level in MW-9 was detected at 3,110 µg/l in November 2019 and below the NCDEQ established GCL for benzene. The benzene level in monitoring well MW-9 has increased significantly since its sampling event in March 2019 (was 619 µg/l at that time). The benzene level in monitoring well MW-12 decreased since its initial sampling event in January 2016. The MMPE was performed on both MW-9 and MW-12 in June 2019. Monitoring Report Former Ward’s Citgo Clarkton, North Carolina Terracon Project No. 72149615A Incident No. 17850 January 9, 2020 Responsive ■ Resourceful ■ Reliable 12 The groundwater samples collected from monitoring wells MW-3, MW-4, MW-6, MW-8, MW-9 and MW- 12 contained at least one target petroleum constituent that exceed the applicable 2L Standard. Concentrations of target contaminants in these wells generally appear to be stable or decreasing. The groundwater samples collected from monitoring wells MW-7, MW-10 and MW-11 were analyzed to contain at least one target petroleum constituent above the laboratory’s reportable limits, but below the 2L Standards. Concentrations in these three wells have been less than the 2L Standards for four or more monitoring events. The lateral extent of groundwater impact generally appears to be defined by the existing monitoring well network. The general groundwater flow direction appears to be towards the south and southeast. A receptor survey was not performed during the March 2019 event. A receptor survey update was most recently performed as part of the January 2018 services. The 2018 receptor survey confirmed the presence of a potential inactive non-potable water supply well previously identified as PWSW-1 located approximately 530’ east of the source area (the former UST basin). The property owner where a prior potential water supply well (PWSW-2) was identified to be located indicated that no water supply well is present at this property and that this property is connected to municipal water. Terracon also attempted to contact the property owner where potential supply well PWSW-3 was previously identified. At the issuance of this report, a response has not been received from this property owner. A municipal water supply well (Well # 1) is located approximately 1,150 feet northeast of the source area and a second water supply well (Well # 3) is located approximately 1,350 feet southeast of the source area. Well #1 and Well #3 are considered to be within wellhead protection areas. Municipal water is reportedly utilized at the site and within the Town of Clarkton. Based on the data presented in this Monitoring report, Terracon recommends the following activities be completed at the site: Install a replacement well cover for MW-10 that was found to have been missing during the November 2019 site visit. The continued monitoring of the groundwater quality onsite by conducting semi-annual groundwater sampling events. Perform high resolution evaluation using laser-induced fluorescence (LIF) technology to obtain additional information on the free product distribution at the site. MW-5 has not been located during Terracon’s site visits and has been reported as being destroyed in past reports. MW-2R has also not be located during Terracon’s site visits. MW-18, installed for an off-site release, was located near where MW-2R was reported to be located and has previously been used in the place of MW-2R during Terracon’s groundwater sampling events. Terracon could not locate MW-18 during our site visit on 1/16/18. A June 14, 2016 document found on NCDEQ’s online report repository indicated that MW-18 was abandoned on May 16, 2016. *Please note that Terracon established a new bench mark during our groundwater elevation evaluation on 7/23/14 due to the past consultant bench mark being unknown at the time of our site visit.
