(ATC) has completed a Groundwater Monitoring Report (GMR), which included groundwater monitoring well sampling at the Exxon Service Station. The site is located at 226 South Main Avenue, Newton, Catawba County, North Carolina. This report was completed based on the approval of Task Authorization, TA-03 on October 22, 2019, by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract, #N17004 between NCDEQ and ATC. A petroleum release, identified during the June 2001 removal of four on-site USTs, was reported to the NCDEQ in August 2001. The site is currently occupied by Redline Automotive and Napa Autocare Center with no retail fuel operations. Thus, this GMR documents impact conditions associated with assessment and monitoring of former site operations and the historical UST system. In accordance with activities approved under TA-03, ATC gauged and sampled six groundwater monitoring wells (MW-1SR, MW-3, MW-4, MW-6, MW-8, and MW-11) on October 29, 2019. Monitoring well MW-5 could not be located, and was not sampled. Groundwater samples were submitted to Pace Analytical (Pace) of Huntersville, North Carolina and analyzed for volatile organic compounds (VOCs) by Standard Method 6200B. The findings from the recent and previous assessment activities indicate the following:  Municipal water is available to the site and surrounding area, and potential water supply wells have not been identified within 1,500 feet of the site;  One surface water body, a tributary to Hildebran Creek, is located approximately 400 feet southwest of the site;  Light non-aqueous phase liquid (LNAPL) was not measured in the sampled monitoring wells;  Groundwater from monitoring wells MW-3, MW-4, MW-8, and MW-11 contained concentrations of at least one constituent above the 15A NCAC 02L .0202 Groundwater Quality Standards (2L Standards);  Concentrations of one or more constituents exceeded the 15A NCAC 2B Surface Water Quality Standards (2B Standards) by more than 10 times, in wells MW-3, MW-4, MW-8, and MW-11;  None of the detected concentrations in the monitoring well samples exceeded the Gross Contamination Levels (GCLs);  Tetrachloroethylene (TCE) was detected (and has been detected) at concentrations exceeding the 2L Standards, in the sidegradient well MW-8, located south of Kelly’s Village Cleaners (232 South Main Avenue) just east of the site; and  Groundwater flow is to the southwest. Contaminant concentrations appear to be stable or decreasing. ATC recommends continued monitored natural attenuation. However, ATC also recommends that the NCDEQ consider closing the incident with a Notice of Residual Petroleum. Groundwater Monitoring Report January 16, 2020 Exxon Service Station ATC Project SLP2351403 3 3.0 SITE DESCRIPTION 3.1 Site Characterization The NCDEQ retained ATC to provide environmental consulting services for the Exxon Service Station, located at 226 South Main Avenue, Newton, Catawba County, North Carolina. Figure 1 depicts the site location on a topographic map. The site currently operates as Redline Automotive and Napa Autocare Center, an automotive repair and parts retail businesses. Municipal water is available to the site and vicinity. 3.2 Site Background The site formerly operated as Exxon Service Station, a petroleum retail facility and automotive service station. Four USTs were located at the site, including three 8,000-gallon gasoline USTs and one 1,000-gallon waste oil UST. The tanks were installed in January 1987. Two fuel oil aboveground storage tanks (ASTs) were also located at the site. In 2001, the USTs and ASTs were removed. Soil samples collected beneath the USTs and product lines indicated elevated concentrations of diesel and gasoline range total petroleum hydrocarbons (TPH). The UST Closure Report completed by Enviro-Pro, P.C. (Enviro-Pro) on August 10, 2001, indicated older USTs located in the same tank basin were replaced with the three 8,000-gallon gasoline USTs and that the older USTs were the likely cause of the identified impacted soil. Details regarding potential additional former USTs at the site is not available. A Phase I Limited Site Assessment (LSA) was conducted at the site by BPA Environmental & Engineering, Inc. (BPA) in October 2001. One groundwater monitoring well, MW-1S, was installed in the former gasoline UST basin and sampled. Benzene concentration exceeded the 2L Standard. A Phase II LSA was completed in December 2001, including the installation of four additional monitoring wells, MW-1D, MW-2, MW-3, and MW-4. The Phase I/II LSA Report indicated public water was available to the site and surrounding area; no water supply wells used for drinking purposes were located within 1,500 feet of the site; and no water supply wells used for any purpose were located within 500 feet of the site. A tributary to Hildebran Creek was identified approximately 500 feet southwest of the site. Soil samples collected during well installation activities indicated contaminant concentrations above Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs) and a concentration of p-isopropyltoluene above the Residential MSCC. Groundwater samples collected during LSA activities indicated concentrations exceeding GCLs in well MW-3 and concentrations exceeding 2L Standards in wells MW-1S, MW-2, MW-3, and MW-4. Comprehensive Site Assessment (CSA) and CSA Addendum activities were conducted by Enviro-Pro in 2002, to delineate soil and groundwater impact at the site. Five soil borings were advanced at the site. Sampled soils indicated contaminant concentrations exceeding Soil-to- Groundwater MSCCs. Four Type II monitoring wells (MW-5 through MW-8) were installed in May 2002, and two Type II monitoring wells (MW-9 and MW-10) were installed in August 2002 at off-site properties. Petroleum hydrocarbons were reported above 2L Standards in wells MW-5, MW-6, MW-7, and MW-8. Slug tests conducted in wells MW-2, MW-6, and MW-8 indicated a hydraulic conductivity in the area of the former gasoline UST basin of 0.034 feet/day. Two additional soil samples were collected in October 2002 in the area of the former gasoline product lines. Gasoline range TPH concentrations did not exceed laboratory reporting limits. Groundwater Monitoring Report January 16, 2020 Exxon Service Station ATC Project SLP2351403 4 In June 2003, Enviro-Pro completed soil excavation activities for the site. A total of 655 tons of contaminated soil was removed from the former gasoline UST basin area. Excavation ceased vertically at a depth of 25 feet below grade due to the depth of the shallow water table. Excavation ceased laterally to the south due to the proximity of Highway 10. Six confirmation soil samples were collected following excavation activities. Soil samples S-1 and S-2 were collected from the excavation bottom and sidewall, respectively, and analyzed by the Massachusetts Department of Environmental Protection Volatile Petroleum Hydrocarbon (MADEP VPH) method. Both samples exceeded the Residential MSCCs. Since 2016, ATC has conducted several groundwater sampling events and installed additional groundwater monitoring wells for additional contaminant delineation. On November 9, 2017, ATC performed an updated sensitive receptor survey by conducting a visual reconnaissance of the surrounding area within 1,500 feet of the source area. ATC reviewed the Catawba County GIS website and confirmed city water was available to properties in the area. An unnamed tributary of Hildebran Creek was observed approximately 500 feet to the southwest of the subject site. The site is not located in a wellhead protection program area or in the Coastal Plain Physiographic region. In March 2019, monitoring well MW-11 was installed and sampled to help delineate the area of on-site contamination. Heavy petroleum odors were observed during well installation in soils from approximately 20-35 feet bgs, and a visible sheen was observed on the groundwater during well development. Six monitoring wells were located and sampled. Multiple monitoring wells contained petroleum constituents exceeding 2L Standards, and newly installed well MW-11 contained concentrations of several constituents close to GCLs. ATC recommended a limited confirmation sampling event approximately six months later. 3.3 Site and Regional Geology According to the Geologic Map of North Carolina, produced by the State of North Carolina in 1985, the site is located in the Inner Piedmont Belt of the Piedmont Physiographic Province of North Carolina. The rock types at the site have been identified as biotite gneiss and schist. The shallow subsurface in most areas of the Piedmont contains residual soil overburden, including structure-free residuum, saprolite, and partially weathered rock (PWR) that derive from in-place weathering of the crystalline bedrock. Occasional areas containing recent deposits of alluvium in the uppermost subsurface are found near streams and rivers. Saprolite and PWR typically contain some relict structures from the original rock material. Depth to rock ranges from ground surface at occasional outcrops to depths of greater than 100 feet in areas of easily weathered rock. According to monitoring well installation records from the 2001 Phase I LSA, the primary soil types encountered consisted of a surface layer of fill, followed by micaceous silt and clay with little to some fine sand. Bedrock has been encountered on-site at a depth of 54.5 feet below ground surface (ft bgs). 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as Groundwater Monitoring Report January 16, 2020 Exxon Service Station ATC Project SLP2351403 5 an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Based on the data from the monitoring well network, shallow groundwater flows generally to the southwest. Depth to water at the site ranges from approximately 9-22 ft bgs, based on recent field data. The bedrock fractures or other planar features of the Inner Piedmont Belt Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Modern water supply wells in the Piedmont are typically installed with a surface casing through the unconsolidated material, and an open borehole into the bedrock where water-bearing fractures are encountered. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Groundwater Levels On October 29, 2019, monitoring wells MW-1SR, MW-3, MW-4, MW-6, MW-8, and MW-11 were gauged for depth to groundwater. A site map is presented as Figure 2. Table 1 summarizes monitoring well construction details. An oil/water interface probe was used to measure the depth to groundwater from the top of well casing (TOC). LNAPL was not measured in the wells gauged. ATC staff attempted to locate sidegradient well MW-5 with a metal detector and spud bar, but was unsuccessful. Current and historical groundwater elevation data can be found in Table 2 and a groundwater elevation contours are depicted in Figure 3. Field notes are included in Appendix A. 4.2 Groundwater Quality On October 29, 2019 monitoring wells MW-1SR, MW-3, MW-4, MW-6, MW-8, and MW-11 were gauged, purged of approximately three standing well volumes or until purged dry and allowed to recharge, and sampled. Groundwater samples were collected in preserved laboratory-supplied containers; entered into chain of custody control; placed on ice; and delivered to North Carolina- accredited Pace in Huntersville, North Carolina. A field blank was also collected during the sampling event and included with the groundwater samples. The groundwater samples were analyzed for petroleum constituents, including VOCs by Standard Method 6200B. The analytical report for groundwater is included in Appendix B. Recent groundwater analytical results are summarized in Table 3. Historical groundwater quality data is represented in Table 4. The groundwater analytical results were compared to the NCDEQ 2L Standards for groundwater quality, and the NCDEQ 2B Standards for surface water quality. Results are summarized as follows: Groundwater Monitoring Report January 16, 2020 Exxon Service Station ATC Project SLP2351403 6  LNAPL was not measured in the sampled monitoring wells;  None of the detected concentrations in the monitoring well samples exceeded the GCLs;  Monitoring wells MW-3, MW-4, MW-8, and MW-11 contained concentrations of at least one petroleum constituent above the 2L Standard;  Groundwater from monitoring wells MW-3, MW-4, MW-8, and MW-11 also contained one or more petroleum constituent at concentrations more than 10 times 2B Standards; and  TCE was detected at concentrations exceeding the 2L Standards in the sidegradient well, MW-8, located south of Kelly’s Village Cleaners (232 South Main Avenue) which is an active dry-cleaning facility located just east of the Exxon Service Station site. ATC has previously recommended the incident manager contact DSCA for the possibility of a solvent release associated with Kelly’s Village Cleaners. If no record, an investigation into the likelyhood of a solvent release from KVC should be considered/reported to DSCA. A benzene isoconcentration contour map is displayed as Figure 4. Other constituent concentrations exceeding 2L standards are shown on a map as additional groundwater analytical results in Figure 5. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory reports was conducted. A field blank sample was collected for QA/QC purposes. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB), laboratory control sample (LCS), and field blank results were also provided for each analytical method. Refer to the laboratory report in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a Groundwater Monitoring Report, and sampled six groundwater monitoring wells (MW-1SR, MW-3, MW-4, MW-6, MW-8, and MW-11).
