(ATC) has completed this Groundwater Monitoring Report (GMR) documenting a November 15, 2019, monitoring event of seven on-site monitoring wells at Best Stop #5, located at 7805 Idlewild Road in Indian Trail, Union County, North Carolina. The surrounding area is developed as residential and commercial near the center of town. This GMR is being performed based on an October 17, 2019, Task Authorization (TA-03) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of the State Lead Contract # N17004 between the NCDEQ and ATC. The site operates as a gasoline station/convenience store and utilizes a UST system consisting of one 10,000-gallon gasoline, three 4,000-gallon gasoline, one 2,000-gallon diesel, and one 2,000- gallon kerosene USTs, installed in 1978. A petroleum release from product piping associated with the former dispensers was reported on April 6, 1998. The product piping system was replaced during site redevelopment between 2004 and 2006. This GMR documents petroleum impact conditions likely related to the former dispenser piping release. In accordance with TA-03, ATC mobilized to the site to collect groundwater samples from seven on-site monitoring wells for laboratory analysis. Prior to sampling ATC removed and disposed of the Provectus Oxygen Release Substrate (ORS) that were installed in the seven wells in September 2018, and gauged the groundwater levels in monitoring wells GW-6 through GW-9, GW-11, GW- 12, and well MW-1D. The groundwater samples were analyzed for volatile organic compounds (VOCs). Based on recent and past assessment, ATC provides the following site conditions:  There are no water supply wells within 1,000 feet of the source area;  Municipal water is available to the surrounding area;  The North Fork Crooked Creek (a Class C stream) is located approximately 500 feet southwest of the site;  Light non-aqueous phase liquid (LNAPL) was not detected in the on-site monitoring wells;  No constituents were detected at concentrations exceeding 10 times the 2B Standards or the GCL standards;  VOCs were detected at concentrations exceeding the 2L Standards in monitoring wells GW- 6, GW-8, GW-9, GW-11, and GW-12; and  Groundwater flow is generally to the north. Based on the above, ATC recommends evaluation of the site for closure. Groundwater Monitoring Report January 24, 2020 Best Stop #5, Incident #18560 ATC Project #SLP1856003 3 3.0 SITE DESCRIPTION 3.1 Site Characterization The NCDEQ retained ATC to provide environmental consulting services for Best Stop #5, located at 7805 Idlewild Road in Indian Trail, Union County, North Carolina. Figure 1 depicts the site location on a topographic map. Two structures are located at the site. The buildings consist of a convenience store and a car wash. One on-site water supply well was abandoned in 2000. The North Fork Crooked Creek is located approximately 400 feet southeast of the site. The creek is classified as a Class C surface water body. Municipal water is available to the site vicinity. Figure 2 depicts the site vicinity. 3.2 Site Background The site operates as Best Stop #5, BP Gasoline Station #18, a retail petroleum station. According to the NCDEQ Registered UST Database, the site utilizes a UST system consisting of one 10,000-gallon gasoline, three 4,000-gallon gasoline, one 2,000-gallon diesel, and one 2,000- gallon kerosene USTs, installed in 1978. In April 1998, two separate plumes of free product were discovered at the site. The Union County Emergency Management Office was notified on April 6, 1998, and the NCDEQ was contacted on April 8, 1998. A Notice of Regulatory Requirements (NORR) was issued for the site April, 17, 1998. A second NORR was issued on May 12, 1998. A Notice of Violation (NOV) was issued June 5, 1998 and a second NOV was issued July 16, 1998 related to the regulatory requirements outlined in 15A NCAC 2N .0603, .0702, 0703, .0704, and .0705. On September 2, 1998, a response to the NOV was issued that indicated: 1) the source of the free product was from a leak for dispenser piping; 2) the piping had been repaired; 3) the free product discovered in the dispenser sumps had been removed; 4) a drainage pipe leading from the dispenser and UST pit which transported free product from the dispenser area to a ditch along Idlewild Road had been capped. The NOV response also indicated that a Phase I Limited Site Assessment had been completed on July 25, 1998, with the installation of one monitoring well (MW-1). Two product sumps were installed in 1998 to recover free product that had impacted soil in a ditch located along Idlewild Road. One sump was in the area of the suspected release and the second sump was installed at an inferred downgradient direction from the observed direction of free product migration. In 1998, 10.54 tons of impacted soil was removed from the ditch, and approximately 250 gallons of free product was recovered from the sumps. Approximately 475 gallons of free product was recovered by November 1999. A receptor survey, conducted in 1999, identified an on-site water supply well used for supplying water to the on-site car wash, a potable well located between 1,000 and 1,500 feet of the site, and a surface water body, North Fork Crooked Creek located approximately 400 feet southeast from the site. A Comprehensive Site Assessment (CSA) dated September 1, 1999, by Kimbrell & Associates, Inc. was completed. The CSA documented the installation of monitoring wells MW-2 through MW-7 and MW-1D. The CSA also indicated that additional remedial activities were performed to address free product at the site. In January 2000, the on-site well (WSW-1) was abandoned. On May 15, 2000, a Response to a NOV, dated April 11, 2000 was completed. The response Groundwater Monitoring Report January 24, 2020 Best Stop #5, Incident #18560 ATC Project #SLP1856003 4 indicated that monitoring wells MW-1 through MW-7, installed as one-inch diameter wells, were abandoned and replaced with monitoring wells GW-1 through GW-7 to comply with regulatory requirements. On August 17, 2000, a Response to a NOV, dated June 14, 2000, was completed that indicated monitoring wells GW-8 through GW-12 were installed to comply with regulatory requirements. A Groundwater Monitoring Report, dated February 26, 2001 was completed for the site for groundwater sample collection from GW-6 through GW-9. The analytical results indicated target analyte concentrations above 2L Standards in groundwater collected from the four wells. A Corrective Action Plan (CAP) was completed for the site, dated September 4, 2001. The CAP report indicated that soil excavation to two feet below each of the pump islands should be performed. A Groundwater Sampling report, dated September 24, 2001, was completed for the site which included sampling monitoring wells GW-6 through GW-9. The groundwater sampling results indicated target analyte concentrations above 2L Standards in groundwater collected from the four wells. The site property was sold on May 5, 2004, at which time the site was redeveloped with the current gasoline station/convenience store and automatic car wash. ATC performed groundwater monitoring activities at the site on December 18, 2014. Results from the groundwater monitoring event indicated groundwater impacts, including impact above the North Carolina GCL for benzene in GW-11. Additionally, several other constituents were detected above the 2L Standards in the monitoring well network. ATC was authorized to perform a 96-hour Mobile Multi-Phase Extraction (MMPE) event in June 2015. In July 2015, ATC installed Adventus remedial O-soxs (O-soxs) in monitoring well GW-11 to help promote biodegradation of petroleum impact in groundwater. Well GW-11 was subsequently sampled in March 2016, and it appeared the use of O-sox decreased the contamination found in well GW- 11. In June 2016, O-sox were installed in wells GW-6 and GW-11. ATC performed groundwater monitoring activities at the site in March 2018. Results from the groundwater monitoring event indicated groundwater impacts exceeding 2L Standards. ATC installed remedial oxygen releasing socks (ORS) in September 2018 in GW-6, GW7, GW-8, GW-9, GW-11, GW-12, and MW-1D to stimulate aerobic biodegradation at the site. 3.3 Site and Regional Geology According the Geologic Map of North Carolina produced by the State of North Carolina in 1985, the Site lies in the Charlotte Belt of the Piedmont Physiographic Province of North Carolina. The rock type at the site has been identified as phyllite and schist, which are crystalline metamorphic rocks. The shallow subsurface in most areas of the Piedmont contains residual soil overburden, including structure-free residuum, saprolite, and partially weathered rock (PWR) that derive from in-place weathering of the crystalline bedrock. Occasional areas containing recent deposits of alluvium in the uppermost subsurface are found near streams and rivers. Saprolite and PWR typically contain some relict structures from the original rock material. Depth to rock ranges from ground surface at occasional outcrops to depths of greater than 100 feet in areas of easily weathered rock. No site specific geological conditions were available at the time of reporting. Groundwater Monitoring Report January 24, 2020 Best Stop #5, Incident #18560 ATC Project #SLP1856003 5 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Based on the data from the monitoring well network, shallow groundwater flows generally to the north. Depth to water at the site ranges from approximately two to 15 feet below ground surface (ft bgs), based on the November 2019 field data. The bedrock fractures or other planar features of the Charlotte Belt Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Modern water supply wells in the Piedmont, likely including those in the site vicinity, are typically installed with a surface casing through the unconsolidated material, and an open borehole into the bedrock where water-bearing fractures are encountered. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Water Supply Wells A receptor survey, conducted in 1999, identified an on-site water supply well used for supplying water to the on-site car wash, and a potable well located over 1,000 feet from the site. In January 2000, the on-site well (WSW-1) was abandoned. Additional water supply wells have not been identified within 1,000 feet of the site. Figure 2 depicts the survey area on an aerial overlay with radial distances from the site. 4.2 Groundwater Levels On November 15, 2019, ATC conducted a groundwater monitoring event. Water levels were gauged in monitoring wells GW-6 through GW-9, GW-11, GW-12, and MW-1D. Figure 3 depicts a site map. Monitoring well construction details are included in Table 1. Depth to groundwater elevation data are summarized in Table 2. A groundwater contour map is presented in Figure 4 which depicts groundwater flow generally to the north. Note that the groundwater flow is likely influenced by underground utilities since the depth to the groundwater surface is shallow (1.74 to 6.15 feet bgs). Field notes from the November 15, 2019, groundwater monitoring event are presented in Appendix A. Groundwater Monitoring Report January 24, 2020 Best Stop #5, Incident #18560 ATC Project #SLP1856003 6 4.3 Groundwater Quality On November 15, 2019, groundwater samples were collected from monitoring wells GW-6 through GW-9, GW-11, GW-12, and MW-1D. Prior to sampling, ORS were removed from each well and disposed of. Prior to sample collection, a three-volume well purge was implemented to ensure collection of representative groundwater samples. The water samples were collected in laboratory- supplied and preserved containers, placed on ice, entered into chain of custody control, and delivered to North Carolina accredited Pace Analytical laboratory in Huntersville, North Carolina. The groundwater samples were analyzed by Standard Method 6200B for VOCs including petroleum constituents. The analytical report is included in Appendix B. Current groundwater analytical results are summarized in Table 3. Historical groundwater analytical results are shown in Table 4. The groundwater analytical results were compared to the 2L Standards, 10 times the 2B Standards, and GCLs. Groundwater analytical results indicated the following:  LNAPL was not detected in the on-site monitoring wells;  No constituents were detected exceeding 10 times the 2B Standards or the GCL standards;  VOCs were detected at concentrations exceeding the 2L Standards in monitoring wells GW- 6, GW-8, GW-9, GW-11, and GW-12; and  Groundwater flow is generally to the north. Figures 5 through Figure 7 depict dissolved-phase isoconcentration maps for benzene, MTBE, and naphthalene, respectively. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory reports was conducted. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. ATC collected one field blank during groundwater monitoring activities. No constituents were detected in the field blank. The laboratory QC report shows that an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. Refer to the laboratory reports in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a GMR documenting the November 15, 2019, monitoring event for Best Stop #5, located at 7805 Idlewild Road in Indian Trail, Union County, North Carolina.
