The subject site is further identified by Cumberland County Geographic Information Systems (GIS) Parcel Identification Number (PIN) 0590-13-1462 and is owned by Mrs. Carol Lucas. The subject site formerly operated as a gasoline station and grocery store and was converted into a single-family residence. The Crossroads Site is located approximately 350 feet northeast and topographically downgradient of the Four Points Grocery Site. In the past, the two sites were assessed concurrently and shared the same network of monitoring wells and water supply wells. Yes Groundwater Monitoring Report – Four Points Grocery Site 5830 Goldsboro Road Wade, Cumberland County, North Carolina NCDEQ Incident: 11660 UST No: FA-644 NCDEQ Contract: N17006 4 On November 5, 2019, ECS removed the O-SOX remedial devices from monitoring wells MW-2, MW-2D, MW-3, MW-4, and MW-5 prior to sampling activities. ECS then collected a field blank and groundwater samples from monitoring wells MW-1, MW-2, MW-2D, MW-3 through MW-6, and water supply wells SW-4, SW-5, SW-6. Laboratory analysis reported several targeted analytes at concentrations above their respective North Carolina 2L Groundwater Quality Standards (NC2LGWQS) but below their respective Gross Contamination Levels (GCLs) in the groundwater sample collected from monitoring wells MW-2, MW-2D, MW-3, and MW-5. Laboratory analysis reported several additional targeted analytes at concentrations above their respective laboratory reporting limits but below their respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-2, MW-2D, MW-3, MW-4, and MW-5. Laboratory analysis did not report targeted analytes at concentrations above the laboratory reporting limits in the groundwater samples collected from monitoring well MW-1 and MW-6, and water supply wells SW-4, SW-5, and SW-6. Based on the results of this assessment, ECS concludes the following:  Laboratory analysis reported several targeted analytes at concentrations above their respective NC2LGWQS but below their respective GCLs in the groundwater sample collected from monitoring wells MW-2, MW-2D, MW-3, and MW-5.  Laboratory analysis did not report targeted analytes at concentrations above the laboratory reporting limits in the groundwater samples collected from monitoring well MW-1 and MW-6, and supply wells SW-4, SW-5, and SW-6.  Ms. Carol Lucas, the property owner of the residence associated with water supply well SW- 5 (subject site) informed ECS during a previous site visit that she is connected to municipal water but refuses to use municipal water and prefers to use her water supply well.  Since the previous groundwater sampling event and the 2018 aggressive fluid and vapor recovery (AFVR) event, concentrations of targeted analytes have decreased significantly in the groundwater samples collected from monitoring wells MW-2 and MW-3 however, concentrations have slightly increased in the groundwater sample collected from monitoring well MW-5. This suggests that the contaminant plume appears to be migrating downgradient of the source area. The concentrations of targeted analytes in MW-2D have remained unchanged.  The O-SOX appear to have significantly reduced the dissolved petroleum-related constituents subsequent to the Aggressive Fluid Vapor Recovery (AFVR) event conducted in November 2018.  The extent of the plume has yet to be defined to the west-southwest. Based on the results and conclusions of this assessment, ECS recommends deploying O-SOX in monitoring wells MW-2, MW-2D, MW-3, and MW-5 and collecting groundwater samples from the seven monitoring wells (MW-1 through MW-6) and the three water supply wells (SW-4 through SW-6) 90 days subsequent to the O-SOX deployment. Based on a conversation with Mr. Mark Petermann of NCDEQ, the NCDEQ recommends reconfirming with Mr. Sealey, owner of water supply well SW-4, that he continues to agree to be connected to municipal water, if warranted. Information contained in a 2010 Comprehensive Site Assessment Report, prepared by Agra Environmental, Inc. (Agra), reported that on December 16, 1993, S&ME advanced 13 temporary wells along the DOT right-of-way. Petroleum contamination was reported in groundwater samples collected from seven of the 13 soil borings. The highest concentration of contaminants was reported in the temporary well located at the Four Points Grocery Site. The Four Points Grocery Site previously contained USTs, which were closed in- place in 1988. Information pertaining to the former USTs is summarized in Table 1. The Four Points Grocery Site was accepted into the Trust Fund in March 1994. S&ME conducted an additional site assessment at the Four Points Grocery Site on October 11 and 12, 1995. S&ME installed three monitoring wells (MW-1, MW-2, and MW-3) at the Four Points Grocery Site. The laboratory detected several targeted analytes at concentrations above the respective NC2LGWQS in monitoring wells MW-2 and MW-3. In July 2009, Agra conducted a water supply well sampling event and sampled the McLamb water supply well (DW-2), associated with the Crossroads site, subject site water supply well (DW-3) (IW-10), and Lucas water supply well (DW-5) (SW-5). The laboratory did not detect targeted analytes at concentrations above the laboratory reporting limits in the groundwater samples collected. During the sampling event, several property owners indicated a public water line would be installed along the DOT right-of-way in the near future and that properties would be required to connect to the municipal water line, although several owners stated that they would continue to utilize their water supply wells. In July 2010, Agra installed a Type III monitoring well (MW-2D) at the subject site. During boring advancement, Agra screened soils from the boring of MW-2D with a photoionized detector (PID). The PID measured 1,064 parts per million (ppm) from the soils collected from MW-2D. Additionally, Agra collected groundwater samples from the monitoring wells and water supply wells. Agra was unable to locate monitoring wells MW-10, MW-12, MW-16, MW-19, and MW-20; therefore, groundwater samples were not collected from these wells. Monitoring well MW-18 was dry; therefore, a groundwater sample was not collected. Monitoring wells MW-10, MW-12, MW- 16, MW-18, MW-19, and MW-20 are associated with the Crossroads Site, located south of the Four Points Grocery site. The laboratory detected several targeted analytes at concentrations above the NC2LGWQS in monitoring wells MW-2, MW-2D, and MW-3. The laboratory did not detect targeted analytes at concentrations above the NC2LGWQS in monitoring well MW-1. The laboratory did not detect targeted analytes at concentrations above the NC2LGWQS in water supply wells SW-5, SW-6, and IW-7. Information contained in a 2011 Groundwater Monitoring Report, prepared by Agra, reported approximately 0.5 feet of free product was observed in monitoring well MW-2. The laboratory did not detect targeted analytes at concentrations above the respective NC2LGWQS in monitoring wells MW-1, MW-2D, or MW-3. The laboratory did not detect targeted analytes at concentrations above the NC2LGWQS in water supply wells SW-5 or SW-6. Information contained in a 2012 Electromagnetic Survey Report, prepared by Agra, reported a high-resolution electromagnetic (EM) survey was completed along the northern and southern sides of the Four Points Grocery building. Agra identified three anomalies consist with USTs. The Groundwater Monitoring Report – Four Points Grocery Site 5830 Goldsboro Road Wade, Cumberland County, North Carolina NCDEQ Incident: 11660 UST No: FA-644 NCDEQ Contract: N17006 8 USTs were believed to be located underneath the house extension (canopy) and oriented northwest to southeast. Two of the three USTs were determined to have a likely capacity of approximately 1,000 gallons and the third UST a likely capacity of approximately 550 gallons. The USTs are located approximately 40 to 50 feet northeast and up-gradient of monitoring well MW-2. These USTs have not been confirmed by collaborating evidence. Agra attempted to install hand auger borings in the vicinity of MW-2 and the USTs. Agra encountered asphalt at approximately 6 inches below the ground surface; therefore, soil samples were not collected. On September 8, 2014, ECS conducted a receptor survey at the subject site. ECS observed four monitoring wells and one water supply well on the subject site. Additionally, ECS identified nine water supply wells within 1,500 feet of the subject site. Big Creek was identified approximately 9,500 feet southwest of site. Surface runoff on the site is expected to flow generally to the southwest towards Big Creek. On February 18, 2015, ECS collected groundwater samples from monitoring wells MW-1 through MW-3, and MW-2D. ECS also collected groundwater samples from water supply wells SW-2 and SW-4. Laboratory analysis reported several targeted analytes at concentrations above the respective NC2LGWQS but below their respective GCLs in the groundwater samples collected from monitoring wells MW-2 and MW-2D. Laboratory analysis reported several additional targeted analytes at concentrations above laboratory reporting limits but below the respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-2, MW- 2D, and MW-3. The laboratory did not report targeted analytes at concentrations above the respective laboratory reporting limits in the groundwater sample collected from monitoring well MW-1. Laboratory analysis reported chloroform at a concentration above laboratory reporting limits but below its NC2LGWQS in the groundwater sample collected from water supply well SW- 2. The laboratory did not report targeted analytes at concentrations above the respective laboratory reporting limits in the groundwater sample collected from water supply well SW-4. On March 23, 2016, ECS installed three groundwater monitoring wells (MW-4 through MW-6) at the subject site. ECS contracted with Bateman Civil Survey to survey the new monitoring wells. On March 23 and 25, 2016, ECS collected groundwater samples from monitoring wells MW-1, MW-2, MW-2D, MW-3 through MW-6, and water supply wells SW-4 through SW-6. Laboratory analysis reported several targeted analytes at concentrations above the respective NC2LGWQS but below their respective GCLs in the groundwater samples collected from monitoring wells MW- 2, MW-2D, MW-3, and MW-5. Laboratory analysis reported several additional targeted analytes at concentrations above laboratory reporting limits but below the respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-2, MW-2D, MW-3 and MW-5. Laboratory analysis did not report targeted analytes at concentrations above the respective laboratory reporting limits in the groundwater sample collected from monitoring wells MW-1, MW- 4, and MW-6 and water supply wells SW-4, SW-5, and SW-6. On December 13, 2016, ECS collected a field blank and groundwater samples from monitoring wells MW-2, MW-2D, MW-3, and MW-5. Laboratory analysis reported several targeted analytes above the respective NC2LGWQS but below the respective GCL in the groundwater sample collected from monitoring well MW-2. Laboratory analysis also reported several additional targeted analytes above the laboratory reporting limits but below the respective NC2LGWQS in the groundwater sample collected from monitoring well MW-2, MW-2D, and MW-3. Laboratory analysis reported several targeted analytes above the respective NC2LGWQS but below the respective GCLs in the groundwater sample collected from monitoring well MW-5. On June 13, 2017, ECS collected groundwater samples from monitoring wells MW-2, MW-2D, MW-3, and MW-5. Laboratory analysis reported several targeted analytes above their respective NC2LGWQS but below their respective GCL in the groundwater samples collected from monitoring wells MW-2, MW-2D, MW-3, and MW-5. Laboratory analysis also reported several additional targeted analytes at concentrations above their respective laboratory reporting limits but below their respective NC2LGWQS in the groundwater samples collected from monitoring well MW-2, MW-2D, MW-3, and MW-5. Laboratory analysis reported naphthalene at a concentration above its NC2LGWQS but below its GCL in the groundwater sample collected from monitoring well MW-2D. On March 27 and 28, 2018, ECS collected groundwater samples from monitoring wells MW-1, MW-2, MW-2D, MW-4, MW-5, and MW-6, and water supply wells SW-4 and SW-5. Free product was encountered at monitoring well MW-3 at a thickness of 0.02 feet. Laboratory analysis reported several targeted analytes at concentrations above their respective NC2LGWQS but below their respective GCLs in the groundwater sample collected from monitoring well MW-2. Laboratory analysis also reported several additional targeted analytes at concentrations above their respective laboratory reporting limits but below their respective NC2LGWQS in the groundwater samples collected from monitoring well MW-2. Laboratory analysis reported several targeted analytes at concentrations above their respective lab reporting limits but below their respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-2D, MW-4, and MW-5. Laboratory analysis did not report targeted analytes at concentrations above the lab reporting limits in the groundwater samples collected from monitoring wells MW-1 and MW-6, the field blank, and water supply wells SW-4 and SW-5. On November 8, 2018, ECS contracted with HERR, Inc. (HERR) to conduct an AFVR event at the site using monitoring well MW-3 as an extraction point. A total of approximately 2,784 gallons of liquid was removed from the monitoring well. On November 20, 2018, ECS then collected groundwater samples from monitoring wells MW-1, MW-2, MW-2D, and MW-3 through MW-6. Laboratory analysis reported several targeted analytes at concentrations above their respective NC2LGWQS but below their respective GCLs in the groundwater sample collected from monitoring wells MW-2, MW-2D, MW-3, and MW-5. Laboratory analysis reported several additional targeted analytes at concentrations above their respective laboratory reporting limits but below their respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-2, MW-2D, MW-3, and MW-5. Laboratory analysis did not report targeted analytes at concentrations above the lab reporting limits in the groundwater samples collected from monitoring well MW-1, MW-4, and MW-6, the field blank, and supply well SW-4. 2.0 SITE GEOLOGY AND HYDROGEOLOGY As determined from the USGS Topographic Map, Wade, North Carolina Quadrangle dated 2013 (Figure 1), the site is at an approximate elevation of 170 feet above mean sea level. Surface runoff and groundwater flow at the site is generally to the southwest. Groundwater Monitoring Report – Four Points Grocery Site 5830 Goldsboro Road Wade, Cumberland County, North Carolina NCDEQ Incident: 11660 UST No: FA-644 NCDEQ Contract: N17006 10 The subject site is situated in the Coastal Plain Physiographic Province. The soils encountered in this area are the residual product of in-place chemical weathering of rock presently underlying the site and/or historic depositional events. In general, shallow unconfined groundwater movement within the overlying soils is controlled largely by topographic gradients. However, as the groundwater percolates downward, it becomes controlled by the subsurface geologic conditions. Thus, the direction of groundwater movement in the deeper aquifers may not be consistent with the reflecting topography. In general, shallow unconfined groundwater movement within the overlying soils is controlled largely by topographic gradients. Recharge occurs primarily by infiltration along higher elevations and typically discharges into streams or other surface water bodies. The elevation of the shallow water table is transient and can vary with seasonal fluctuations in precipitation. Movement of shallow groundwater is generally from higher to lower elevations. 3.0 WATER SUPPLY WELLS Historically, eight water supply wells (IW-1, SW-2, SW-4, SW-5, SW-6, IW-7, IW-9, and IW-10) have been identified within 1,000 feet of the source area. In the 2014 Limited Site Assessment (Phase II) prepared by Henry Nemargut Engineering Services, it was reported water supply wells IW-7 and IW-9 were inactive and water supply wells IW-1 and IW-10 were used for irrigation. Mr. Thomas J. Sealey, the property owner of the residence associated with water supply well SW-4 located at 5815 Goldsboro Road in Wade, North Carolina has agreed to connect to the municipal water supply, but would still maintain connection to his water supply well to use for irrigation. Ms. Carol Lucas, the property owner of the residence associated with water supply well SW-5 (subject site) informed ECS during a previous site visit that she is connected to municipal water but refuses to use municipal water and prefers to use her water supply well. ECS did not receive responses from the property owners associated with water supply wells SW-2 and IW-9. Previously, ECS spoke with Ms. Melissa Cannon, the tenant associated with SW-2, and Ms. Cannon stated she does not have the funds to pay for a water bill at this time. During the June 13, 2017 sampling event, the residence associated with water supply well SW-2 appeared to be vacant. ECS conducted an updated receptor survey in March 2018 associated with the Crossroads site. During the site reconnaissance, ECS determined that the home (addressed as 5816 Goldsboro Road) associated with water supply well SW-2 has been vacant for at least six months and is being sold to Christino Antonio Ventura and his wife, who currently reside at 5860 Goldsboro Road. According to Mr. Christino Ventura’s and Mr. Miguel Ventura, the home will likely be connected to municipal water once renovations are completed. Mr. Miguel Ventura shared that water supply well SW-2 is currently broken and inactive. Additionally, ECS mobilized to the Dawson residence (addressed as 5261 Wade Stedman Road) and spoke with Mr. Walter Dawson who indicated that he is connected to municipal water but does not have an active account. ECS spoke via phone with Mr. Thomas Sealey who indicated he is not interested in abandoning water supply well SW-4 and wishes to continue using it for irrigation. As per his instructions, ECS left the Access Agreement with pre-paid postage at his residence on March 26, 2018. At the time of this report issuance, ECS has not received his written response to the Access Agreement requesting his written permission to abandon his water supply well and confirming his willingness to connect to municipal water. Ms. Groundwater Monitoring Report – Four Points Grocery Site 5830 Goldsboro Road Wade, Cumberland County, North Carolina NCDEQ Incident: 11660 UST No: FA-644 NCDEQ Contract: N17006 11 Carol Lucas informed ECS that she does not want to activate her municipal water connection or abandon her water supply well. ECS considers water supply well SW-6 to be active and potable. In summary, ECS found that:  Water Supply Well SW-4 – located approximately 250 feet northwest from the subject site - owned by Mr. Thomas Sealey, is currently active and potable. Mr. Thomas Sealey has verbally refused to abandon his water supply well, but agreed to connect to municipal water.  Water Supply Well SW-5 – located approximately 50 feet south of the source area on the subject site – owned by Mr. Albert and Mrs. Carol Lucas, is currently active and potable. Ms. Carol Lucas has verbally refused to abandon her water supply well and refused to reactive her municipal water account.  Water Supply Well SW-6 – located approximately 800 feet northwest from the subject site - owned by Mr. Walter Dawson, is currently active and potable. Mr. Walter has verbally refused to reactivate his municipal water account.  Water Supply Well IW-1 – located approximately 700 feet southwest from the subject site – owned by Ms. Phyllis Faircloth, is currently inactive and the residence associated the inactive water supply well is connected to municipal water. At the time of the previous report, ECS has not received information regarding Ms. Phyllis Faircloth’s pending decision regarding possible inactive water supply well abandonment approval or denial.  Water Supply Well SW-2 – located approximately 200 feet southwest from the subject site – presumably owned by Ms. Melissa Cannon, is currently inactive and broken. The residence associated with the inactive water supply well is vacant and under renovation. The future property owners would like to connect the property to municipal water and abandon the inactive water supply well. The locations of water supply wells are shown on Figure 3. A summary of the water supply well information is included in Table 2. 4.0 FIELD ACTIVITIES 4.1 Monitoring Well Sampling Activities On November 5, 2018, ECS collected a field blank and groundwater samples from monitoring wells MW-1, MW-2, MW-2D, MW-3, MW-4, MW-5, and MW-6. The locations of the monitoring wells are shown on Figure 4. ECS removed the O-SOX from monitoring wells MW-2, MW-2D, MW-3, MW-4, and MW-5 prior to sampling activities. Site photographs documenting field activities are included in Appendix A. Prior to sampling and allowing the groundwater within the monitoring wells to equilibrate, ECS collected static groundwater elevation measurements from each monitoring well using a decontaminated water level meter. ECS collected the field blank by pouring DI water over the water level meter probe and into the appropriate laboratory prepared sample containers. Monitoring well construction details and groundwater elevation data is summarized in Table 3 and shown on Figure 5. Based on the groundwater elevation data, groundwater at the site generally flows to the southwest. Groundwater Monitoring Report – Four Points Grocery Site 5830 Goldsboro Road Wade, Cumberland County, North Carolina NCDEQ Incident: 11660 UST No: FA-644 NCDEQ Contract: N17006 12 Purging and sampling were accomplished using a new disposable bailer for each well. Monitoring wells MW-1, MW-2, MW-2D, MW-3, MW-4, MW-5, and MW-6 were each purged until the following geochemical field measurements had stabilized; temperature, pH, conductivity, and dissolved oxygen. Geochemical measurements are included in Table 4. ECS personnel field notes completed during field activities are included in the Appendix B. The groundwater samples were transferred into sample containers provided by the laboratory. The sample containers were labeled with ECS project number, sample identification, sample date and time, and requested analytical analysis. The containers were placed into protective packaging material and placed into a cooler with ice to maintain the samples at approximately 4 Celsius (C). The samples were submitted to Con-Test Analytical Laboratory (Con-Test), a North Carolina certified laboratory located in East Longmeadow, Massachusetts for chemical analysis for volatile organic compounds (VOCs) using Standard Method 6200B. ECS maintained Chain of Custody (COC) procedures throughout the sample collection and transportation process. 4.2 Water Supply Well Sampling Activities ECS previously obtained written authorization from property owners to sample water supply wells SW-4, SW-5, and SW-6. On November 5, 2019, groundwater samples were collected from these three water supply wells. Each water supply well was allowed to purge by opening the spigot and running the well approximately 10 to 15 minutes. After purging the wells, the groundwater samples were transferred into sample containers provided by the laboratory. The sample containers were labeled with ECS project number, sample identification, sample date and time, and requested analytical analysis. The containers were placed into protective packaging material and placed into a cooler with ice to maintain the samples at approximately 4 Celsius (C). The samples were submitted to Con-Test for chemical analysis for VOCs using Standard Method 6200B. ECS maintained COC procedures throughout the sample collection and transportation process. 5.0 LABORATORY ANALYTICAL RESULTS 5.1 Monitoring Well Analytical Results Laboratory analysis reported several targeted analytes at concentrations above their respective NC2LGWQS but below their respective GCLs in the groundwater sample collected from monitoring wells MW-2, MW-2D, MW-3, and MW-5. Laboratory analysis reported several additional targeted analytes at concentrations above their respective laboratory reporting limits but below their respective NC2LGWQS in the groundwater samples collected from monitoring wells MW-2, MW-2D, MW-3, and MW-5. Acetone was detected above its laboratory detection limit in the groundwater sample collected from monitoring well MW-4; however, the detection was a concentration that was flagged by the laboratory as J-value, indicating it was detected but below the reporting limit (lowest calibration standard); therefore, the result is an estimated concentration. Laboratory analysis did not report targeted analytes at concentrations above the laboratory reporting limits in the groundwater samples collected from monitoring wells MW-1 and MW-6. 5.2 Water Supply Well Analytical Results Laboratory analysis did not report targeted analytes at concentrations above the laboratory reporting limits in the groundwater samples collected from supply wells SW-4, SW-5, and SW-6. 5.3 Field Blank Analytical Results Methylene chloride was detected above its laboratory detection limit in the field blank; however, the detection was a concentration were flagged by the laboratory as J-value indicating it was detected but below the reporting limit; therefore, the result is an estimated concentration. It should be noted that methylene chloride is a common laboratory artifact, and the reported estimated detections may not be indicative of current site conditions. A summary of the laboratory analytical results is included in Table 5 and shown on Figure 6 and Figure 7. A summary of historical groundwater analytical results is included in Table 6. The laboratory analytical data sheets and COCs are included in Appendix C. 6.0 CONCLUSIONS Based on the results of this assessment, ECS concludes the following:  Laboratory analysis reported several targeted analytes at concentrations above their respective NC2LGWQS but below their respective GCLs in the groundwater sample collected from monitoring wells MW-2, MW-2D, MW-3, and MW-5.  Laboratory analysis did not report targeted analytes at concentrations above the laboratory reporting limits in the groundwater samples collected from monitoring well MW-1 and MW-6, and supply wells SW-4, SW-5, and SW-6.  Ms. Carol Lucas, the property owner of the residence associated with water supply well SW- 5 (subject site) informed ECS during a previous site visit that she is connected to municipal water but refuses to use municipal water and prefers to use her water supply well.  Since the previous groundwater sampling event and the 2018 aggressive fluid and vapor recovery (AFVR) event, concentrations of targeted analytes have decreased significantly in the groundwater samples collected from monitoring wells MW-2 and MW-3 however, concentrations have slightly increased in the groundwater sample collected from monitoring well MW-5. This suggests that the contaminant plume appears to be migrating downgradient of the source area. The concentrations of targeted analytes in MW-2D have remained unchanged. Groundwater Monitoring Report – Four Points Grocery Site 5830 Goldsboro Road Wade, Cumberland County, North Carolina NCDEQ Incident: 11660 UST No: FA-644 NCDEQ Contract: N17006 14 The O-SOX appear to have significantly reduced the dissolved petroleum-related constituents subsequent to the Aggressive Fluid Vapor Recovery (AFVR) event conducted in November 2018. The extent of the plume has yet to be defined to the west-southwest. 7.0 RECOMMENDATIONS Based on the results and conclusions of this assessment, ECS recommends deploying O-SOX in monitoring wells MW-2, MW-2D, MW-3, and MW-5 and collecting groundwater samples from the seven monitoring wells (MW-1 through MW-6) and the three water supply wells (SW-4 through SW-6) 90 days subsequent to the O-SOX deployment. Based on a conversation with Mr. Mark Petermann of NCDEQ, the NCDEQ recommends reconfirming with Mr. Sealey, owner of water supply well SW-4, that he continues to agree to be connected to municipal water, if warranted. Additionally, NCDEQ recommends advising Ms. Lucas, property owner of the subject site, that since she is already connected to municipal water but chooses to use her water supply well the risk of the site could be alleviated and when possible the NCDEQ will close the incident and attach a deed restriction to the property.
